The best use for the well field area must foster public access and prevent private development of the entire well field area. It must allow for:o Access to forested lands
o Bay views
o Access to Irondequoit Bay
o The use of hiking trails
o The preservation of environmentally sensitive areas and green space
Therefore, a passive recreational use is best for the area. Preservation of this green space will add substantial open space to the west side of the Town, completing a town-wide network of open space.The well field area is unique. Its preservation will provide a haven for migrating and breeding birds, help preserve Irondequoit Bay water quality, prevent additional shoreline erosion, protect specific animal and plant species, including oak openings and mature stands of trees.Keeping the area as green space will also help preserve property values in the community and avoid potential traffic issues.The acquisition of this property as passive recreational green space would not prevent possible future improvements. Criteria for uses should consider those with the least impact and those that will generate the most community support. Possible improvements include the construction of a nature center, the establishment of a birding area (to include bird houses and bird rehabilitation area), the construction of a wildlife rehabilitation facility, the building of a low-impact pavilion, the creation of a non-motorized boat launch and the development of a cell tower staging area. These enhancements would require funding.
Funding could be through community or municipal support or the existing water production facilities could provide a dedicated income stream.
