Boot up from a DVD media or USB memory stick, and Click "Try Ubuntu" in the following screen.

Ctrl + Alt + F2..F6 keys open a tty. Ctrl + Alt + F1 keys return to GUI. Alt + right/left change the tty.

apt (Advanced Package Tool) is available.
