DC-09 Encryption Tool

A PC application that will take a plaintext DC-09 data packet in hexadecimal ASCII format (e.g. 30313233343536373839414243444546) and encrypt it with a user-supplied 128 bit key. Block chaining is supported. This provides a reference implementation for Dc-09 decryption.
