Traditionally, the population of the country has been considered as a liability, but if it is looked at from another point of view , population becomes an asset. The development of human resource is another crucial factor in the process of economic development. Human resource development is associated with investment in man and his development as a creative and productive resource. It is said to be a process of increasing knowledge the skills and capacities of all the people of the country.
The UNITED NATION DEVELOPMENT PROGRAMME (UNDP) has introduced the concept of 'human development report' in 1990 under the leadership of Pakistan's well known economist Mahabub -Ul-Haq.
According to Mahabub -Ul-Haq, " human choices are more important than income." knowledge , health, clean environment , political freedom and simple pleasures of life cannot be bought with money. Therefore he wants all the country to treat people as real wealth and not consider too much on material wealth.
Economic growth is only a means and human development is the end i.e. the objective of the economic growth and development is to improve human conditions and enlarge peoples choice.
Human development increases political stability by reducing civil disturbances in the society.
Human development leads to human productivity i.e. investment in nutrition , health , and education which results in higher productivity.
Human development helps to reduce population growth.
