Beginning in Spring 2023, the Payroll Implementation Team has hosted open Office Hours virtual sessions, biweekly on payday Fridays at 11am, to foster peer connections among stakeholders, solicit participation for workshops and other SME events from agency partners, and deliver project status updates to any and all concerned parties.

We have assembled a group of expert, strategic agency SMEs from business groups across the State. This team of Trail Guides will share their expertise and provide guidance to the Payroll Implementation Team for the duration of the project. The COMPAS Trail Guides will be providing guidance and feedback in two groups:
Payroll/Overall Project
Labor Allocation
Trailblazers are representatives from across the State who have volunteered to perform usability testing in COMPAS and provide early feedback to the project implementation team. They will work in collaboration with the Colorado Digital Services team and their testing efforts will help improve the COMPAS application for other users.
Our trailblazer group currently includes more than 50 volunteers representing Payroll, Human Resources, and Finance and there are representatives from 19 executive branch agencies.

Participating in this group requires a minimal time commitment because testing and feedback will be completed on a rolling and as-needed basis.

2025 Activities
Discovery Research Activities
As COMPAS is being built, the product team continues to ask questions about specific needs of the workforce and agencies. There are always discovery activities happening that explore these specific areas and require agency input and participation. Examples of these discovery activity topics include UKG data field usage, needs for EEOC reporting, and supervisor chase.
Agency practitioners may be asked to engage in things like interviews, workshops, and surveys. It is important to cover all the nuances of the payroll landscape so please take the opportunity to get involved in this area.
2024 Activities
TG2 Inception
A group of agency representatives similar to Trail Guides launched in December of 2024 called TG2. This group's sole focus is labor allocation as members bring a specialized level of detail and experience to processes and functional review. TG2 will advise and guide the project team in the configuration of COMPAS.
Fall/Winter 2024-25 Agency Tour
Starting in the fall of 2024, the project change manager engaged with agency stakeholders who held roles in HR, payroll, and finance. Meetings with state agencies and impacted groups were held to discuss change management efforts and future plans for data validation and COMPAS training. In order to ensure state agencies impacted by the COMPAS implementation have space to feel heard and collaborate, they were able to bring their questions or concerns to the meeting as well.
Spring 2024 Agency Tour
This agency tour engaged the full spectrum of agency stakeholders including HR, payroll and finance professionals. The Payroll Implementation Team shared timeline updates, engaged teams in further requirement discovery, and continued the development of user-centric design. 11 agency teams from all three government branches participated in this tour, sharing ways the project team could support their teams, detailing how COMPAS system support should be organized, and agency specific concerns and feedback.
Spring 2024 HRDW and OnBase Report Usage Workshops
In late Spring 2024, AdHoc facilitated a series of workshops with representatives from agencies and departments to explore the contents and usage of currently available payroll system reports available in HRDW and OnBase. The information gathered during these workshops will help the PIT guide the dispositioning of needed reports in the new payroll system.
Data Quality Rules Workshops
For several months in early 2024, representatives from agencies and departments participated in the documentation of rules for each data element in CPPS. Facilitated by AdHoc, participants discussed the current understanding of each element and outlined rules regarding completeness, validity and accuracy.
These rules have been integrated into technology tools like Informatica and AWS RedShift to profile payroll data as its extracted from the current environment and prepared to migrate to the new system.
Winter 2024 Data Quality Resolution Effort
This effort enabled the Payroll Implementation Team, vendor partner AdHoc, and vendor partner The Idea Garden to further evaluate the current state of payroll data, identifying elements for migration to the new system and validating the completeness and accuracy of the data. DPA and vendor teams worked with agency partners to measure and cleanse the data in preparation for transfer.

Fall 2023 Agency Payroll Tour
Payroll Implementation Team members met with agency payroll professionals (in person at agency offices as often as was available) to explore current and future agency payroll resources, assess current state of agency payroll data, solidify agency - Payroll Implementation Team communications and feedback expectations, and discuss ways the project team can support agency partner teams for the duration of the project.
Summer 2023 Vendor Evaluation and Business SME Workshops
Representatives from agencies and departments participated in the evaluation of responding vendor payroll system proposals. Additionally, agency Subject Matter Experts were called upon to assist our vendor partner, AdHoc, in creating data journey maps, documenting business processes, and formulating a data glossary.

Fall 2022 Agency Listening Tour
The Product Owner, Director of Central Payroll, and the State Controller virtually met with agency teams to open communication about the modernization effort, documented pain points of the current system and processes, and began capturing requirements for the new system.
Fall 2022 Payroll Modernization Workshops
These workshop were facilitated by Gartner Consulting and held during October and November. They focused on user journey mapping and crafting scenarios for the procurement for the new payroll system. Agency partner and other stakeholder feedback was solicited in December and this feedback was used in the published Invitation to Negotiate (ITN) in January 2023.
