Multi-Level Prevention System

In Sparta Township Public Schools, we utilize a three-tiered model of supports and interventions that increase in frequency, intensity, and duration based on the academic and/or behavioral needs of all students. According to the New Jersey Department of Education NJTSS Model, this approach includes evidenced-based core instruction (Tier 1) delivered with fidelity, targeted small-group instruction in addition to core instruction (Tier 2), and intensive interventions (Tier 3) customized to students’ needs. It is important to note that supplemental supports and interventions are provided in addition to, and not in place of, core instruction. This model is flexible and students will be able to access supports in each tier based on their individual needs.

Tier 1: High Quality Core Instruction

Within Tier 1, all students receive high quality core instruction using evidenced-based curricular and instructional practices, and have access to a continuum of supports and interventions based on progress monitoring periods that are built into the core instructional program. Tier 1 includes:

Tier 2: Targeted Interventions/Supports

Students who are not making adequate progress within Tier 1 are provided with targeted intervention and support (Tier 2). Within Tier 2, identified students receive supplemental supports and interventions that may be delivered in small-group instruction. Small-group instruction may be provided in either the general education classroom or during an intervention period. According to the New Jersey Department of Education NJTSS Model, interventions include evidence-based instructional practices and interventions that increase in intensity, frequency, and duration based upon the review of data during regular progress monitoring intervals.

Tier 3: Intensive Interventions/Supports

Students who are not making adequate progress within Tier 1 and Tier 2 are provided with intensive intervention and support (Tier 3). Within Tier 3, identified students receive intensive support that may be delivered individually and provided in or outside of the classroom after the delivery of core instruction. The New Jersey Department of Education NJTSS Model states that there may be adaptations of supports and interventions based on the individual students' performance using data that is reviewed during frequent progress monitoring intervals.

According to RTI Success, students who do not achieve the desired level of progress in responses to these interventions and supports may be referred for a consultation with Special Services in consultation with parents/guardians and the recommendation of the building level Student Support Services Team at any time. The Special Services team has a Special Services Referral Form and process for such recommendations. The members of Special Services will examine the Student Support Plan and related data to determine if a comprehensive evaluation is needed based on the guidelines of the NJ Administrative Code for Special Education. Progress monitoring and other data collected during Tier 1, Tier 2, and Tier 3 may also be examined during the evaluation process.
