Point of Order Parliamentary Law Unit

Regular Meeting on February 23, 2008

The February 23, 2008 regular meeting of Point of Order Parliamentary Law Unit was called to order at 12:16 p.m. by Vice President Robert Moran, with Secretary Paul McClintock, PRP present. Other members present were Bobbie Healy and Jacqueline Petrick. Mark Slack was a guest who had attended the workshop immediately beforehand. The minutes of the January meeting were not ready for presentation.

The treasurer was absent and no report given.

Nominating committee chairman Jacqueline Petrick reported:

    • Robert Moran was nominated for president;

    • Kevin Connelly was nominated for vice president;

    • Jacqueline Petrick was nominated for secretary;

    • Karen King was nominated for treasurer.

Per WSAP rules and our unit membership counts, we are allowed 6 delegates to the state convention. With 5 primary unit members, Mike Healy, Robert Moran, Bobbie Healy, Jacqueline Petrick, and Bob Dolan were elected as delegates.

Paul McClintock gave previous notice for amending bylaw IX.2.A by striking March and inserting February, as the month in which to elect delegates to the state convention.

Bobbie Healy moved to discuss state bylaw revision proposal at our next meeting for our educational program. Adopted.

Paul McClintock presented the audit committee report: "The treasurer's reports, ledger, bank statements and vouchers have been examined and found to be correct and in order." The audit report was adopted.

Robert Moran reported that the "Jurassic Parliament: Robert’s Rules Made Easy" workshop presented by Ann Macfarlane just before the unit meeting was very well received and greatly appreciated.

Point of Order Parliamentary Law Unit

Regular Meeting on March 22, 2008

The March 22, 2008 regular meeting of Point of Order Parliamentary Law Unit was called to order at 10:25 a.m. by president Mike Healy, with Bobbie Healy serving as secretary pro tem until secretary Paul McClintock, PRP arrived. Other members present were vice president Robert Moran and treasurer Karen King. The minutes of the February meeting were adopted as distributed.

The treasurer reported that the balance on February 29 was $194.68, that $13.92 was reimbursed to Paul McClintock, leaving a current balance of $180.76.

The Education Committee reported that the April education will be on the Previous Question. General discussion for improving the effectiveness of our public workshops included:

- Add an e-mail and possibly phone number column to the sign-in sheet to facilitate follow-up

- Solicit feedback with a workshop evaluation form

- Follow up with a flier given at the close of the meeting explaining units and inviting them to join

- Follow up with the same type of information/invitation in an email

Karen King gave an updated report for the Nominating Committee that Kevin Connelly declined the nomination for vice president. Bobbie Healy was nominated from the floor for vice president. With no contested races, the nominees were each elected: Robert Moran as president, Bobbie Healy as vice president, Jacqueline Petrick as secretary, and Karen King as treasurer.

The unit recessed for education to discuss the WSAP proposed bylaws revision. Suggested changes were:

  1. Change the annual meeting quorum wording to “…majority of the voting members who have been registered as attending, provided that at least ten percent of the membership as of March 1 is present.”

  2. Restore the function of Historian by creating a standing committee to work with the secretary.

  3. Retain the term “Fall Board meeting” rather than “Mid Year Board meeting.”

  4. Have NAP-required bylaw and standing rule amendments be simply reported by the Bylaws Committee with recommended wording, but let the annual meeting adopt the amendments rather than let the Bylaws Committee.

Paul McClintock moved that the Point of Order Parliamentary Law Unit recommend changes to the WSAP proposed bylaws as discussed during the educational program. Adopted.

The April meeting will be on the 26th, and the May meeting on the 24th. Locations are to be confirmed and announced by e-mail.

Regular Meeting on April 26, 2008

The April 26, 2008 regular meeting of Point of Order Parliamentary Law Unit was called to order at 10:15 a.m. by president Robert Moran, with Paul McClintock serving as secretary pro tem. Other members present were vice president Bobbie Healy, treasurer Karen King, and Mike Healy. The minutes of the March meeting were adopted as distributed.

The president appointed, with board approval:

  • Parliamentarian: Paul McClintock, PRP

  • Education Committee: Bobbie Healy, Mike Healy, Paul McClintock

  • Membership Committee: Mike Healy and all other unit members

  • Bylaws Committee: Mike Healy, Jacqueline Petrick, Karen King, Paul McClintock

The treasurer reported that the balance as of the March meeting was 180.76, with no income or expense, and thus with no change in the balance. The treasurer also distributed a new roster, to which corrections were made.

Paul McClintock summarized his e-mailed report on the WSAP convention, which is attached. Mike Healy noted that he was selected to attend NAP’s Leadership Conference September 10-13 in Virginia Beach, and will receive $400 from WSAP to offset expenses.

President Robert Moran was elected unit representative to the WSAP board of directors, with Mike Healy as an alternate.

New Business:

The motion by Paul McClintock, as amended, was adopted that we direct the bylaws committee to prepare bylaw amendments needed to comply with the WSAP bylaws, and report at the August meeting.

The August meeting date was moved to August 16.

The unit recessed for the educational lesson, led by Robert Moran, on “Previous Question,” from NAP’s Mini Lessons. Guest Olga Addae (president-elect for Seattle Education Association) attended.

Announcements:

Bobbie Healy announced that Ann Macfarlane has agreed to give the October public workshop, and Bob Dolan has agreed to do one of the remaining three for this term.

Bobbie also announced that she has composed a poster for our meetings, but has yet to get it printed.

The May meeting will cover the “Lay on the Table” mini lesson, and will have an installation of officers. It too will be at the PCC Natural Market.

WSAP Convention Report -- from Paul McClintock

The 47th annual convention of WSAP began on Friday evening, April 11, at the Howard Johnson Plaza in Yakima, with a dessert reception and a workshop on bylaws, which I presented as the chairman of the bylaws committee. A revision of the bylaws and standing rules had been authorized by the preceding convention, and a revision had been prepared for consideration. The workshop reviewed RONR rules for amending and revising bylaws, and considered the summary of changes in the revision, point by point.

The convention formally began on Saturday, with president Ann McCartney presiding. There were 3 elected officers, 8 unit presidents, 12 unit delegates, 7 members at large (MAL) delegates, for a total of 30 voting delegates. With 4 guests, total attendance was 34.

Micah Cawley, assistant mayor of Yakima, welcomed us, and NAP President Connie Deford, PRP, gave a report from NAP.

Connie reported that NAP currently has 3419 members. There are 106 NAP members in Washington -- 72 members of units, 34 members at large. There are 10 RPs and 10 PRPs in WA. Connie's BRIDGE theme for the year serves as an acronym for her goals:

    • Become innovative, especially in developing online learning.

    • Retain members; make membership worthwhile.

    • Increase visibility and name recognition.

    • Demand excellence.

    • Gain new members.

    • Enhance communication at each level.

The convention adopted the revised bylaws as amended from the floor. The new bylaws are posted on the www.wsap.us web site; the link is toward the bottom of the home page. Chief impacts of the new bylaws on units are:

    • The convention of delegates was changed to an annual meeting of all WSAP members.

    • The board consists of "a representative of each unit" now (among other members), instead of "president of each WSAP unit... or...member elected to represent the unit on the board."

    • Units no longer pay annual dues to WSAP.

The convention elected WSAP officers for the 2008-2009 year:

    • President - K. Ann McCartney, PRP

    • Vice President - Weldon Merritt, PRP

    • Secretary - Christina Burris

    • Treasurer - Jan Hannaford

The convention also elected the Nominating Committee (which will elect its own chairman):

Ken Bell (MAL), Christina Burris (INPLU), Mike Healy (POPLU), Robin Akkerman (ESP), Paul McClintock (ATRPLU).

The MALs at the convention elected Ken Bell as a member of the board of directors, a new position created by the revised bylaws.

The membership committee announced that the East Side Parliamentary Law Unit won the Tony Lewendon Recruiting Wizard Award (see WSAP standing rule F.1).

The convention adopted the budget for the year, and the historian's report.

On Saturday afternoon, Bob Dolan, PRP, gave a workshop on "Committees in Practice."

Saturday evening, the new officers were installed by NAP President Connie Deford, PRP, at the banquet. The East Side Parliamentary unit offered to host the 2009 annual meeting.

The post-convention executive committee meeting was held on Sunday, April 13, to approve the presidents appointments:

    • Parliamentarian - Ann Macfarlane, RP

    • Archivist - Milly Lewendon

    • Education & Public Relations - Weldon Merritt, PRP (plus Robert Stephens, Kevin Connelly, Kay Smith)

    • Membership & Yearbook - Robert Dolan, PRP (plus Dolores Jones)

    • Newsletter - Paul McClintock, PRP (plus Bobbie Healy, Milly Lewendon)

    • Youth - Kevin Connelly, PRP

The post-convention board meeting was held on Sunday, April 13. President Ann McCartney announced her theme for the year: Parliamentary Procedures: Tools for Democracy. The board:

    • Appointed Paul McClintock, Weldon Merritt, and Kevin Connelly as web editors;

    • Voted to have the bylaws printed with inserted citations of NAP bylaws as necessary;

    • Chose Mike Healy, Weldon Merritt, and Jan Hanniford as attendees for this year's NAP Leadership Conference (with Christina Burriss as an alternate), with the budgeted amount to be equally distributed between them for expenses incurred; and

    • Approved the following calendar for WSAP:
