Toby’s Resident Council Meeting
March 21, 2022
Members Present: Claude Provencher, Kathy Plant, Tom Newell, Duane Heisey, Jim Bignall, Pam Jones, Caroline Wright, Jeff Hartman
Members Not Present: Joan Gauthier, Bobbie Nix
The meeting was called to order by President, Duane Heisey
Minutes from the February 21, 2022: A motion was made and unanimously approved to accept the minutes.
Old Business:
· Large exhaust fans on the stage: The Council thanks the residents who repaired the fans.
· Granny’s Closet: It continues to be a popular service. Carol Lee or Carolyn Wright should be contacted if a resident needs medically related items.
· Joint Resident Council and Activity Board Meeting:on March 16, 2022: Duane emphasized the message that he sent at this meeting, i.e., both groups must work together for the benefit of our community.
· Dog Waste Stations overflowing: There are 3 waste stations in the park, including the one at Jason’s site. They are serviced on Monday and Thursday. Duane discussed the issue with Matt. The group suggested that the sites be expanded and checked daily.
· Kitchen Remodel: The Council was in agreement that residents should not be responsible for any physical activities involved in the remodel. A motion was made and unanimously approved that the Resident Council step away from internal discussion as well as involvement with management concerning the remodel project.
· Shed Size and Placement: Duane met with Matt to discuss the issue. The original rule limited the shed size to 8x10. Currently, size is flexible. Location is also flexible as long as it is not interfering with a neighbor. Jason makes the approval. Discussion followed concerning Matt’s role in approval of size and placement. Members of the Council also expressed continued concerns that the sheds are being used for an alternate living space,e.g. , guest sleeping area. All agreed that we would continue to observe and collect information to share with management.
New Business:
· Dog Park: The issue of designating an area for a small dog park with fence and gate was raised and discussed. Previous efforts in the regard were not entertained by management. However, there is a lot on Bobcat that is not used for units and would serve as a welcome additional service for dog owners. Comments were also shared about the continuing problem of dog owners using and not picking up dog waste on other residents’ properties.
· Laundry Room: New machines are expected to arrive March 22, 2022. A Council member expressed concerns that the room be properly cleaned in preparation for the installation.
· Pool Area: The screen has still not been repaired. The quality and temperature of the water is currently problematic. The outside door knob and the roller on one of the inside sliders is in need of repair.
· Fans Need Maintenance: Several fans need oil and at least one is locked.
· The vacuum for the clubhouse: The unit is smoking when in use and a new replacement should be considered by management.
Next meeting is tentatively scheduled for November 22, 2022 unless an unusual issue surfaces in the meantime.
A motion was made and unanimously approved to adjourn the meeting.

February 21, 2022

Election of Officers
One candidate was nominated for each of the positions,as follows
· President – Duane Heisey
· Vice President – Jim Bignall
· Secretary – Kathy Plant
Each was elected with a unanimous vote of the council.

Old Business:
Broken exhaust fan – Management is aware of the problem and it is on the agenda to be fixed
Neighborhood Watch – The program is 8 years old and has 24 participants. Patrols are made every day at all hours. They are the eyes and ears of the sheriff’s department.
Granny’s Closet – Carolyn Wright is the new charge person. Carol Lee will continue to participate. All routine requests will be processed by them. However, if they cannot be reached, Sharon Bignall can provide access in an emergency.
Kitchen Remodel – This is a joint project of the Activity Board and the Residents Council Accordingly, the Council may be called to assist as a need arises. Management has placed the order for the cabinets but the delivery is still outstanding.
New Business
Members shared their concerns as follows:
· Shed size and function – Are their park rules about the size of sheds and how they are to be used? Duane will contact Matt to share our concerns and explore options for addressing the issue of increasing sizes and uses other than storage.
· Parking Restrictions – Are their park rules about parking extra vehicles off site and in areas that should be restricted? For example, members noted that residents are parking on the grass near the gazebo instead of their driveways. Bikes are parked in the lanai. At the Clubhouse, golf carts are parked in spots designated for cars. Duane will discuss this with Matt.
· Suggestion Box in the Lanai - The box is the council’s responsibility. A lock, 3x5 cards and pen will be provided and the secretary will check the box weekly.
· Joint Meeting of the Activities Committee and the Residents Council - There is a history of joint meetings. Duane will reach out to them to see if they are interested.
· Leak in the Laundry Room – Broken machine(s) are causing flooding in the laundry room, mail room and lanai. Matt advised that the facility is run by a contractor which will change this summer. He does not have any contact information for that entity. He also advised that new machines are coming. The council feels that some action should be taken immediately to ensure that the facility is safe for staff and residents.
The following issues need attention from the office:
· Multiple breaks in the sidewalk leading to the entrance. This represents a trip hazard and should be addressed asap.
· Large dip in the asphalt by the front sign.
· Overflowing “doggie doo” bins
· Faded lot numbers on the streets in the T-Section.
The following issues were discussed
· Animal control – Dogs not leached or retractable leach too long to control the animal which could lead to damage to private property or risk of a trip or fall accident by walkers or riders. Violators can be reported to the office by any concerned resident.
· Speeding by commercial vehicles, residents, and razor scooter operators. The park is private property. Accordingly, the police have no jurisdiction for enforcing speed limits. Residents are expected to go by the rules. Offenders who violate the rules can be reported to Matt by any resident.
· Tight turn for large vehicles at the corner of Fordson and International. Jim will check to see if the stop sign can be removed to create a wider turn radius and then replaced when the turn is completed.
· Solicitors in the park – Solicitors are not permitted in the park. The sheriff was involved in a recent incident. Notify the office if any solicitation is observed.
The next council meeting is scheduled for March 21 at 10 a.m. in the Library.

Meeting was called to order by Carol Lee.
Resident Councils goal to interact with the residents and bring any concerns to the Management
of the park.
☆ Neighborhood watch patrol has a total of 16 people. Neighborhood watch is patrolling all days of the week at different times of the day. Their goal is to be seen and that everyone knows they are looking out for our safety. Thank you to all who participate in this program.
☆ Helping Hands Poster has been updated and they will announce a reminder about the helping hands program at Friday morning coffee.
☆ Exhaust fans over the stage still need repaired.
☆ New box has been put in place for the bocce ball equipment.
☆ Toby’s information guide has been updated and has been posted on the Toby’s site https://www.sites.google.com/site/tobysrv/
☆ Safety issues were discussed and *We have a guest speaker coming to Friday morning coffee to discuss all of our options regarding safety during tornados and hurricanes.
New Business:
Sign-up sheets will be posted in the clubhouse on January 24, 2022. An election is scheduled for Thursday February 3, 2022
Resident Council has 5 positions whose terms are expiring in February. Cheryl Noyer (Fordson & Caterpillar); Carol Lee (International/Case); Jim Bignall (John Deer); Joan Gauthier (Bobcat); Jeff Hartmann (Grasshopper/Woods/Letter & T-Section); Sue Reynolds will be resigning from her sition leaving an opening on (John Deere)
Activity Board there are a total of 5 positions up for election.
Next Resident Council meeting will be February 21, 2022 – 10:00am in the Club House
Resident Council Annual Meeting will be January 28, 2022 at Friday morning coffee meeting.
Toby’s Resident Council Meeting – Dec. 13, 2021

v We approved the minutes from the March, 2021 meeting.
Resident Council goals are to interact with the residents and bring any concerns to Matt.
Old Business:
Granny’s Closet: Carol Lee reported that Sue Reynolds and herself donated some of the inventory to the Center for the Needy and stated they still have many items to loan to residents. Residents in the park can see Carol Lee at lot 61 or Sue Reynolds on lot 240.
Resident Information Guide: Cheryl Noyer reported about the changes she made to certain sections of the Resident Information Guide, which include the section on the activity board referring to the costs of activity cards and the costs to get into any of the shows, also the additional information was updated for shelters to go to during a hurricane,
Neighborhood Watch: If possible we need to watch the children using the pool, and swimmers having glass bottles at the pool.
Toby’s Helping Hands: Bobbie Nix there is nothing to report at this time.
The sign at the park entrance has disappeared: Toby’s RV Resort where (friends become family). It would be welcoming to see that Logo replaced.
New Business:
The Exhaust fans over the stage are not working again this year.
Jim Bignall talked with Matt about the sign at the entrance to the park, Matt was very receptive.
Neighborhood watch has the same schedule as last year, there may be a need to add a new member or two.
Toby’s helping hands poster needs to be updated. Toby’s helping hands has been very helpful to residents in need of meals and other services.
Jan. 12, 2022 is the welcome back hamburger meal, this is free to park members.
Sanitizer bottle in clubhouse lanai needs cleaned, lights in ladies room needs new bulbs, & the one paper towel dispenser needs batteries.
Next meeting is Jan. 11, 2022 in the dart room.
