Core Strategy
The NCC will produce a final Core Plan which is a statutory plan, setting out a vision and strategy for development in Northumberland over the 20 year period 2011-2031 covering housing, jobs, services, the environment and resources.

The planned adoption date has change with each stage of consultation:
On July 10th NCC withdrew the Local Plan Core Strategy from Government.
At the Cabinet meeting on July 27th NCC approved an Interim Planning Policy Position Statement.

This Interim Planning Policy Position Statement is intended to assist those interested in development proposals by clarifying the general approach to be taken to planning applications following the withdrawal of the Northumberland Local Plan: Core Strategy, with particular regard to proposals for housing development.
Extract from the Report of the Director of Planning and Economy to seek approval for the introduction and implementation of this statement:
The withdrawn Northumberland Local Plan Core Strategy will no longer carry any weight in the determination of planning applications.
In the interim period therefore, while the review of the Core Strategy is undertaken and an amended plan prepared, the adopted Core Strategies and the “saved” policies of a number of planning policy documents put in place by the former County Council and District/Borough Councils will be used to guide development proposals and act as the starting point when considering individual planning applications.
A number of neighbourhood plans in the County are also at various stages of preparation or “made”.
Once a neighbourhood plan is “made” by the Council it will form part of the statutory development plan.
In July/August 2012 we all had the opportunity to comment on the NCC's "Issues and Options" document.
At that time, Longhorsley Parish Council circulated a leaflet which highlighted the key issues for Longhorsley residents.
That was the 1st stage of consultation.

In February/March 2013 we were able to comment on the NCC's first “Preferred Options" document.
That document covered everything apart from draft policies for Housing, Employment and Green Belt.
Longhorsley Parish Council produced a second leaflet which summarised the "Preferred Options" for the same issues that were covered in the original leaflet.
That was the 2nd stage of consultation.

In November/December 2013 we were able to comment on the NCC's second "Preferred Options" document,
This identified draft policies for Housing, Employment and Green Belt.
Longhorsley Parish Council produced a leaflet which summarises the document.
This was published as a supplement to the November edition of the newsletter.
That was the 3rd stage of consultation.

In December 2014/February 2015 we were consulted on the "Full Draft Plan".
That was the 4th stage of consultation.

The 5th, and what was planned to be the final stage of consultation, is on the "Pre-Submission Draft".
This is a statutory stage of consultation and comments submitted at this stage must be made in relation to the ‘soundness’ of the approach or whether it meets the relevant legal requirements.
Approved by the Council’s Cabinet on September 29th, the consultation will take place between October 14th and November 25th.
There will be drop-in sessions across the county and a leaflet has been delivered to every home.

NCC have announced that comments received during the Pre-Submission Draft consultation have been reviewed and it is considered appropriate that the document should be amended before it is submitted for independent examination.
NCC will be consulting on a revised Pre-Submission Draft.
As with the original Pre-Submission Draft, this is a statutory stage of consultation and comments submitted at this stage must be made in relation to the ‘soundness’ of the approach or whether it meets the relevant legal requirements.
Comments can be made on the major modifications only and not the whole of the Core Strategy document.

Further major modifications to the Core Strategy will be consulted on from November 11th to December 23rd.
Main modifications planned are in relation to the proposal for a Garden Village at Dissington near Ponteland, changes to employment land allocations at Morpeth, and a re-draft of the supplementary planning document for land at South East Ponteland.

The final Core Strategy that has been submitted contains new modifications, some of which are as a result of comments received during the consultations.
None of these new modification directly affect Longhorsley.
