Before 2010, there was a lack of clear indication as to how the Venetian plateatici were to be managed. These regulations before the pianini were described as being both "unclear" and "unfair." As a result, a new solution was sought after in order to manage the plateatici. The result was the pianini, or "little plans" that would shape and regulate the plateatici of Venice. As the pianini were being developed, some controversy developed concerning how clear the new regulations were. Confcommercio Ascom Venezia raised the issue that existing regulations lacked a complete indication for the criteria for allocation of stallage. The priorities' clarity was put into question. This prompted a progressive adjustment of the pianini based on various other meetings that were held.
However, the pianini still lack a level of consistency that one might expect from such a set of regulations. There are many specific cases made in these rules, not to mention that it doesn't scale well. The argument could also be made that the regulations could be stricter in some respects, especially with regards to enforcing the rules set down by the pianini.
