The item across the Potomac from DC is the Pentagon, which is in fact one pentagon shape inside another as shown in the grid. The pairs you get after changing the letters are:

These pairs, besides being from the same class, also share the same number of legs, which is the numeric trait. The phrase generated by the wordplay's extra front letter spells 'ten, eight, aught, two, four.' Drawing curved lines on the outside pentagon makes a rough circle. Connecting the curved lines on the inside pentagon in the order 10, 8, 0, 2, 4 (number of legs) gives a curved star shape. Together, they form a sand dollar picture - which could in name at least be found on a shore across from DC. The wordplay which gives an extra letter at the end spells out the cryptic clue 'talk led by a city kid (6)' which gives us 'urchin' - the classmate of sand dollar. Sand dollar is also enumerated by the wordplay phrases (6 4).
Not asked for, but interesting is that the star inside a circle also represents a national capitol.
