Phase I Construction
The landfill closure is regulated by law and monitored by the Florida Department of Environmental Protection.
64 acres of landfill cells will be regraded to the prescribed contour - some will be added to and others will be taken away from
24 months to complete - through May 2020
The contract specifies daytime construction, beginning at 7:30 a.m.
After 2025, the Rural Waste Service center will be moved to the SE corner of the property, and reduced to household garbage and recycle, yard debris and bulk items; hazardous waste and electronics disposal will be moved to the Public Works Operations Center on Miccosukee Road.
Funding for US 27 resurfacing is in the Department of Transportation's plans for FY 2019-20.
Dump Truck Operations
By completion, 25,500 dump truckloads of dirt will have been hauled from the F. A. Ash Road borrow pit to the landfill.
Dump truck traffic will probably resume in September or October 2018
The contractor will monitor dump truck traffic for safety and excessive noise. Call 606-1515 to report excessive noise or unsafe operation.
Cell Burial
An industrial grade membrane will be laid down on top of each cell;
18" of dirt will be placed over the membrane;
6" of top soil over the 18" dirt layer; and
Vegetation layer planted in the top soil.
Odor
As buried garbage is disturbed during the regrading process, the odor will also be disturbed and released.
The contractor is required to cover all exposed garbage with fresh dirt before work ends each day.
After the two-year construction period, there should be no noticeable smell.
Methane Gas
An active flair will burn off the methane for 3-5 years
Once the concentration has reduced to certain levels, 34 chimneys to be installed will vent trace amounts
Liquid Discharge
Called "Leach-8," this discharge from the buried garbage is captured, then pumped and piped to the City wastewater treatment plant.
A leak detection system is in place.
Ground water will be monitored and tested for 30 years.
