On Feb. 13–14, the Office of the Prosecutor at the International Criminal Court (ICC) published a lesser-redacted Document Containing the Charges (DCC) that formalizes charges arising from investigations into killings alleged to be linked to Rodrigo Duterte’s years in public office. The DCC groups alleged criminal conduct into three core incident sets—killings in Davao City during the mayoralty period; killings of so-called “high-value targets” early in the presidency; and killings and attempted killings during barangay-level police operations—and lists named individuals the Prosecutor says participated in a “common plan.”
