Delivering a modern, accurate and secure payroll solution to professionals who serve the employees of the State of Colorado
We aim to replace the state's legacy mainframe payroll system with a modern cloud-based solution.
Through this effort, the Payroll Implementation Team strives to:
Reduce manual processes and increase task efficiency for payroll, finance, and HR professionals in state agencies
Improve data integrity and increase data security
Standardize business processes across agencies and departments, aligning processes with HR best practices and law statewide
Continue to provide the state's 36,000+ employees with accurate and timely pay
This is the sequencing roadmap for the COMPAS implementation project. Viewers can see the pathways and milestones that need to be completed in a specific order prior to project go-live.

The Minimum Viable Product (MVP) for COMPAS is a payroll solution that is configured to calculate payroll for all employee types and pay cycles. Payroll is essentially this:
Hours x Rate - Deductions = Paycheck
Minimally, the system needs to ingest the time and leave to know the hours worked. Then it needs to calculate the earnings and deductions. Then it needs to send the data to the bank and key areas for benefits, retirement, taxes, and reporting.
The MVP for reports focuses on the essential reports necessary for payroll professionals to perform their duties. Priority reports include those essential to ensure all employees who worked in the period receive an accurate pay check. Reports that help payroll professionals confirm accurate earnings and deductions are essential. Reconciliation and labor allocation are all among the MVP.
Like our forest friends preparing for winter, the COMPAS Team has been bustling with activity. As we transition into the next phase of our project, our focus is shifting toward business readiness — ensuring agencies are equipped and confident to adopt the new system. Here's a snapshot of key activities underway:
- Peer-Led Training: Agency volunteers, known as Learning Orienteers, have been recruited to support peer training. Their onboarding begins in early November and continues through year-end.
- Data Validation: Agencies are actively reviewing and validating converted data to ensure accuracy and completeness.
- Labor Distribution Setup: Agencies will be creating labor distribution profiles to support seamless labor allocation within the system.
- User Acceptance Testing (UAT): Trail Guides and agency subject matter experts will engage in testing to ensure the application meets business needs and expectations.
