There are many organizations, both public and private, that can bring resources to bear in order to mitigate the damage done by man-made and natural disasters.
The National Response Framework (Link on the right), describes the various levels of response, private and public assets, and how all organizations coordinate and communicate.
United States Northern Command (NORTHCOM) is one of ten Unified Combatant Commands . Each Combatant Commander reports to the Secretary of Defense who in turn reports to the President of the United States. Each Combatant Commander has a service-specific (Army, Navy, Air Force, Marine) component within the command to provide information, support and advice to the commander.
For NORTHCOM, U.S. Army North is the Army component.
