The San Luis Valley Housing Coalition, with The City of Alamosa and the San Luis Valley Behavioral Health Group, designed and built a cottage home community off Airport Road in Alamosa. This community includes 18 homes under 600 square feet (1 & 2 bedrooms) to help our community members with barriers to market-rate housing. These units WILL NOT have a rent subsidy and will require tenants to have a way to pay the monthly rental fee.
The purpose of these homes is to help fill a gap found during the housing study and in conjunction with the Homeless Coalition. The gap was households that cannot be competitive in the housing market due to a barrier that makes them less likely to be selected in the private market. Horizon Heights will provide up to 2 years of housing to help these residents move past the barrier and into market-rate housing. The housing will provide a caseworker with SLVBHG to help navigate resources and find housing stability.
This housing development has a preference list, and all applicants must pass a credit and background check. Our process will be looking for the barrier so that proper resources and support can be provided to the household upon application approval.
Preferences include:
Youth transitioning out of foster care
Single-parent households
Disabled
Veterans
Housing Voucher holders
Those working with local resources, including but not limited to:
Homeless Shelter
Behavioral Health or other medical provider
Domestic Violence Shelter or nonprofit from anywhere
Veterans Assistance Groups
Those who have been justice-involved and are working the required programs and meet the background check requirements
Those without a preference identifier are welcome to apply for the waitlist and will be considered if no other applicant meets the preference requirement.
Restrictions to Entry
Any charge for drugs, violence that includes injury to a person or property, or an item on the list below that was charged within the last five years.
Conviction for the following will NOT be allowed without exception:
Sex Offenders
Drug manufacturing or distribution
Murder or attempted murder
Chronic violent criminal history
These lists are subject to change as deemed necessary by management to keep the property safe for all residents and staff.
Horizon Heights applications are now being accepted. The application fee is $35 per adult over the age of 18 to cover the cost of the credit report and background check.
Horizon Heights opened in August 2024. In the first year, it has helped over 30 households find and maintain stable housing, including helping 10 households move on to successful housing outside of the project.
Applicants will not be able to see a unit until they are approved.

Applicants will have to provide documentation with the application and every 6 months during their time at Horizon Heights, including proof of income, 6 months of bank statements for all accounts, and documentation that they are still working toward a positive transition to other housing.
Move-in costs will include

Set up costs charged by utilities and other services set up by the tenant, including Xcel, cable, internet, etc.
