The UGLE membership is defined in Rule 5, etc. of the Constitution.  Essentially it consists of the Masters, Wardens, and Past Masters of the Private Lodges.

Actually, the number of UGLE members is probably between 70,000 and 110,000.

Actually, the number of Masons at the above date was under 44,000.  The Grand Master only presides over the Grand Lodge members.  The Grand Lodge Secretary does not report the number of Grand Lodge members.  It is estimated to be about 13,000.  (Strictly speaking, the Grand Master actually only presides over those Grand Lodge Members who attend the Grand Lodge session.  That number is about 3% of the GL members, even though 20% of the GL members register to vote (in the elections) but most never attend the Session.)

Actually, the fraternity that is overseen by that Grand Lodge is less than 160 years old and has fewer than 44,000 members.   The text advertises the impression that there is a 6 million member, 3,000 year-old worldwide fraternity that a person might become part of through this official District Grand Lodge web site, which has an official stamp of approval from its Grand Lodge administration.
