San Luis Valley Housing Coalition (SLVHC) invites General Contractors to assist SLVHC in providing Pre Construction Services and Estimation for their property located within the city limits of Alamosa, Colorado, at 1107 Hunt Ave. with the implementation of full construction after a successful Tax Credit Application.
The scope of work includes the Boyd School site re-development, adaptive reuse of the 34,000 square foot existing school building, and the construction of an additional 30 affordable housing units that will serve as affordable housing for households 60% AMI or less. (See Exhibits B, C, and D).
San Luis Valley Housing Coalition will own the final design and construction documents.
The Contractor shall review the intended project scope, provide cost estimation services, recommend scope alternatives, and work collaboratively with the Owner, Architect, and design team to determine the final project scope, budget, and schedule.
The following is a list of services that will be required from the General Contractor:
1. Assist Owner and Architect in pre-construction services and design development to determine preliminary budget and assist with applications for Tax Credit financing due February 1st, 2024.
2. Prepare an Initial Guaranteed Maximum Price proposal at a time to be determined; likely at 75% completion of Construction Documents.
3. Prepare a detailed construction schedule identifying major tasks to complete the project.
4. Participate in OAC meetings.
5. Assist in value engineering project components and prepare a detailed itemized VE list.
6. Provide and document competitive pricing from a minimum of three sub-contractors for all categories to be bid for construction, including substantiating that self-performed work is competitively priced.

*If the proposing contractor has already attended a site walk and has signed the sign-in sheet, the mandatory site walk is not required.

SLVHC has decided to pursue the 4% Low-Income Housing Tax Credit in lieu of the 9% Tax Credit. The application deadline is now August 1st, 2024. Due to this, the following changes have been made to the RFQ schedule :

The purpose of this Request for Proposal (RFP) is to solicit proposals from experienced Architects and Engineering firms interested in partnering with the San Luis Valley Housing Coalition for the purpose of providing design services and construction drawings for the Boyd School Development project. Boyd is a 34,000-square-foot school building that will be turned into an affordable housing apartment complex for households 60% AMI or less.
This project will be constructed within the city limits of Alamosa, Colorado. The scope of work includes community outreach and engagement, construction design, and financial estimating for the adaptive reuse of the Boyd School Building plus the new construction of additional buildings/units on the buildable land.
San Luis Valley Housing Coalition will own the final design and construction documents.

Questions asked for Architecture team RFP
Do you all have a budget in mind for this project? We do not have a set budget, helping prepare a budget for the build is part of the RFP
To aid in understanding the current conditions, are there additional site photos available? See attached pictures and maps from the appraisal
Has there already been a land survey and environmental report completed or is that something that needs to be provided in our scope of services and proposal? Phase 1 Environmental, LBP testing for entire building, and Asbestos of the gym floor have been completed.
At one point it was mentioned the additional buildings could be modular construction, is this still anticipated? We are still open to the modular idea but really want to hear the community/neighborhood feedback before making that decision final.
If so, would the modular home company have a separate contract or be under the architect and our specifications? If we were to go modular they would work with your company to design the units.
