The new Norberg Campaign setting (Mahan) will be played using a restricted set of the 5e rules set. Quick builds are allowed. All that is needed to play is a copy of the Player's Handbook (PH), which can be gotten online as PDF or purchased in hard cover. See Rule Interpretations for more details on what is allowed or how the rules have been modified.
Follow the step-by-step character creation process described in the PH staring on pg. 11. All characters start at level 1 with hit points determined by their class and race, including any specified modifiers.

Drow - these are some of the bad guys in this campaign.
Dragonborn
All other humaniod and non-human races unless by DM permission.
All of the classes defined in the PH are allowed. Classes defined in other books require DM permission.
Only sub-classes defined in the 5e Player's Handbook or Xanathar's Guide may be selected.
Multi-class characters are allowed with DM permission.
All backgrounds in the Player's Handbook or Xanathar's Guide may be selected.
Certain proficiencies often associated with background tools in 5e are handled as specialties in Nolaria using custom rules. These include the following:
Alchemy (including potions and simple materials)
Artificing (making magic items)
Cabbalism (rune lore)
Divination (predicting the future)
Wild Magic (chaos, etc)
Some of these specialties may overlap with some sub-classes (ex. Wild Mage Sorcerers) abilities (ex. WM surge, bend luck, etc)) and possibly spells. Please communicate with the DM before taking any of these specialties. Permission to play is required.
The following religions are established in Norberg game setting:
Omiism - a monotheistic religion worshiping Omi. Nolaria is overwhelmingly Omiist.
Nolarism - a pantheistic religion (ask DM about the gods). Very rare in Noberg.
Druidism - there are several flavors. Shuism is local. Hobbits may be Leaftenders. Ask DM.
Valarism - the elvish pantheon, no local temples
Dwarf Gods - Falin, others. Ask DM.
Halfling - Yollanda, Gaia.
Gnome - Garl Glittergold, no local temples.
Goblinism - Ask DM.
Ghakism - demon worship.
Elementalism - worship of the elemental gods. Rare.
