Let's take a closer look at the directives sent to the troops on June 21-22, 1941. But first it would be desirable to agree on the texts of the documents mentioned. We take the first document. The only phrase that contains a word that can be interpreted as an order to resist the enemy is the last sentence in the preamble of Directive No. 1: “At the same time, the troops ... to be in full combat readiness to meet a possible sudden strike by the Germans or their allies.” True, in the order part (point “c”) it remains only “to bring all troops to combat readiness”, the word “meet” has disappeared, they are no longer ordered to meet, and instead of full combat readiness, this is simply combat readiness.

Immediately I must say, here I again appeal to Mr. Solonin that when quoting Directive No. 1 you, to put it mildly, are engaged in “pulling out white threads”. I don’t know, intentionally or through negligence, but in the text that you publish in your book, the words “readiness” and “meet” are separated by a comma. But the rules of the Russian language do not require a comma in such cases, such a grammatical construction is possible without this punctuation mark. You can, of course, refer to the collection of documents, from which the text under discussion is taken. But the fact that in the 90s the quality of printed materials sharply decreased, including the fault of the proofreaders, should have encouraged you to elementary check on other sources, in particular on the Internet publications.

On the Internet, by the way, you can find different options: both with a comma and without it. Understandably, the version with a comma is more appropriate for your version. In this case, the phrase falls into two semantic units: the first is “to be on full alert” and the second is “to meet a possible sudden strike”. If you remove the comma, the phrase is simple - prepare for the "meeting" and wait for the command. For my version, the second option is more suitable, but just in case I decided to check the texts of the district headquarters, assuming that the people sitting in them understood the grammar better than Stalin, Tymoshenko and Zhukov. 

Truly, the Russian language is great and powerful, and not everyone is able to comprehend its depths. Here is an excerpt from the telegram of PribOVO headquarters: “To the Military Soviets of the 8th and 11th Army on June 22, 1941. 2h. 25 minutes ... At the same time, our units must be in full combat readiness to meet the sudden blow of the Germans and defeat (the enemy). I order: 1. ... In the case of provocative actions of the Germans, the fire does not open. When flying over our territory German planes, do not show up and until enemy planes start fighting, do not open fire. 2. In the event of a major attack on the offensive, defeat it. ” And then eight more points of order follow. It can be seen that in the headquarters of PribOVO, they reacted creatively to the directive from Moscow, shifting responsibility to the command of the armies, which was to determine whether the large forces attacked or small and understand : is it a provocation or a war. But note, there is no comma in our phrase!

Let's see how they worked on the Moscow text in the headquarters of ZapOVO. Here, however, there was no place for creativity. Without further reflections, people simply copied the Moscow document, though not quite accurately and sent it to the army headquarters. The comma is missing here. Some particularly attentive readers may ask how the copy may not be entirely accurate. I can only advise them to compare the two documents on their own. Those who do this simple action will see that words appear in the “copy” that are not in the original. And, conversely, the whole point disappears. Of the two points or paragraphs of the Moscow telegram ("c" and "g") in ZapOVO, they made one. Comrade Stalin ordered the air defense to be put into combat readiness, but "without an additional rise in the assigned force," and Army General D.G. Pavlov decided that there was no need to restrict himself to air defense and ordered "to bring all parts to combat readiness without an additional rise in the assigned force." That is, dictatorship and censorship is rampant in the country, and democracy is in the army.

So, Mr. Solonin, there is probably no comma in the Moscow version of Directive No. 1 either. And, therefore, your question: “And what does it mean to meet the blow?” - albeit a small one, but still a substitution. Here you, alas, play the role of a not very diligent schoolchild, pushing the solution of the problem to a ready-made answer. It is not good! Instead, you had to ask: “And what does it mean to be in full combat readiness to meet the blow?”. And here it is clear to everyone: it is necessary to prepare for battle and wait for an order. And where did the phrase from Directive No. 2 disappear: “Until the special order of the ground forces, do not cross the border”? Or is she the fruit of "Mr. Rezun's delusional visions"? Careful handling of documents, Mr. Solonin!

Finishing the conversation about punctuation marks, I would like to give one more variant of reading the discussed phrase from Directive No. 1, which can be found in the book of Y. Mukhin. But since the author has no reference to the source, it is difficult to determine whether this phrase, or rather two phrases, is the result of Mr. Mukhin’s mental efforts in the field of grammar, or is it taken from a published document. Whatever it was, instead of one sentence, Yu. Mukhin had two: “At the same time, the troops of the Leningrad, Baltic, Western, Kiev and Odessa military districts should be fully alert. Meet the possible sudden blow of the Germans or their allies. " (Mukhin YI: If it were not for the generals! M., 2004, p. 553).

Where did Mr. Mukhin get stunning information from? From which source? And not from any. Just a careful analysis of this damn directive, as well as the presence of orders from district headquarters, which dealt with measures to improve combat readiness, allowed your colleague to make such a conclusion. Here is a sample of the analysis, where Y. Mukhin examines the text of the directive: “... because the text shows that the order to bring the troops on alert was already given earlier, since “to be on full alert” is in the preamble, not in the order part” . (Ibid., P. 554).

And what is ordered to do? We read paragraph c) of the Y. Mukhin's version of the document: “All parts should be brought to combat readiness. Troops to keep dispersed and disguised. " How can it be that a person reads a document and does not notice that not only in the preamble, but also in the order part, is it about bringing all the parts into combat readiness? 

If we follow the Y. Mukhin's analytical logic, then item b) of the main part about aviation masking should be in the preamble approximately in this form - Aviation should be dispersed and disguised. Why? Yes, because on June 19, the People's Commissar Tymoshenko issued a special directive specifically on aviation, where it was already ordered to “disperse” and “disguise”. Again, the question is, if on the 18th they gave an order to bring the troops on alert, why duplicate it on the 21st? This is evident, if expressed in the style of Yu. Mukhin, bullshit, and not military directives.

Now a few words about those events that supposedly confirm the existence of an order from Moscow on June 18. Here Y. Mukhin recalls the memories of Colonel I.E. Chernov: “According to the memoirs of the veteran, on June 20 they received an order to move away from the border, and it indicated the reason - the beginning of the war on June 22. All day on June 21, they taken out cement, building materials and equipment, evacuated personnel. ” (Ibid., P. 540). You see, citizens, as Y. Mukhin would say, even the builders already knew on Friday June 20 that there would be a war, not to mention the combat units of the Red Army. The veteran, of course, could have been mistaken about the date, could have could have come up with a war, but Mr. Mukhin simply had to express at least a slight doubt about this information. After all, even the Germans themselves did not yet know whether there would be a war with the Soviet Union on June 22 or not. The signal "Dortmund" entered the German troops at 14.00 Moscow time on June 21. And only from this moment it became clear to the German soldiers and officers that the Führer made the final decision to launch a war against the USSR on June 22.

A few words about the order to the builders of June 20. Here is point 6, where we are talking about builders: “6. In the event of the transfer of large forces of the enemy to the offensive: b) construction battalions, vehicles and mechanisms of the offices of the head of construction body should be taken to the rear lines according to the plans of the armies. ” (The order of the PribOVO headquarters to the Military Councils of the 8th and 11th armies. June 22, 1941 2 hours 25 minutes). Yes, the builders were ordered to retreat, but only "in the event of the transfer of large enemy forces to the offensive," but not on the 20th, but on 22 June, and this order could  reached them after the start of the war.

 Another example of Y. Mukhin, this time about the actions and movements of parts of the 12th MK. On June 18, 1941, an order was issued on the corps on the basis of the directive of the PribOVO Military Council on bringing troops of the district into combat readiness. The order of VS PribOVO apparently appeared on the basis of the Moscow directive of June 18, according to Y. Mukhin, about opening the “red packets”. Having received the order, parts of the corps are advanced to the border, occupying the indicated areas, that is, they are preparing to repel a possible attack. In other words, the 12th MK is going to really fight. At least Y. Mukhin thinks so, believing that this is the only way to “interpret” the excerpt quoted by him from the report of the 12th MK.

And everything seems to be coherent and logical in this Mukhin's interpretation, until we come across such information: “06/22/41. At 4 hours 30 minutes from the headquarters of the 8th Army (received) air-raid alert. At 5 o'clock an enemy plane flew over the command post. At 8 o'clock (received) an order to conduct reconnaissance by the 23rd tank division on m. Plungiany and readiness for the performance of the 28th and 23rd tank divisions ". Let me remind you that if someone of the readers has forgotten, the whole of PribOVO, by order of Moscow, is already operating according to the plan to cover the state border.

 This means that combat alert has been declared in the units and ammunition has been distributed to the soldiers. In short, a peaceful life is over, the business smells of war. The 12th MK has just entered the areas indicated to it, its 23rd tank division is located fifty kilometers from the border. What should the corps commander do in this situation? He is obliged, without waiting for any orders from above, to "look around." On his personal initiative, before dawn, several intelligence groups had to be sent in a westerly direction. Before the 12th MK, the divisions of the 10th rifle corps were located along the border. It was necessary to check the condition of roads and bridges, in case the 10th IK needs urgent help. 

And then, didn’t the entire week have been a continuous stream of orders to increase combat readiness? Well, then check this very readiness even with your intelligence officers, all the more so since tensions increase are on the eve of Saturday. Check just in case! Even if the war does not start, and only provocation happens, you still need to be on the lookout. Maybe this provocation will happen exactly in the band of your corps, will you have to react somehow? So you need to think in advance about a plan of action to minimize the loss of personnel and equipment. And what did the corps command in the the morning of June 22 to 8 o'clock do? And if “from above” there were no instructions at all? Would they have sat, waste time, or how, Mr. Mukhin? What is this full combat readiness, after the announcement of which the military men are sitting and waiting for the weather by the sea?

Y. Mukhin, it is necessary to give him his due, unlike many fellow writers, attended to the question and tried to define and reveal the content of these three words: full combat readiness. In the chapter 2 of his book “If it were not for the generals!” He was not even too lazy to rewrite an article from the Soviet military encyclopedia on combat readiness. Since the article takes more than half a page, I missed the beginning and started to read the ending. I think, since the article is called “Combat readiness”, then, by quoting it, Y. Mukhin at the end will add the most important thing and explain how full combat readiness differs from just combat readiness. But, alas, my expectations did not come true. Okay, I think to myself, probably this is the same thing, which is complete, that just combat readiness. So Tymoshenko and Zhukov in the Directive No. 1 in the preamble write "... to be in full combat readiness", and in paragraph c) they order "to bring all troops to combat readiness." Here, probably, the difference is that, having received an order for combat readiness, the commander will immediately go to execute it, and if he sees the combination “full combat readiness”, he will run at a trot.

Well, seriously, any person who has read the encyclopedia article cited by Y. Mukhin will understand that this state (combat readiness) cannot be achieved at the same time by the order, for some elements defining combat readiness require training and practice. And the most important thing: whatever one may say but it turns out that all the talk about bringing and increasing combat readiness are slogans. This phrase is regularly used in directives in peacetime. Does this mean that, for example, in December 1940, after reading the next order of the People's Commissar of Defense on increasing combat readiness, some district commander would immediately order to dig trenches and unleash a barrage of fire on the Germans? Nothing like this!

In this case, the commander could do nothing at all, just copy the order and send it to the army. From there it would be transfered to divisions and regiments. The commanders of the units would develop vigorous activities to translate this order into reality, having spent, say, with the fighters not one political class a week, but two. And let some citizen Ivanov or Mukhin say that those commanders did not take measures to bring their units on conbat readiness. The latter, read Mukhin, includes both "high combat and political training of the troops." "Upstairs" would go  paper with reports of remarkable achievements in the field of education "the new man of the Stalin era." Do you think, having received these reports, the Peoples Commissar could say with a clear conscience that his order was executed? No, no! Combat readiness is not limited to political training. 

But what is the worst, in determining the level of combat readiness, the role of the subjective factor is very large. One military leader, for example, is sufficient if the fighters have excellent grades in physical and rifle training. He is confident that these two factors are decisive in preparing the troops for combat missions. This will not seem enough to another, and he will remind you of the study of the theses of the last party congress and of Lenin's works. For the third and this will not be enough and he will assess the combat readiness of the fighters as unsatisfactory, if, say, they are not pulling the leg high enough while going through the drill.

I once again apologize to the readers for verbosity, but the desire is too great to explain as simply as possible that by starting a discussion on bringing the Red Army on combat readiness, people fall on a curved path leading to a dead end. They find themselves in a trap concocted by Comrade Stalin and promoted by Kremlin propagandists. And this trap lies in the substitution of concepts. The fact is that a unit , in contrast to a single fighter, say, a sentry or a border guard, makes the transition from a peaceful state to a combat one only by command. And this command is known from time immemorial, and even non-military people know it. This is "alarms!".

After such a team, any soldier or officer knows that he will be given ammunition, and he will have to use a weapon and kill, and may be killed himself. “Combat readiness” is not a command. And if there is any person on duty in company, who cries out the words “Combat readiness!” Instead of the words “Battle alarm!”, not a single servant will respond. The maximum that the soldiers will do is ask again: “Alarm or readiness?”. And if they are confirmed that this is still “readiness”, then everyone will continue to go about their business. You can send orders every day to bring troops into combat readiness, to full combat readiness or even to the fullest, but if you do not promptly send commands: “Battle alarm!”, “To the gun!”, “Open fire!” or replacing them, your army can be taken barehanded.

Does Y. Mukhin understand this? Probably yes. But it seems that he does not go from facts to the version, but picks up the necessary facts to an already existing idea, that is, he does exactly the same as M. Solonin: he pulls out white or black threads. In this case, Y. Mukhin diligently plays the role of the Stalinist “seamstress”. And in this state, a person, even such a meticulous person like Mukhin, loses the ability to critically analyze information.

Let us return to his statement about G.K. Zhukov, who allegedly concealed from historians the order to bring the troops of the western districts on alert. According to Y. Mukhin, on June 18, the Chief of the General Staff issued an order to open the “red packets”, on the basis of which the districts, and specifically PribOVO, began issuing their own directives. Y. Mukhin writes: “In particular, during the life of Stalin in the late 40s - first half of the 50s, the Military Scientific Directorate (Colonel General A.Pokrovsky, Chief) of the General Staff of the USSR Armed Forces generalized the experience of concentration and deployment of troops of Western border military districts under the plan to cover the state border in 1941 on the eve of World War II. "

This is followed by 5 questions addressed to military leaders and participants in the events of the early days of the Second World War and several answers to the questions posed. I am sure that if Y. Mukhin were not a seamstress he would have looked at the questions themselves and would have tried to understand their meaning. After all, they asked and then answered  those generals to whom Y. Mukhin dedicated a whole book. Was it really possible to disregard the fruits of the work of this fraternity? Let us, dear readers, fill this gap and just carefully read the scribbling of our generals. The first question asks whether the defense plan of the state border was communicated to the troops. This question implies that until June 22, the General Staff of the USSR developed  "Defense Border Plan" or even "The Defense Plan of the Union of Soviet Socialist Republics". Instead, one had to ask: - the exact name of the defense plan; - when and by whom was adopted? - when was he brought to the troops, in part related to them?

 The second and third questions are related, and there the same muddy term “"combat readiness"” is again implied or directly used. Instead, one had to ask: - when, by whom and in what form was the order  to open the“red packets” addressed to you? - when did you get it? - when the troops entrusted to you began to advance to the planned areas? - when did they occupy them? The questions I have proposed differ from the “Pokrovsko-Mukhinsky because they are military-specific. And, most importantly, every responder would know that his answers can be checked.

 Dear friends, you see what fairy tale we are told, according to Y. Mukhin! Colonel-General of the tank troops P.P. Poluboyarov: “"On June 16, at 23 o'clock, the command of the 12th Mechanized Corps received a directive to put the unit on alert. The corps commander, Major General N.M. Shestopalov was informed about this at 11 pm on June 17 on his arrival from 202 motorized divisions, where he conducted a mobilization readiness check. On June 18, the corps commander raised the formations and units on alert and ordered them to be led to the planned areas." ”

Let me remind our readers the Mukhin's idea of ​​the Zhukov's directive of June 18 on opening the "red packets." But in PribOVO, two days before, on their own initiative, the formations were raised. Telepaths neither give nor take. Moscow is still silent, and on the ground they are already trying, already preparing for war. And now is the time to ask Y. Mukhin about the IX section, which was an integral part of the cover plans, which was called “Raising units in combat alarm”. There, in the first paragraph, a list is given of the persons and, so to speak, of the collective bodies that have the right to raise parts for combat alert. Here they are: a) People's Commissar of Defense; b) the district military council; c) military councils of armies; d) persons who have orders signed only by the People's Commissar of Defense or the military council of the district; e) commanders of formations and units in parts (concerning) subordinate units. For example, the cipher telegram of the military council on the commissioning of this cover plan would be: “Commander (3, 4, 10, 13th) army. I declare alarm (Grodno, Bialystok, Kobrin, Belsk), 1941. Signatures ”.

 Does this mean that the commanders of the districts or armies themselves could initiate the launch of cover plans? No, no! Section XIV states the following: “... 2. The cover plan is put into effect when receiving an encrypted telegram signed by the People's Commissar of defense, a member of the Main Military Council and the Chief of the General Staff of the Red Army, with the following content:“ Start implementing the cover plan of 1941 ”. But let us turn to section IX. We read: “The commanders of armies indicate the following conditional texts of cipher telegrams (codograms) for the divisions and regiments of the cover areas: “To the commander of the № corps (division). I declare an alarm with the opening of the "red packet". Signatures."

And in the same place in paragraph 3. “The readiness of the units for the performance is established: a) for rifle and cavalry units — 2 hours in summer, 3 hours in winter; duty units after 45 minutes. " And now let's go back to how the command of the 12th MK carried out the “cover plan”. The directive on bringing the corps into combat readiness was received at 23 o'clock on June 16, and the corps began to move forward after two days, although it had to begin to leave the planned areas after two hours. It is good that General Shestopalov arrived at his headquarters on June 17. And if he appeared there in a week? That would be lucky for the general! For in this case, it would not be necessary to move anywhere at all, the Germans themselves would have moved up to him.

Could the told story by P.P. Poluboyarov be true? Completely! But only if all these actions with “bringing the district troops into combat readiness” were in no way connected with the execution of cover plans, which were to be brought in from Moscow and only on the basis of well-defined samples of written orders. All the memories of the generals cited by Y. Mukhin suggest that they tell about routine checks of combat readiness, of course, with a fair amount of fabrications in the spirit of Kremlin propagandists. For example, Lieutenant General P.P. Sobennikov, from Y. Mukhin’s light hand, in fact declares that at the moment when it smelled of war, after receiving an order from Moscow, the district and army authorities, like rats from a ship, ran from their headquarters to corps and divisions, leaving the district and army to the mercy of fate.

 Major General I.I. Fadeev, who commanded a division before the war, announces that he received orders from the corps commander to bring the division to combat readiness on June 19, 1941. Why such a difference, Mr. Mukhin? Some receive orders on the 16th, and others on the 19th. Apparently, everything depended on the telepathic abilities of the PribOVO commanders. Some of these "talents" were such that they were able to predict the thoughts of Comrade Stalin in two days, while others did not have them at all, and they, like normal people, began to act on an order from Moscow. But it is from the book of Y. Mukhin that we learn that troops began to be brought to combat readiness in PribOVO from June 16. But in fact it all started even earlier, as evidenced by order No. 0052 of June 15, 1941, signed by the commander, Colonel-General F. Kuznetsov, the Head of the district’s political propaganda department, brigade commissar Ryabchiy, and the Chief of staff, Lieutenant-General Klenov: “Content. To ensure the combat readiness of the district troops.

The check of the combat readiness of the units of the district showed that some unit commanders so far wrongfully do not pay enough attention to the provision of combat readiness and do not know how to manage their subunits and units. ” And then comes the preamble to the page and three pages of the order part, consisting of 19 points. And such words as "management is ugly low", "old vicious methods", "criminal negligence" are scattered throughout the text. It seems that the district commander decided to write instructions on several pages to commanders of all ranks for all military actions in defense.

 For example, in the fifth paragraph it is ordered: “To install anti-tank mines and wire obstacles in front of edge of the fortified strip in such a way that within three hours the minefield is established ...”. In the ninth paragraph: "To teach and force the headquarters to always know the position of their troops and the enemy, to be able to supply their troops with everything necessary for battle ...". In paragraph seventeen: "Airplanes at aerodromes should be distributed and disguised in forests and shrubs, not allowing them to be arranged   in a line, but at the same time maintaining full readiness for departure." And in the preamble it says about the methods: “Training should be conducted without noise, calmly, covertly, but it is necessary to work day and night, night and day."

Y. Mukhin quotes the order of PribOVO headquarters dated June 19, where it is said all the same about mines and what to do “without noise”. But there are in the order of June 15 interesting points related to dates. Paragraphs 2 and 3 read: "Corps commanders to conduct field exercises with each regiment commander to implement the decision taken by the division commander by 24.6.41. Division commanders to conduct field exercises with each battalion commander by 28.6.41." And finally, paragraph 19: “To the army commander to draw up a calendar plan for the implementation of the order, which will be fully implemented by June 25, this year. "

Question: is it necessary to fulfill the order by June 25 or to make a plan for the execution of this order? Of course, we are talking about the deadline for drawing up a plan, since the order part contains points whose execution is established by the end of the month. Thus, this order did not appear in anticipation of the German attack on June 22, but for a completely different reason. We ourselves prepared for war with Finland, and then with Germany. And all the orders of the PribOVO headquarters dated June 16, 18 and 19 are the same instructions, these are brief excerpts from the combat instructions and field regulations that, as the district commander became convinced, most of the commanders of units and subunits do not read and cannot apply in practice. All this paper activity is a kind of attempt to carry out a brief educational program among his subordinates. For, as stated in the preamble of the order No. 0052 mentioned above, “the commanders do not know how to navigate the terrain. They wander at night, cannot control, run around the battlefield instead of messengers.

The regimental commander, Major Garipov, personally searched for the stray avant-garde battalion for more than two hours. He did not give the combat order in due time. ” And in the two final paragraphs of the preamble in almost all the phrases they are talking about combat readiness: “... today, more than ever, we must be on full combat readiness; ... at any moment we must be ready to perform any combat mission; ... always be on full combat readiness; ... to be on fulll combat readiness. ” Now is the time to ask Y. Mukhina how, in his opinion,  could Moscow paper of June 18 or 21  help  the PribOVO commander to bring the troops to combat readiness if he himself sends orders from June 15 demanding to be in full combat readiness at every minute.

 And all the Mukhin's examples with the answers of the generals to the question about the time of receiving directives for bringing the district troops into combat readiness have nothing to do with the introduction of Cover Plans. All the interviewed commanders actually speak of orders that were given on the basis of order No. 0052 of June 15, and not on the basis of Zhukov’s order (allegedly given on June 18) to open the “red packets”. First, Zhukov simply did not have the authority to issue such an order. Let Y. Mukhin read more attentively the list of those who had the right to announce the alarm. In that list, from Section IX of the Cover Plan, the Chief of the General Staff is not mentioned. Secondly, in all the proposed cipher telegrams, we are not talking about declaring the notorious combat or even full combat readiness, but only about declaring ALARM

By the way, I'm not sure that the Cover Plans were approved. Here is a colleague of Y. Mukhin in the patriotic workshop of R. Irinarkhov who writes that "... the Cover Plans ... by the People's Commissar of Defense of the USSR were not approved". (R. Irinarkhov. Missed strike. M., 2011, p. 181).

 But if, as suggested by Y. Mukhin, the plans were accepted for execution, then the idiotic situation is obtained. The fact is that in the plans of covering all districts the task was set clear and understandable - "... not to allow the invasion of both land and air enemy into the territory of the district ...". And imagine, dear friends, that on June 18, 1941, the already mentioned Colonel-General F. Kuznetsov received an order from Zhukov to enact a district plan to cover the state border, which was developed at his headquarters. He perfectly remembers the main task - not one foot of the invader, not one of the enemy’s aircraft must cross the land or air border of the Union of Soviet Socialist Republics!

Holy cause: beat their reptiles in mortal combat and do not think about anything else! The commander of the district, of course, gives the appropriate orders to the army, and those further to the corps and divisions: Do not allow brown evil to our native land! But here comes the night from Saturday to Sunday, June 22, and Colonel-General F. Kuznetsov receives another directive from Moscow from Zhukov, which warns him about possible provocations and demands that the units be put on alert. 

And Commander PribOVO gives, and this is no longer an assumption, but a real fact, a new order at 2 hours and 25 minutes on June 22, where in particular in the first paragraph he writes: “Do not open fire in the case of provocative German actions. When flying over our territory the German planes do not show up and until the enemy’s planes start fighting the fire will not be opened. ” Such are the cases! It means that on June 18 “smelled of gunpowder”, and all the main military leaders realized that the war was on the threshold. And on June 21, when the Germans began to take off the wire at the border, when the defectors ran, the same people decided that, perhaps, everything was not so scary. Therefore, about the planned "not to allow the enemy" to forget, and most importantly - not to succumb to provocations. And if, God forbid, planes  with black crosses fly then do not shoot down, and run away and hide who where.

That is, his version of the Zhukov directive of June 18, Y. Mukhin actually tells us that Tymoshenko and Zhukov with Malenkov were irresponsible people, or Commander PribOVO along with his chief of staff and a member of the military council, or perhaps Y. Mukhin himself is ... a little bit crazy. Or maybe we are all assholes, if 70 years after the Second World War we have confusion, vacillation and squabbling over the elementary problems of our own recent military history.

By the way, Y. Mukhin backs up his version of the cover plans put into effect only by PribOVO. And how did things stand, for example, in the Western Special Military District? There, according to Y. Mukhin, no one thought about the future war, no one paid attention to the state of alert. “In the Western SMD, commanded by the traitor Pavlov, the order to bring the troops into combat readiness was not given. The traitor Pavlov even  to him   entrusted army did not lead in the camps . " (Mukhin Yu. If it were not for the generals! M., 2007, p. 89).

And here the opinion on this score of the already mentioned Y. Mukhin's colleague  R. Irinarkhov: “As army general K.N. Galitsky, "in April, our division, like many other troops, was transferred to wartime states and well equipped." ... On June 12, the division commander was summoned to the district headquarters, where he personally received a secret instruction from General Pavlov: “In the second half of June ... the division will be deployed on vehicles of two car brigades to the Grodno region ... There will be no written instructions from me and the district headquarters. Do everything according to my personal instructions. Report them to Army Commander General Kuznetsov. ” 

In pursuance of the order received, the management of the division on June 16-17 conducted a reconnaissance of the future route of movement of the units: Molodechno, Lida, Grodno. Arriving with a report to the commander of the 3rd Army, General Galitsky heard from him the following words: “The situation is alarming. I gave the order to withdraw part of the troops closer to the border, to the north-west of Grodno. Go back, prepare everything to bring the units in readiness in accordance with the plans for the battle alarm. Don't tell anyone about this yet. Do all the work personally and without noise. ” (Irinarkhov R. Missed strike. M., 2011, p. 31-32).

See, here almost everything is the same as in the memoirs of generals PribOVO. Here you and the order of the commander of the district, and practical actions ("reconnaissance"), and the order of the commander of the army to bring the troops into combat readiness. The difference is only in the form of giving orders: in PribOVO they are written, and Pavlov gives them verbally. Moreover, perhaps the word from Kuznetsov's order - “prepare” distinguishes those from these. Galitsky could have missed such a “trifle” and simply wrote: “The commander gave the order to bring the division into combat readiness.” But he writes that he was ordered to prepare for bringing units into readiness. And these are two very big differences.

And now I have a question for our esteemed readers: “What echelon of covering troops did  24th division of General Galitsky enter?” If anyone does not know, then take note - this was was not the 1st and even 2nd echelon. It was an army reserve. Do you hear, Mr. Mukhin?  The “traitor” Pavlov already has division of the reserve from June 12 on the lookout and you  are talking about non-withdrawal to the camps. And why should the troops be scattered in some camps, if war is soon, and they are being prepared to enter the planned areas?

And another question for Y. Mukhin about betrayal. Almost in every document cited by him by the PribOVO headquarters, as well as in the memoirs of Galitsky, subordinates are required to carry out work personally and without noise. And the army commander, General of the Army Pavlov, acts according to this requirement, meeting face to face with divisional commanders. And in PribOVO, Colonel General F. Kuznetsov, a week before the war, flooded the district with pieces of paper, giving written orders almost daily.

 If by the “traitor” Pavlov about bringing the troops into readiness knew only their commanders , then in PribOVO, besides the commanders, dozens of “extra” people in the district, army and corps headquarters knew this: ciphermen, radio operators, telegraph operators, etc. Could it be that with his "paper" activity, Colonel-General F. Kuznetsov provoked Hitler's attack? What do you think, Mr. Mukhin? And can he be called a traitor for this?

 But if we set aside all such assumptions and move on to assessing real events, it turns out that it is Commander PribOVO that deserves this “honorable” title. Here are two statements by colleagues Y. Mukhina, the same, if not more, "cool patriots." “One of the first in the path of the aggressive plans of fascist Germany was the Western Special Military District, which took upon itself the strongest blow of the German fascist troops - Army Group Center. (Irinarkhov R. Missed strike. M., 2011, p.6).

"The balance of forces in the strip of the  North-Western Front was the most unfavorable on the entire Soviet-German border." (Savin V. Razgadka 1941. M., 2010, p. 297). “The unfavorable balance of forces and the initial successes of the German troops forced the troops of the North-Western Front to begin a disorderly withdrawal. ... On June 24 (a day before the Western Front), the general withdrawal was legalized by a directive of the commander of the troops of the North-Western Front. ” (Ibid., P. 301). As we can see, the “patriots” disagree which district has suffered more , but even the “fan” PribOVO admits that F. Kuznetsov’s troops ran in an organized manner earlier. So what's the point of all that “paper combat readiness” and of movement  to the camps for the Baltic SMD troops? And which of the two commanders is a bigger traitor? So, Mr. Mukhin should correct his assessment of the pre-war situation in our country and the role of individuals in the events of that time.

But let us return to M. Solonin who, I recall, believes that in April-May Stalin received information about Hitler’s possible attack on the USSR in the summer of 1941. In the summer but when? In late August? Well,hardly! It is necessary to fight in Russia - it means it is necessary,vollens nollens to take the seasonal factor into account. If Comrade Stalin was expecting the possible date of the attack of Germany, he would have chosen May-June. Put yourself, Mr. Solonin, in the place of Joseph Vissarionovich. From various sources, you are informed of possible dates for the start of the war: in June, in mid-June, on June 15, 20, 22. In the evening of the 21st, you are told about defector. In such a situation, you will admit that it is quite possible on the night of the 22nd Hitler to strike? What do you think is the probability of a real attack? 80%, 50%? How many? According to your version, you must give at least 20-30%. And if so, would you give Directive No. 1 in this form?

I have already spoken about this excuse for the Moscow bosses. I will say a couple of words. Take the point “a” of the order: “during the night of June 22, 1941, secretly occupy the firing points of the fortified areas on the state border”. At night, covertly - this is all the same fixed idea - not to provoke Adolf. Now calculate when this order reaches the parts. From districts the document went to the army at 2.30 a.m. There they will receive, decrypt, write their version, encrypt, send to the division. The divisions will accept, decipher. It is at least three hours. 2.30 + 3 = 5.30 Suppose a regiment received an order at the 6 a.m. What is the night at this time in Russia, Mr. Solonin? Already as light as day. Do you think Marshal Timoshenko and Army General Zhukov could perform such a simple arithmetic operation? Yeah, unlike you and me, they had to think about whether their orders are executable. But they did not think. There was no such task. Further. Look again at Directive number 3. There in the first paragraph there are such lines: “1. The enemy ..., having suffered great losses, achieved small successes in the indicated directions. On the remaining sections of the state border with Germany and on the entire state border with Romania, enemy attacks were repulsed with great losses for him. ”

Why, Mr. Solonin, comrades Tymoshenko, Zhukov and Malenkov lie? After all, they are not writing to Molotov the speech to speak on the radio. They correctly do! They know that the troops have been fighting for several hours, and they need to be encouraged. This is an absolutely justified move. Now go back to Directive number 2. The same people turn to their combat comrades. And what do they write? And they tell how the cheeky German aircraft bombed our cities and airfields, and that the German troops crossed the border. And not a word about the actions of our troops! But, the Red Army, according to you, Mr. Solonin, has been fighting since 4 a.m.  It is necessary to support her fighters and commanders, what do you think? But Comrade Zhukov did not consider it necessary, at eight o'clock in the morning, to encourage anyone. He knew that no one dares to fight without an order from Moscow. And therefore, only in Directive No. 2, he demands to hit the enemy, since no one had hit  the Germans before.

And what would you, Mr. Solonin, write in the first order, if you were in Stalin's place? Suppose you assess the chance of an attack on June 22, if not at 20-30%, but at 5-10%. Probably, you would give people, on whose heads shells and bombs may fall at least some clue to distinguish provocation from a real attack. But before you  would try to think a little bit about the distinction. After all, even if 1 chance out of 10 that Hitler attacks, it is serious. If you miss this first strike, the consequences can be very unpleasant. “Suddenness is overwhelming” - you ordered to write to the charter. It is clear that there is no way to determine from the beginning of the turmoil whether it is war or provocation. They are easy to distinguish by scale, so to speak, by span. But a separate unit dosn’t know whether it only is attacked  or al troopsl at once. So about the scale it cannot be taken into account. Hence, the intensity of the fire remains and the power of the applied forces. And so the order could be: “1. Not to respond to a rifle-machine-gun and artillery fire. 2. Do not allow tanks and aircraft on our territory ".

Well, and then it was possible to mention about disguise about the "border does not cross," and so on. This, I hope, is understandable. If they start a real war, they will use all the power of the fire and tanks and aircraft. But the provocation, without the knowledge of the top leadership, is most often carried out by lower command units and it is unlikely that they will be able to use something more serious than artillery.

 Of course, this option does not provide any guarantees to avoid mistakes, you can think of a better one, but at least it somehow helps to distinguish provocation from war. Most importantly, it allows you to react to the most dangerous attacks: tank and air. Yes, a mistake is possible, but the responsibility for it should have been taken by the leadership of the country and the army, if it even thought of the possible consequences. But in his Directive No. 1, Comrade Stalin did not bother with this question and did not give the slightest chance to fight to those who were at the border on a terrible morning of June 22, 1941. And not because he was a noted sadist, no. He was absolutely sure that nothing serious would happen on June 22.

And so he finished his work day at 23 o'clock. What do you think, Mr. Solonin, who was with him this evening the longest. Do you think Tymoshenko with Zhukov or Vatutin with Golikov? No, no! Lavrenty Pavlovich Beria was the last with whom Joseph Vissarionovich spoke. What could he talk to him about? About war? Of course not. If Comrade Stalin was worried about the possibility of an attack, he would have discussed this topic with the generals-fighters. And then was Beria. So, the last words of the leader before leaving could be something like this: “Look, Laurenty! Here many shout about the war, scared. Of course, there will be no war, but provocations are possible. You are there to warn your border guards to look carefully. 

And Joseph Vissarionovich went without any disturbing thoughts to rest, although, as a rule, he worked until 1 o'clock and 2 o'clock in the morning if important questions were. And on June 21 there was nothing like that to linger. The main thing he did was warning about possible provocations. By the way, Mr. Solonin, admire the order of the headquarters of the 27th Army PribOVO: “June 22, 3.45 a.m. On the part of the Germans, there may be actions of small groups violating our border. Do not give in to provocations. ”

See what happened with Directive № 1? It turned into a clear order, and the army commander correctly understood the Moscow bosses. Able was the commander, in 1945 he will be appointed commandant of Berlin. And it may well be that it was precisely a good knowledge of grammar that promote the rise of the general Bersarin.

So, if Comrade Stalin did not expect Hitler to attack in the summer of 1941, what was he going to do? As early as November 40, he warned Hitler about his plans for that year, as is usual among the Allies. Joseph Vissarionovich decided to implement the previously adopted agreements on Finland. True, the Fuhrer sharply objected to the hostilities in the Baltic Sea area. But Comrade Stalin rightly believed that the Fuhrer, really busy with the war with England, would not be able to prevent him from doing so, but would simply be bluffing, uttering terrible warnings.

 In November, Molotov went to Berlin to negotiate about the Finnish question, and the war plan with Finland "Note by the USSR People's Commissar for Defense and the Chief of the Red Army General Staff to the Central Committee of the CPSU (B.) - I.V. Stalin and V.M. Molotov on the deployment of the Armed Forces Red Army in case of war with Finland " № 103203 / 0v September 18, 1940 was ready almost two months ago. Somewhere before May, the leader of the world proletariat was in no hurry, for he believed that he had plenty of time. This summer, he will deal with Finland, while Hitler and Churchill are squabbling, and next year will come the turn of Adolf.

But in the middle of May, alarming news reached Joseph Vissarionovich. And first of all from England, as well as from other countries, but regarding the situation in foggy Albion. The essence of this news can be expressed briefly: Hess flew in! Here we need to return to our "brilliant analyst" and recall how he assessed the position of England and Germany for the summer of 1941. Here are some of his statements: "From the very first day, this war highlighted the complete unreadiness of Germany to confront Britain on the seas and oceans." ... In the future, the air war did not promise anything joyous to Germany. ” (Suvorov V. Suicide. M., 2000, p. 247, 250).

These “sayings” are taken from a book published by our hero in 2000, and in 1998 in England a monograph “The Tories” by the historian Alan Clark mentioned by me was published. To show the degree of competence of this person, it should be said that he was a member of parliament, headed the Ministry of Commerce in the Thatcher government, and from 1986 to 1989 served as a junior minister in the Ministry of Defense. And his point of view on this problem: "On December 23 (1940 - Yatsev A.), the Chancellor of the Treasury begged his American counterpart for help in overcoming temporary difficulties, as the gold reserves dried up next week." (Clark A. The Tories. London, 1998, p. 203).

Of course, it is good to be stronger “in the heavens and at sea”, but for the war we also need money. England did not pay the US debt for the 1st World War, declaring a default. Therefore, at the beginning of the 2nd World United States did not give any loans to the British and the latter had to pay for everything in cash. And by the end of 1940 the prospect of remaining with empty pockets was really looming.

In short, Hess arrived on time and brought a proposal for peace. According to A. Clark, among other conditions, Hitler demanded the resignation of the Churchill government. But the British Prime Minister turned out, as it were, not to be simpleton. Understanding that in such a difficult situation his colleagues would hand him over with giblets, he isolated Hess, whose details of the proposals were not even known to the members of the government. A. Clark argues that in addition to the peace proposal, the Führer’s deputy for the party spoke about Hitler’s intention to attack the USSR soon. As you know, the mission of Hess was impossible, and then Adolf showed Britain who is the master in the sky and on earth. “Three weeks in May 1941, following the refusal to accept the proposal delivered by Hess, shook Britain to a degree far superior to the“ terrible judgment ”of the previous year in May.” (Clark A. The Tories. London, 1998, p. 207)

Our “brilliant analyst” could, for general development, look into the book of his “countryman” and find out that it was Britain that hung in the balance in the summer of 1941. But instead, V. Rezun writes nonsense: "... On May 27, it became clear to everyone: Hitler has no hopes to conquer Britain." (Suvorov V. Suicide. M., 2000, p. 249). But if our “analyst” writes in one book like this, it means that it is quite possible that he will write in the other or have already written something opposite. And for sure! Mr Rezun didn’t have to bother with shopping and spending money on other people's books. He could simply reach out and take his own work off the shelf and read: “And then the official conclusion of the naval attache: Great Britain in 1941 was on the verge of defeat. And there was no official denial. Consequently: Great Britain in 1941 was really on the verge of defeat. ” (Suvorov V. Last Republic. M., 1997, p. 7).

The May outbreak of hostilities undertaken by Hitler proves that Hess’s flight was not the personal initiative of the latter. The Fuhrer, not not having received from Britain to agree on its terms for peace, decided, as they say, to put the squeeze on an opponent. If Hitler’s deputy acted only on his own behalf, then Adolf would not have intensified military operations against the British before the invasion of the USSR, which required enormous material costs and casualties.

Comrade Stalin, of course, received information about the state of affairs on the "German-British front." And after the news of the arrival of Hess and the fierce battles of May it was not difficult to conclude that Hitler wanted to “force” the British to peace. Since Joseph Vissarionovich didn’t have accurate data at that time, the course of his reasoning could be something like this: “This summer the Führer will force the English to make peace with him. And next year, of course, he will move to the East, and our plans for 1942 are crumbling like a house of cards. Therefore, we must use the last chance, as long as the German forces are dispersed, and attack the Germany this summer. ” And that is why the war with Finland planned since the fall of the 40th year becomes the first act. He was to be followed by that “liberation campaign” in Europe, because of which Comrade Stalin started all this fuss.

So, the plan could be the following: at the end of June we start a war with Finland with the announcement of a general mobilization. Under the guise of the Finnish campaign we are ending, no longer hiding, the concentration of our group against Germany, that is, we hide one war in another as in a nested doll. Joseph Vissarionovich honestly warned his ally in November 1940 about his intentions about the Finns, as there should be between good partners. Could the general mobilization cause suspicion? After all, everyone saw, including Hitler, that Finland’s rival is serious and you will not manage to announce mobilization in one or two districts. Comrade Stalin tried already 1939-1940, the whole world was a witness.

So what about the suspicions you can say: so they were reduced to a minimum. But, I repeat once again, the leader of the world proletariat was sure that he was “playing white” and he made the first move. In the summer of 1941, he did not see the real danger of a German attack on the USSR. As proof, I would advise to compare the two documents already mentioned: “Considerations on the strategic deployment plan of the Armed Forces of the Soviet Union in case of war with Germany and its allies” of May 15, 1941, and “Reference on the deployment of the USSR Armed Forces in case of war in the West” of June 13, 1941. Our brother, the “historian”, reads such documents in a peculiar way, never paying special attention to the figures. Arithmetic is not our profile.

 But there is a simple way out: offer your children, even if they are primary school students, to solve a simple puzzle. We read section III, paragraph 1, subparagraph a) of the “Considerations ...”: “... of them in the Northern, North-Western, Western and South-Western fronts - 136 infd, 44 td, 23 md, 7 cd (210 divisions in total) ... " Ask your child to add four numbers. I am sure that most of the children will cope with the task, put it up in a column and get 210. Then go to section IV, where the composition is painted on each of the four fronts and let the child put together such a group of numbers: “Northern Front - 21d; North-Western Front - 23 d; Western Front - 45 d; South-Western Front - 122 d. 

Of course, you know the answer, but it is interesting to check your child’s abilities in arithmetic. When the child shows you the result of his calculations, you, of course, will be upset, for he will have 211 as a result. Though small, but still a mistake, you will think, and making a claim to the child, send him in addition to solving problems in mathematics. But if you have the patience to add these few numbers yourself, you will experience, as they say, an ambivalent feeling. On the one hand, it turns out that the child is right, and the four fronts in the aggregate really did have 211 divisions. On the other hand, you will quietly say something like “Faking division!” And think about those Vatutins, Vasilevskys and other Shtemenkos who were obliged to check their plans, references, etc.

 Indeed, if you look at the breakdown on fronts in the IV section “Considerations ... ", It turns out 211 divisions, and in section III, where the number of units by combat armies is indicated - 210. One division disappeared. Of course, the trouble is not great - from three hundred divisions to lose one. But this is not a barrel of herring, or even a train with coal - this is a whole division. If someone wants to, he can determine that this is a rifle division, of which Comrade Vatutin counted 136 (section III), consisting of 4 fronts but by adding up the number of rifle divisions, given separately for each of the four fronts, they are 137         ( section IV).

 However, in this case, the total number of all divisions in the Red Army should not be 303, but 304. Or what? So much for the "brain of the army"! But, let's, since it went “such a booze” we will count a little more. Do not worry, citizens humanitarians, this time we will operate not with hundreds, but with dozens. We take section III, point 1, subparagraphs a) and b), from which we learn that all the formations are divided into three large groups: 210 divisions are counted on four fronts; 48 - High Command reserve; 45 - for the defense of the North, South and Far East. We have already dealt with the fronts: there is one rifle division "walking". Let's check the reserve. To do this, look at section V, where all divisions are spread across 5 armies. We start counting infantry divisions: 9 + 4 + 6 + 8 = 27. Cheers! 

It came down to subparagraph a), clause 1, section III, where the composition of the reserve for the arms of service is listed: 27 infd; 14 td; 7md. We count tank divisions: 4 + 2 + 4 + 2 = 12. And there should be 14. Two divisions disappeared or appeared from nowhere, depending on what to “dance” from. We look at the motorized divisions: 2 + 2 + 2 + 2 = 8. One extra! But in the end, in all 5 armies, there are 47, not 48. So, what happens? If we proceed from the fact that in the Red Army there were still 137 infd, then the total number of divisions was 304, not 303. If we assume that there were 47 formations in reserve, then the Red Army consisted of 302 divisions. It can also be assumed that the composition of the three groups really was this: 211 divisions on four fronts; 47 is the  reserve and 45 is the defense of the northern, southern and far eastern borders. And then in the sum the number of 303 divisions declared by Vatutin is obtained. 

Why all these children's examples? My suggestion is that, most likely, this document is rough copy. I do not want to think that such plans fell to Comrade Stalin. And if they did, it becomes clear why we won the war at such a price. Making mistakes in the hundreds, Stalin's generals did  not pay attention to thousands and millions.

But back to the essence of the proposed plan of May 15. The phrase from section I, in which the Germans are supposed to deliver the main attack on Kiev, says that at the General Staff on May 15 they had no idea about Barbarossa. From Section II, we will find out to which "strategic heights" our military art has risen. It, under the tireless leadership of the leader of the world proletariat, has indeed become revolutionary, that is, unprecedented and unheard. If since the Stone Age, people learned to fight and gradually, on the basis of experience, formed a system of laws and rules about the war, where the first and simplest rule was: to find a weak point of the enemy and beat him. 

Contributions to the science of war were made not only by the military, but also by poets, and, apparently, to one of them belong ingenious lines in their simplicity, expressing the essence of the strategy: “The form of the army is like water; the shape of the water - to avoid height and strive downward; the form of the army - to avoid completeness and strike at emptiness. Water sets its course depending on the place; the army establishes its victory depending on the enemy. " (Liddel Garth. The strategy of indirect action. Spb., 2008, p. 16).

And our commanders “saw” where the Germans had “fullness” and decided not to look for “emptiness”, but to beat on the main grouping. Now, if they had a plan of “Barbarossa” in front of their eyes, according to which three tank groups of four were striking north of the Pinsk swamps, then they would have planned the main attack there too. A nice thing: he tracked down the most powerful grouping of the enemy, put up against him 1.5 - 2 times larger than his own and finished in one fell swoop, and therefore won the war. What a charming strategy! And, most importantly, no need to break your head.

Comparing "Considerations ..." with "Reference ...", it is easy to see that by the middle of June our Western group was almost built ... on paper, as the plan of May 15 required. In "Considerations ..." the composition of the Northern Front was defined in the 21 divisions, as of June 13 they were increased to the 22. The North-Western of 23 was left exactly 23. The Western Front instead of 45 divisions had 44. And only the South-Western Front was “underdeveloped”: instead of the previously planned 122 divisions, it was now assumed 97. 

If you look at the composition of each front, it turns out that the North and North-West were given the same number of rifle, tank, motorized and cavalry formations, which were provided for in “Considerations ...”. Just the Northern Front was added 1 Infantry Division. The “qualitative” composition of the West changed; there the number of rifle divisions was reduced from 31 to 24, but 4 tanks and 2 motorized ones were added. In distinction to  the May plan, the South-Western Front lacked 11 rifle, 8 tank, 5 motorized and 1 cavalry divisions. 

On the Air Force of three fronts, except the South-West it was confirmed the old order: 18, 13 and 21 air regiments respectively. South-West was cut down 6 air regiments. By the way, Comrade Vatutin treated aviation as carelessly as he did with ground forces. In paragraph 2 of section III we read: “- as part of the Northern, North-Western, Western and South-Western fronts - 63 iap, 64 bbp, 5 cap, 11 dbp and 1 tbp, only 144 air regiments”. And in section IV, the number of air regiments on the fronts is described as follows: the Northern front - 18 aviation regiments, the North-Western - 13, the Western - 21, the South-Western - 91. In total, there are 143 regiments. From where Lieutenant General Vatutin in Section III undertook another regiment is unknown. In the same section III it is written: "- as part of the reserve of the Main Command for the South-Western and Western fronts - 14 dbp and 4 tbp totaly 21 air regiments." But there just fell the number of fighter regiments. It must be - 14 dbp, 4 tbp and 3 iap, a total of 21 air regiments. This error is easily detected. However, it is interesting if  there were any such mistakes in the original text?

I want to repeat, from “Reference ...” it is impossible to understand what the real composition of the four fronts was on June 13, 1941. But in this document at the end of section I there are such lines: “... With such a distribution of forces, it is necessary to schedule transportation by rail ...” . And then the districts are listed, from which it was necessary to transport troops mainly to KOVO. Of the 33 divisions, only 1 from the ArchVO and 6 from the Siberian Military District were transported to the area of ZapOVO. The fact that neither PribOVO nor the LenVO  appear in this list suggests the completion of the operational deployment of the relevant fronts.

 Of course, it can be said that the North and North-West has not yet reached a queue. But then a very sad picture emerges. Since May 15, almost a month has passed, and our General Staff has not finished the paper work on the development of “Considerations ...”. In mid-June, Lieutenant General Vatutin "signals" to his superiors that if it is interested in fulfilling the plan, then another 33 divisions should be added to the transportation schedule. It was smooth on paper, but they forgot about the ravines. Remember? And there is no time for ravines, here the papers are not yet ready. If you believe V. Rezun, M. Solonin and all those who believe that Joseph Vissarionovich planned this way in May, that is, based on "Considerations ...", to build our Western grouping for the war with Germany, then it turns out to be a hoax.

Indeed, let's estimate: Comrade Stalin believed that the Germans would deliver the main attack on Kiev, or he, regardless of Hitler's plans, was going to strike in the summer of 1941 in the south. In this case, he would have deployed his grouping from south to north, that is, he would start from the South-Western Front and end up with minor North-West and North Front, which according to the plan were set defensive tasks. Once again, read into the General Staff figures on the ratio of forces. From section I, we learn that on May 15, 1941, Vatutin (or Zhukov), referring to Golikov, reports 112 German divisions already standing against the USSR. The total number of German units was 284. 

Further in the same section, the following is written: “Most likely the main forces of the German army ..., and totaly up to 100 divisions will be deployed south of Demblin to strike in the direction of Kovel, Rovno, Kiev.” And at the end of the section: “Given that Germany currently keeps its army mobilized, with its rear deployed, it has the ability to forestall us in deployment and deliver a sudden blow. To prevent this (and defeat the German army), I consider it necessary in no case to give initiative to the German command, preempt the enemy in deployment and attack the German army at a time when it will be in the deployment stage and will not even have time to organize the front and interaction of troops. "

And now let's "digest" all this scribbling. This means that our General Staff believes that in May Germany has only 284 divisions, of which up to 180 it can put up against the USSR. The main forces of this grouping in numbers of up to 100 divisions will probably be concentrated south of Demblin for attacking Kiev. The task is to get ahead of the enemy and attack him when he is still in the process of deployment, that is, to move the South-Western Front not against 100, but against 70, 80 or 90 German divisions. How do you guys like that? Yes, a normal move! Feel threatened - hit first! And even if you don’t feel it, but you want to beat it up tight - you still hit first. Simple but very effective reception. All right But what about the last paragraph of section II: "Thus, the Red Army will begin offensive operations from the front of Chizhov, Lyutovisk by forces of 152 divisions against 100 German divisions."

 What is it?! We tried to get ahead of the Germans in the deployment, to hit, when they were still in the "process". And, here you are! We are advancing not against 70, 80 or, as a last resort, against 90, which would be the result of a real advance, but against the same 100. That is, we tried, weighed, tore the veins for a more favorable balance of forces, and then decided to wait until the Germanic collect all their planned grouping in 100 divisions. This, of course, is a gentleman's gesture, but what is the meaning of the plan then? Why fuss? Why such advance?

You can, of course, explain this apparent discrepancy between the two sections by the fact that several people worked on the plan. One wrote about the outpace, and the second missed this moment. Or maybe Major General Vasilevsky had memory problems, and he did not remember his own idea of ​​advancing. And there is a more truthful explanation. Its essence is as follows: two sentences at the end of section I appeared in the text after the war. If you remove them, remove the idea of ​​pre-emption, then there will be no obvious contradictions in the plan. There will be a normal document specifying the previous version of the beginning of the war. The most likely candidate for the authorship of the "insert", is of course, AM. Vasilevsky, who only had to write two phrases with his own hand.

The fact that by the middle of June the northern flank of our Western grouping had already been deployed exactly as planned, makes it possible to make a reasonable assumption about Stalin’s intention to start a war at the end of June 1941 against Finland. Then, declaring a general mobilization, under the guise of war with the Finns, it was planned to finish the deployment of the southern flank. During the war it was possible to transfer the remaining divisions to the south very quickly. In the “Reference ...” of 13 June Vatutin reports a very important detail regarding the speed of transportation: “With such a distribution of forces, it is necessary to further plan transportation by rail ... Only 33 divisions ..., which will be about 1,300 echelons plus the rear units- about 400 echelons, and totaly 1700 echelons. For transportation it will take about 13 days ... ". In this case, the timing was approximately as follows: ~ June 25, we begin military actions against Finland; ~ 10 -13 days will be required for the operational redeployment of the South-Western Front; ~ July 5-10 we can deliver a sudden pre-emptive strike as envisaged in "Considerations ...".

So, Lieutenant General Vatutin in the “Reference ...” is confident in the ability of our railway department to transfer to the West an additional 33 divisions in 13 days. What  the speed is it? Is it a lot or a little? Let me remind you that the fastest pace, which the German railway workers were able to provide, was reached in June, when from 6 June to 18 June Germany transferred 33 divisions to the East. But! The Germans reached such a speed after they transferred the railways to the mode of accelerated transportation. And this means that Comrade Vatutin should have proceeded in his calculations from the premise that we will already be in a state of war and declare general mobilization.

True, the fact that he was counting on such a speed of traffic after he personally reported to the People's Commissar that we are 2-2.5 times behind Germany in density and capacity of railways in the West makes us think. Most likely, Vatutin, relying on such rates of transportation, relied not on sober real calculation, but took upon himself, as they did then, socialist obligations. And here again you do not know what to do. Either consider “Reference…” as a shit, or a disinformation, or simply a fake, or treat it as a genuine document, given the complex relationship of Comrade Vatutin with arithmetic.

But if the documents in question are genuine working papers of the General Staff, the following picture emerges. Joseph Vissarionovich, without haste, sensibly is preparing for war with Finland. Lieutenant-General Golikov does not bother the "master", because of the lack of cause for alarm. Mutton meat in the European markets does not become cheaper. Data on the production of winter sorts of oils and fuels in Germany is not available. True, some are shouting about the strengthening of the German grouping on our borders. But these are ordinary neurasthenics who have no idea that at the beginning of May, against some 105 German (in fact, 60-65 - A. Yatsev), we have "brave" and "strong" 165-170 divisions. Who can outrun us there in deployment and deliver a sudden blow? Yes, Hitler increases the number of his troops at our borders, but to protect Germany's borders. And what would you do with an armada of almost two hundred divisions in front of you? What is there to worry about and shout about? Comrade Stalin knows everything, keeps everything under control.

He keeps and calmly leads the preparation of a new war with the Finns. And this “idyll” continues until mid-May, when suddenly, as the hell out of the snuffbox in Scotland appeared  Hitler’s deputy for party affairs, “parachutist” Rudolf Hess. He broke all the plans, all the ideas of Comrade Stalin. On May 14, encryption from Vadim arrives in Moscow, on May 26 from Comrade Dekanozov from Berlin. Yet little is known, but several versions are already proposed: 1. Hess flew on the instructions of the Führer. 2. Hitler did not know about the action of his deputy. 3. Hess fled to England for fear of persecution. By the end of May, having on hand data on the April evacuation of the British and their allies from Greece, which cost more than Dunkirk, if we compare the losses of sea vessels, and also considering the swiftness with which Crete was captured, Comrade Stalin realized that Hess was sent by Hitler with a proposal for peace, and after the refusal  the Fuhrer decided to punish the intractable British.

And by the way the Wehrmacht vigorously conducted the operation to force them to peace, it became clear: the days of Britain are numbered. A few more weeks and England will sign peace with Germany. Then Adolf will take a break and in the spring of 1942 will move to the East. But it was in the year 42 and not before that - Joseph Vissarionovich was absolutely certain. And the course of his thoughts was simple and logical: yes, Hitler would press England, and at the end, in the worst case, peace would be concluded in the middle of July. To start a war against the USSR in late July and early August is nonsense, absurd. This, as they say, is not the season. If  the Fuhrer wants or dosn't want it, but he have to wait until next summer. But we have nothing to wait for. Rebuilding plans on the going - this is bad, but not fatal. Moreover, with a certain playfulness of mind, it is possible to find a positive way out of such a negative. War Matryoshka! This is what we offer to Adolf, and let him rejoice, as we, once again, lay an egg in the Finnish forests and swamps.

And we really will not really overwork, we will imitate the war. The main thing for us is to hide the deployment of the South-Western Front behind this imitation, to transfer there three or four dozen divisions. And then in the middle of July, we will arrange a “Sabantuy” for Germany. This, in my opinion, was the way Comrade Stalin thought and, preparing for this “sabantuy”, he did not fuss, did not rush anyone, did not drive and did not fear Hitler’s sudden strike in the summer of 1941. And all his generals and marshals didn’t even hold that option in which they would have to defend themselves. The vast majority of memoirs are replete with reports of field and staff exercises in the spring and summer of 1941. And all these are teachings on the topic of attack, attack, forcing, attack. Hooray! Forward!

Well, if Joseph Vissarionovich allowed at least 1% of the probability of a German invasion, surely he would  have demanded at least staff exercises on the subject of defense at all levels, from the battalion and above. You read and hair on your head move: people conduct headquarters exercises on the theme “Division in the offensive” ... June 20. How could this be if Stalin felt even the slightest sign of danger? An interesting document “Note by S.K. Tymoshenko and G.K. Zhukov to I.V. Stalin "dated 12/13 June 1941. Try to guess, dear readers, what this paper is about. What are the concerns of the People's Commissar of Defense and the Chief of the General Staff on these “alarming” days?

Maybe they found an original solution, how do we fight off Adolf, whose attacks they (according to them) are waiting for, know that the war is about to start? Or are they concerned about the fate of the 6th and 42nd divisions located in the Brest Fortress and asking Joseph Vissarionovich to allow people to leave the trap, not to leave for slaughter? Make no mistake, my friends, they offer Comrade Stalin to pay attention to the state of primary military training of schoolchildren. You see, what the heads of the two main warriors of the Soviet Union are busy with in June of 41. I understand that this paper could have been written on June 12/13, 1940, in January of the 1941. But 12/13 June 1941 ?! It’s impossible to imagine these people have time to think and write notes about such things in mid-June.

That invasion was not expected, very clearly shows the behavior of Stalin on the morning of June 22. From the memoirs of marshals and admirals, we know that such an important moment as the beginning of the Second World War, the future generalissimo overslept. All the chief military commanders were awake, called each other, asked for advice, asked to wake up Comrade Stalin. But the leader ignored everything and quietly breathed. The picture is strange, if not terrible. It would be better the other way round: everyone could sleep, but he would be awake. I mean, that would be much better for the army and the country. The Night Vigil of Malenkov, Timoshenko, Zhukov, the admirals  Kuznetsov and Oktyabrsky is all an afterthought or PR, speaking the current language. Indeed, without Stalin’s sanction, none of them would dare to take an important decision on the subject of war or provocation.

Thus, most likely, everyone was asleep, and woke all this warm company the German ambassador Schullenburg and "forced" them  to gather in the Kremlin. At 4 a.m, Berlin time, that is, at 5 a.m Moscow time, in Berlin Ribbentrop handed to our representative explanatory papers listing the reasons for the German attack on the USSR. At the same time the ambassador of the 3rd Reich in Moscow was to hand over identical documents to Molotov. So the German earl had to interrupt the sleep of the Kremlin "proletarians". But, after all, Comrade Stalin could have been woken up at 3 o'clock, when Sevastopol was bombed, he had to be raised from bed aftert 4 a.m.  after receiving reports from the commanders of western districts about bombing and shelling. He had to personally give orders to repel the attack. Joseph Vissarionovich needed at 6 a.m to speak on the radio and personally announce the "perfidious" attack and call on the "brothers" and "sisters" for a holy war against the invaders. And all this would undoubtedly be done if the leader of the world proletariat allowed at least the slightest possibility of a German invasion in the morning of June 22, 1941.

So, Schulenburg "forced" all the top leaders of the country to interrupt sleep and gather in the Kremlin at 5.45 a.m. For half an hour on our western border, a large-scale (as they think) provocation continues, and in fact, war. But they are in no hurry to take emergency measures. Why? Yes, because Comrade Stalin is not clear how to react to all this.

But if it is not clear, then it is necessary to understand, and he finds out and will continue this process until noon. By this time everything will become clear, but not as a result of the titanic efforts of the “genius” mind of Joseph Vissarionovich, not at all. Just by noon, our signalers will reconnect. This can be read in the diary of the Chief of Staff of the Reich Ground Forces Franz Halder. On June 22, 1941, he will record, among other things, the following: “12. 00 - It was reported that the Russians had restored their international radio communications, which had been interrupted this morning. They appealed to Japan with a request to represent the interests of Russia on political and economic relations between Russia and Germany and conduct intensive radio talks with the German Foreign Ministry. ”

You see, Comrade Stalin turning to Japan was not by chance. On the morning of June 22, having received reports of the hostilities of the German troops on our western borders, he immediately recalled the events of two years ago at Khalkhin Gol. There, the Japanese General Staff, stuck in the war with China, naturally did not want war on two fronts and did not encourage the local commanders of the Kwantung Army units in their desire to make war with the Soviet Union. But Japanese generals and officers who were in Manchuria also wanted titles, awards, and fame. And so they were not going to silently watch the attempts of the Soviet and Mongolian units to test the samurai with a bayonet. And Stalin, who didn’t believe in the possibility of Hitler’s attack, immediately thought that the invasion had taken place at the initiative of the German generals, and Adolf was not aware of this. Therefore, he prohibits the use of aircraft and artillery to repel aggression. And this is understandable, Joseph Vissarionovich did not want to aggravate the situation, hoping that he could still be corrected. And he is trying to get in touch with the German Foreign Minister, since it was with him that all the important agreements were signed, and with which he had a relationship as a “partigenosse”, if Ribbentrop did not lie.

Look at the list of people who were with Stalin in the Kremlin in the morning and in the afternoon on June 22. There were all those who were supposed to be at that moment, and even those who had nothing to do there ... at first glance. I mean comrades Dimitrov, Manuilsky and Vyshinsky. The first two are the leaders of the Comintern, the third from the Ministry of Foreign Affairs. What do they have to do with war? What do they understand about it? And who said that the war? Who could put all the dots on “i” that morning? Of course, someone from the top management of the attacking side. Therefore, Joseph Vissarionovich summoned this trinity to himself so that they would help him to contact Ribbentrop. Comrade Stalin met and drank with him, and he wanted to personally hear the word "war" from this bitch. And by noon everything turned out, the word was heard.

And so Comrade Molotov came out at 12.05 with the guidelines of the leader, briefly sketched the text, read it in front of the microphone and at 12.25 he returned to Stalin's office. Only twenty minutes, and the country learned what was happening on its western borders. And those who still survived there realized that it was possible to fight, you could tear the throats of these freaks in the form of a mouse-colored one, and for this tomorrow they wouldn’t be beaten by special people and they wouldn’t stand against the wall.

If someone remembers Directive No. 2, which was written at eight o'clock and partially allowed to fight, then I would note that at 7.15 it was only written. . It had to be encrypted, sent, received, decrypted. And so a couple more times. So, the order could reach the divisions in 3-4 hours. It turns out that Comrade Stalin had several hours left to clarify and, if necessary, cancel this directive.

So, from 4 am to noon, the Red Army waited for an order allowing it to fight. And there was nothing strange and unexpected in this. Commanders of all ranks knew that the essence of the leadership of the Red Army on the eve of the war could be expressed in two words - "manual control from the Kremlin." For example, if we take the plans for covering the state border, then they can be considered as defense plans.  This is not some kind of muddy Directive No. 1 there. By golly! You read, and the heart rejoices. Here you have a clear and unequivocal order: “prevent an invasion ...” and “stubborn defense ... firmly cover”, etc., etc. Everything is written: forces, means, possible options for the enemy’s actions, the most dangerous directions.

 Tactical methods of fighting the enemy that has broken into our territory are indicated. The compilers of the plan understood that they would most likely not be able to keep the concentrated powerful tank attacks of the army. Therefore, the task of armies is to tightly close the gaps and prevent entry into the breakthrough of infantry. Fighting tanks is not their problem. The command of the districts will be engaged in destroying enemy’s armored forces “for which part of the anti-tank artillery brigades, aviation and mechanized corps remain at the disposal of the command of the district”.

 For example, paragraph 2 of Section VI of the cover plan, ZapOVO says: “In the event of a major enemy mobile troops breakthrough in the direction of Avgustov, Grodno, the 24 Infantry Division, 6th Anti-tank Brigade  and anti-tank weapons of the 21 Infantry Corps firmly occupy the eastern shore of the r. Neman, Gozha to the mouth of the river Svisloch and in cooperation with the 11 Mixt Air-division and 12 Bomber Division destroy tanks and infantry of the enemy, preventing them from spreading east of this line. The 11 Mechanized Corps from the Grodno region, Dombrova, Sokolka attacks the enemy’s broken troops into the flank and rear ... ”. (website www.rkka.ru).

It is appropriate to recall the “expert” assessments of the course of border battles by our patriots when they declare a complete lack of chances to stop tank wedges with a “thin chain of rifle divisions in border districts”. No need to keep our military leaders for idiots, they understood without you how and what to fight with tanks and developed absolutely sensible and very realistic plans. True, the joy about their effectiveness lasts only until you come across the phrase “The cover plan is put into effect when you receive an encrypted telegram for mine, a member of the Main Military Council and the Chief of the General Staff of the Red Army with signatures...”.  

With this indication, the meaning of the plan turns out to be that only and precisely after receiving an order from Moscow, from the district, from the army, etc.,youI have the right to “prevent an invasion” and “firmly cover”. And without an order, the plan does not work, it remains a useless piece of paper. But the enemy can attack unexpectedly, but in the Moscow are not sittingthe gods, then how? Could such an addition about putting the plan into action be came up with a responsible military man in his right mind and memory? No, no! This clarification could only be composed by a civilian, and an adventurer by nature, accustomed to risking  life, for the most part, the life of other people.

This belief is reinforced by another point, which seems to be not the most important: “The first flight and the cross-over of the state border by our units can be made only with the permission of the High Command”. Again manual mode! Well, let's say you received a telegram, stopped the invasion of the enemy and, moreover, drove him to the border and see that you can drive him further. But it is impossible! Remember "the first cross-over". Inform the superior, wait for permission and then just drive his foe even to Berlin. But after all, as time passes, the situation may change and you wouldn’t be able to attack but only to defend yourself. War is changeable. And how should it be? Dead end! Who wrote this nonsense? Yes, the same leader of the world proletariat, no one else. Where did the “warriors” look and think about: Tymoshenko, Zhukov, Pavlov and Kirponos? After all, such plans are a form of mockery of the army, and under certain conditions a death sentence. On the army. And on the country.

So, I affirm that Comrade Stalin forbade the Red Army to use artillery and aircraft against the Germans until noon on June 22. But there is another point of view, according to which there was no prohibition and, therefore, the Armed Forces of the Soviet Union fought seriously from 4 a.m. And how did this “serious” war look like from the other side? How did the Germans themselves evaluate our opposing units on the morning of June 22, if any? Let's read the short messages of the 4th German army of the 12th army corps and three divisions (the 31st, 34th, and 45th), advancing in the zone of Brest. At 3.15 a.m. (Berlin time), an artillery attack began on this sector of the Soviet-German front, which lasted about 20 minutes. "3. 28. The first units of both regiments of 31 ID are transported. 3. 37. Not encountering enemy resistance, the first wave 34 ID is sent. 3. 40. Headquarters XII A.K. (A.K. - Army Corps - Yatsev) reports the situation to the command of AOK. 4 (AOK. 4 - High Command of the 4th German Army - Yatsev); the army headquarters orientates that the neighbor has no significant resistance on the left. ” (Aliev R. Sturm of the Brest Fortress. Moscow, 2008, p. 334, 339).

Here is the situation in the offensive zone of the 45th division of the Wehrmacht: "3. 43. No fire of enemy artillery, the resistance is very slight." (Ibid., P. 345). It took almost half an hour, as the artillery fire from the German side stopped, but our guns are silent. It can be assumed that the sudden blow stunned our fighters, and they will not come to their senses. Maybe. We read further: “3. 58. Still no enemy artillery activities. 4. 00. The 45 ID still has no enemy resistance. 4.20. At O.P. XII A.K. Gunter von Kluge arrived, listened to a report on the situation. It seems that the enemy has disappeared. 4. 35. Establishing communication with both tank corps - it is there a similar situation. No enemy artillery activity. (Ibid., Pp. 355, 368, 381). Since the beginning of the war, 1 hour and 20 minutes have passed, but practically an entire army is advancing, not experiencing any air, artillery, or tank attacks.

 It goes like a “knife through butter”. "4. 55. Message to the army headquarters: While it seems that the enemy is completely amazed (for example, the intercepted Russian radiogram:" What should we do? "And others). 5. 05. The first enemy batteries firing north of Dubrovka are being overcome. ” (Ibid., P. 384, 397). Finally! Somewhere fired a couple of times with guns. And the war has been going on for almost two hours. "5. 50. First enemy artillery activity in front of 34 ID. Launched a plane to adjust artillery fire. " (Ibid., P. 399). The last message was most likely erroneous, for in the evening a report appeared: “22. 00. 34 ID reports: so far 25 enemy tanks have been destroyed by anti-tank guns and guns. For the whole day, no enemy artillery. " (Ibid., P. 493).

Once again, this is not a pure field, not Pinsk swamps. This is Brest Fortification! These are hundreds of artillery barrels. Here, even purely statistically, several guns could "themselves" shoot. Most likely, the “first shooting batteries” were like that, shooting randomly. All these extracts from the German reports of June 22, 1941 clearly and unequivocally show that organized resistance in the defense zone of the 4th Soviet Army under the command of Major General A.A. Korobkov in the first hours of the war was not.

And how did this army differ from other Soviet armies? And how was its commander different from his colleagues? He wasn't! It can be said with confidence that in the other sectors of the Soviet-German front, where German forces were attacking, on the morning of June 22 there was the same picture of confusion and panic. All those who could retreat, retreated, and who could not, as in the Brest Fortress, were forced to break out of the trap or surrender. Indeed, in the same fortress, despite the presence of several regiments of the 6th and 42nd divisions, there was no organized resistance even at the company level, not to mention the battalion or regiment. About the defense of the entire fortress under a single command, no one even comes to mind. For some reason this seems to all authors, writing about the fortress, to be absolutely impossible.

Давайте повнимательнее почитаем директивы, отправленные в войска 21-22 июня 1941 года. Но прежде желательно было бы договориться о самих текстах упомянутых документов. Берем первый документ.  Единственная фраза, где содержится слово, которое можно интерпретировать как приказ оказать врагу сопротивление – это последнее предложение из преамбулы Директивы №1: « Одновременно войскам … быть в полной боевой готовности встретить возможный внезапный удар немцев или их союзников». Правда, в приказной части (пункт «в») осталось только «все части привести в боевую готовность», слово «встретить» исчезло, встречать уже не приказывают, да и вместо полной боевой готовности речь уже идет просто о боевой готовности.

Сразу же должен заметить, тут я опять обращаюсь к господину Солонину, что при цитировании Директивы №1 Вы, мягко выражаясь, занимаетесь «вытаскиванием белых ниток». Не знаю, умышленно или по недосмотру, но в тексте, который Вы публикуете  в своей книге, слова «готовности» и «встретить» разделены запятой. Но правила русского языка не требуют в подобных случаях ставить запятую, вполне возможна такая грамматическая конструкция и без этого знака препинания. Вы можете, конечно, сослаться на сборник документов, откуда и взят обсуждаемый текст. Но тот факт, что в 90-е годы резко снизилось качество печатной продукции, в том числе и по вине корректоров, должно было сподвигнуть Вас на элементарную проверку по другим источникам, в частности по интернет-публикациям.

В интернете, кстати, можно обнаружить разные варианты: как с запятой, так и без оной. Понятное дело, для вашей версии больше подходит вариант с запятой. В этом случае фраза распадается на две смысловые единицы: первая – «быть в полной боевой готовности» и вторая – «встретить возможный внезапный удар». Если запятую убрать, то фраза получается простая – подготовиться к «встрече» и ждать команды. Для моей версии больше подходит второй вариант, но на всякий случай я решил проверить по текстам окружных штабов, допуская, что сидевшие в них люди разбирались в грамматике лучше, чем Сталин, Тимошенко и Жуков. Воистину, велик и могуч русский язык, и не всякий способен постичь его глубины. Вот выдержка из телеграммы штаба ПрибОВО: «Военным Советам 8-й и 11-й армии         22 июня 1941 г. 2ч. 25 минут … Одновременно наши части должны быть в полной боевой готовности встретить внезапный удар немцев и разгромить (противника). Приказываю: 1. …В случае провокационных действий немцев огня не открывать. При полетах над нашей территорией немецких самолетов не показываться и до тех пор, пока самолеты противника не начнут боевых действий, огня не открывать. 2. В случае перехода в наступление крупных сил противника разгромить его». И далее следуют еще восемь пунктов приказа. Видно, что в штабе ПрибОВО творчески отнеслись к директиве из Москвы, переложив ответственность на командование армий, которому предстояло определить, крупные силы напали или не очень и понять: провокация это или война.  Но заметьте, запятой в нашей фразе нет!                                   

Посмотрим, как поработали над московским текстом в штабе ЗапОВО. Здесь, однако, места творчеству не нашлось. Не мудрствуя лукаво, люди просто скопировали московский документ, правда, не совсем точно и отправили его в армейские штабы. Запятая и здесь отсутствует. Некоторые особо внимательные читатели могут спросить, как копия может быть не совсем точной. Им я могу лишь посоветовать сравнить два документа самостоятельно. Те, кто выполнит сие нехитрое действие, увидят, что в «копии» появляются слова, которых в оригинале нет. И, наоборот, исчезает целый пункт. Из двух пунктов или абзацев московской телеграммы («в» и «г») в ЗапОВО сделали один. Товарищ Сталин приказывал привести в боевую готовность ПВО, но «без дополнительного подъема приписного состава», а генерал армии Д.Г. Павлов решил, что незачем ограничиваться только ПВО и распорядился «все части привести в боевую готовность без дополнительного подъема приписного состава». То есть, в стране свирепствует диктатура и цензура, а в армии – демократия.

Так что, господин Солонин, запятой в московском варианте Директивы №1, скорее всего, тоже не было. А, следовательно, Ваш вопрос:  «И что значит встретить удар?»  – хоть  и маленькая, но все-таки натяжка. Здесь Вы, увы, выступаете в роли не очень прилежного школьника, подгоняющего решение задачи под готовый ответ. Это не есть хорошо! Вместо этого Вы должны были спросить: «И что значит «быть в полной боевой готовности встретить удар?». А тут каждому ясно: надо приготовиться к бою и ждать приказа. А куда у Вас пропала фраза из Директивы №2 : «Впредь до особого распоряжения наземными войсками границу не переходить»? Или она есть плод «бредовых видений г-на Резуна»? Тщательнее надо обращаться с документами, господин Солонин!                                                              

Заканчивая разговор о знаках препинания, хотелось бы привести еще один вариант прочтения обсуждаемой фразы из Директивы №1, который можно найти в книге Ю. Мухина. Но поскольку у автора нет ссылки на источник, трудно определить, является ли эта фраза, а точнее две фразы, результатом умственных усилий господина Мухина на ниве грамматики, или она взята из опубликованного документа. Как бы там ни было, у Ю. Мухина вместо одного предложения появилось два: «Одновременно войскам Ленинградского, Прибалтийского, Западного, Киевского и Одесского военных округов быть в полной боевой готовности. Встретить возможный внезапный удар немцев или их союзников». (Мухин Ю.И. Если бы не генералы! М., 2004, стр. 553).

Видите, господин Солонин, Ваш коллега Ю. Мухин тоже считает, что Иосиф Виссарионович никому не запрещал воевать, он заранее приказал привести войска в полную боевую готовность и встретить возможный удар. Более того, Ваш коллега идет дальше и утверждает доселе неслыханное (по крайней мере для меня). Оказывается, приказ о приведении войск в полную боевую готовность со вскрытием «красных пакетов» был отдан всем западным приграничным округам еще 18 июня 1941 года.

Откуда у господина Мухина сия сногсшибательная информация? Из какого такого источника? А не из какого. Просто внимательный анализ этой чертовой директивы, а также наличие приказов окружных штабов, в которых речь идет о мероприятиях по повышению боевой готовности, позволили Вашему коллеге сделать такой вывод. Вот образчик анализа, где Ю. Мухин разбирает текст директивы: «… ведь из текста видно, что приказ о приведении войск в боевую готовность уже был отдан раньше, поскольку «быть в полной боевой готовности» стоит в преамбуле, а не в приказной части». (Там же, стр. 554).

 А что же приказано делать? Читаем пункт в) мухинской версии документа: «все части привести в боевую готовность. Войска держать рассосредоточено и замаскировано». Как это может быть, что человек читает документ и не замечает, что не только в преамбуле, но и в приказной части идет речь о приведении всех частей в боевую готовность?

Если следовать мухинской аналитической логике, то пункт б) основной части о маскировке авиации должен стоять в преамбуле примерно в таком виде – Авиацию держать рассосредоточенно и замаскировано. Почему? Да потому, что 19 июня Нарком Тимошенко издал специальную директиву конкретно по авиации, где уже приказывалось и «рассосредоточить» и «замаскировать». Опять же, спрашивается, если 18-го отдали приказ о приведении войск в боевую готовность, зачем его дублировать 21-го? Тут налицо, если выражаться в стиле Ю. Мухина, бред сивой кобылы, а не военные директивы.                  

Теперь пару слов о тех мероприятиях, которые будто бы подтверждают существование отданного 18 июня приказа из Москвы. Вот Ю. Мухин приводит воспоминания полковника И.Е. Чернова:   «По воспоминаниям ветерана, они 20 июня получили приказ отойти от границы, и в нем была указана причина – начало войны 22 июня. Весь день 21 июня они вывозили цемент, строительные материалы и технику, эвакуировали личный состав».  ( Там же, стр. 540).  Видите, граждане, как бы говорит Ю. Мухин, даже строители уже в пятницу 20 июня знали, что будет война, не говоря уже о боевых частях Красной Армии. Ветеран, конечно, мог ошибаться насчет даты, мог присочинить о войне, но господин Мухин просто обязан был выразить хотя бы легкое сомнение по поводу этой информации. Ведь, даже сами немцы еще не знали, будет ли 22 июня война с Советским Союзом или не будет. Сигнал «Дортмунд» поступил в немецкие войска в 14.00 московского времени 21 июня. И только с этого момента для немецких солдат и офицеров стало ясно, что фюрер принял окончательное решение начать войну против СССР именно 22 июня.                                                   

Несколько слов по поводу приказа строителям от 20 июня. Вот пункт 6-й, где речь идет о строителях: «6. В случае перехода крупных сил противника в наступление: б) строительные батальоны, автотранспорт и механизмы управлений начальника строительства отвести на тыловые рубежи по планам армий». (Приказ штаба ПрибОВО Военным Советам 8-й и 11-й армии. 22 июня 1941 г. 2 часа 25 минут). Да, строителям приказали отойти, но только «в случае перехода крупных сил противника в наступление», однако не 20-го, а 22 июня, и до них этот приказ мог дойти уже после начала войны. Еще пример Ю. Мухина, на этот раз о действиях и движениях частей 12-го МК. 18 июня 1941 г. по корпусу был отдан приказ на основании директивы Военного Совета ПрибОВО о приведении частей округа в боеготовность. Приказ ВС ПрибОВО, видимо, появился на основании директивы Москвы от 18 июня, если верить Ю. Мухину, о вскрытии «красных пакетов». Получив приказ, части корпуса выдвигаются к границе, занимая указанные районы, то есть, готовятся к отражению возможного нападения. Другими словами, 12-й МК собирается реально воевать. По крайней мере так думает Ю. Мухин, полагающий, что только так и можно «истолковать» приведенную им выдержку из донесения 12-го МК. И все, вроде бы, в этом мухинском истолковании связно и логично, пока мы не натыкаемся на такую вот информацию: «22.06.41г.  В 4 часа 30 минут из штаба 8-й армии (получен) сигнал воздушной тревоги. В 5 часов над командным пунктом пролетел самолет противника. В 8 часов (получено) приказание о ведении разведки 23-й танковой дивизией на м. Плунгяны и готовности к выступлению 28-й и 23-й танковых дивизий». Напомню, если кто-то из читателей забыл, весь ПрибОВО по приказу из Москвы уже действует по плану прикрытия госграницы. Это значит, в частях объявлена боевая тревога и солдатикам розданы патроны. Короче говоря, мирная жизнь закончилась, дело пахнет войной. 12-й МК только-только вышел в указанные ему районы, его 23-я танковая дивизия расположилась в полусотне километров от границы. Что должен делать командир корпуса в такой ситуации? Он обязан, не дожидаясь никаких приказов сверху, «осмотреться». По его личной инициативе, еще до рассвета, надо было выслать несколько разведгрупп в западном направлении. Перед 12-м МК вдоль границы располагались соединения 10-го стрелкового корпуса. Нужно было проверить состояние дорог и мостов, на случай, если 10-му СК понадобится срочная помощь.

И потом, разве всю неделю не шли сплошным потоком приказы о повышении боевой готовности? Ну, так проверь эту самую готовность хотя бы у своих разведчиков, тем более, что с вечера субботы нагнетается напряженность. Проверь на всякий случай! Даже если и не война начнется, а произойдет всего лишь провокация – все равно надо быть на стреме. Вдруг эта самая провокация случится именно в полосе твоего корпуса, тебе же надо будет как-то реагировать? Значит нужно заранее обдумать план действий по минимизации потерь личного состава и техники. А что делало и чем занималось командование корпуса утром 22 июня до 8 часов? А если бы «сверху» вообще никаких указаний не поступило? Так бы и сидели, балду пинали, или как, господин Мухин? Что это за полная боевая готовность, после объявления которой военный люд сидит и ждет у моря погоды?        

 Ю. Мухин, надо отдать ему должное, в отличие от многих собратьев по перу, озаботился вопросом и попытался дать определение и раскрыть содержание этих трех слов: полная боевая готовность. В главе 2-й своей книги «Если бы не генералы!» он даже не поленился переписать статью из Советской военной энциклопедии о боевой готовности. Поскольку статья занимает больше чем полстраницы, я пропустил начало и начал читать окончание. Думаю, раз статья называется «Боевая готовность», то, процитировав ее, Ю. Мухин в конце добавит самое главное и объяснит, чем полная боеготовность отличается от просто боевой готовности. Но, увы, мои ожидания не сбылись. Ладно, думаю я себе, наверное это одно и то же, что  полная, что просто боеготовность. Вот и Тимошенко с Жуковым в Директиве №1 в преамбуле пишут «…быть в полной боевой готовности», а в пункте в) приказывают «все части привести в боевую готовность». Тут, наверное, разница в том, что, получив приказ о боевой готовности, командир немедленно пойдет его исполнять, а если он увидит сочетание «полная боевая готовность», то побежит рысью.

Ну, а если серьезно, то любой человек, прочитавший приведенную Ю. Мухиным статью из энциклопедии, поймет, что это состояние (боевой готовности) не может быть достигнуто по приказу одномоментно, ибо некоторые элементы, определяющие боеготовность, требуют тренировки и практики.  И самое главное: как ни крути, но получается, что все разговоры о приведении и повышении боевой готовности – лозунги. Это словосочетание регулярно используется в директивах и указаниях в мирное время. Значит ли это, что, например, в декабре 1940 года, прочитав очередной приказ Наркома обороны о повышении боевой готовности, какой-нибудь командующий округом тут же распорядится вырыть окопы и обрушит на немцев шквал огня? Ничего подобного!

Командующий мог в таком случае вообще ничего не делать, просто скопировать приказ и отправить его в армии. Оттуда он пошел бы в дивизии и полки. Командиры частей развили бы бурную деятельность по воплощению этого приказа в жизнь, проведя, скажем, с бойцами не одно политзанятие в неделю, а целых два. И пусть какой-нибудь гражданин Иванов или Мухин скажет, что они не приняли мер по приведению своих частей в боевую готовность. Последняя, читайте Мухина, включает в себя и «высокую боевую и политическую подготовку войск». «Наверх» пошли бы бумажки с отчетами о замечательных достижениях на ниве воспитания «нового человека Сталинской эпохи». Как вы думаете, получив эти отчеты, мог Нарком со спокойной совестью сказать, что его приказ выполнен? Никак нет! Боевая готовность не исчерпывается только политической подготовкой. Но что самое скверное, при определении уровня боевой готовности очень велика роль субъективного фактора. Одному военачальнику, например, достаточно, если бойцы имеют отличные оценки по физической и стрелковой подготовке. Он уверен, что эти два фактора являются определяющими в подготовке войск к выполнению боевых задач. Другому покажется этого недостаточно, и он напомнит об изучении тезисов последнего съезда партии и ленинских работ. Третьему и этого будет мало, и он оценит боевую готовность бойцов как неудовлетворительную, если они, скажем, при прохождении строевым шагом недостаточно высоко тянут ногу. 

Я в очередной раз прошу прощения у читателей за многословность, но уж слишком велико желание как можно проще объяснить, что начав обсуждение вопроса о приведении Красной Армии в боевую готовность, люди попадают на кривую дорожку, ведущую в тупик. Они оказываются в ловушке, состряпанной товарищем Сталиным и распиаренной кремлевскими пропагандистами. И ловушка эта заключается в подмене понятий. Дело в том, что подразделение или часть, в отличие от одиночного бойца, скажем, часового или пограничника, совершает переход из мирного состояния в боевое только по команде. И команда эта известна испокон веку, и даже люди невоенные знают ее. Это «Боевая тревога!».

После такой команды любой солдат или офицер знает, что ему выдадут  боевые патроны, и он должен будет применять оружие и убивать и может сам быть убитым. «Боевая готовность» - это не команда. И если и найдется какой-нибудь дежурный по части или по роте, который выкрикнет вместо слов «Боевая тревога!» слова «Боевая готовность!», ни один служивый в ответ и ухом не поведет. Максимум, что сделают солдатики – это переспросят: «Тревога или готовность?». И если им подтвердят, что все-таки «готовность», то все продолжат заниматься своими делами. Вы можете каждый божий день слать приказы о приведении войск в боевую готовность, в полную боеготовность или даже в полнейшую, но если своевременно не подать команды: «Боевая тревога!», «В ружье!», «Открыть огонь!» или их заменяющие, вашу армию можно брать голыми руками.  

Понимает ли это Ю. Мухин? Скорее всего, да. Но складывается впечатление, что он идет не от фактов к версии, а подбирает нужные факты к уже готовой идее, то есть, поступает точно также, как и М. Солонин: вытаскивает белые или черные нитки.  В данном случае Ю. Мухин прилежно исполняет роль сталинской «белошвейки». А в этом состоянии человек, даже такой въедливый как Мухин, теряет способность к критическому анализу информации.

Вернемся к его утверждению насчет «наибольшей подлости» Г.К. Жукова, который, якобы, скрыл от историков распоряжение о приведении войск западных округов в боевую готовность. По мнению Ю. Мухина, начальник Генштаба еще 18 июня отдал приказ о вскрытии «красных пакетов», на основании которого округа, а конкретно ПрибОВО, начал издавать собственные директивы. Ю. Мухин пишет: «В частности, при жизни Сталина в конце 40-х – первой половине 50-х годов Военно-научное управление ( начальник генерал-полковник А.П. Покровский ) Генерального штаба Вооруженных Сил СССР обобщало опыт сосредоточения и развертывания войск западных приграничных военных округов по плану прикрытия государственной границы 1941 года накануне Великой Отечественной войны».

Далее следуют 5 вопросов, адресованных военачальникам, участникам событий первых дней ВОВ и несколько ответов на поставленные вопросы. Я уверен, что если бы Ю. Мухин не был «белошвейкой», он бы присмотрелся к самим вопросам, попытался бы понять их смысл. Ведь, спрашивали, а потом и отвечали те генералы, которым Ю. Мухин посвятил целую книгу. Неужели же можно было оставить без внимания плоды трудов этой братии? Давайте, уважаемые читатели восполним этот пробел и просто внимательно прочитаем писанину наших генералов. В первом вопросе спрашивается, был ли доведен до войск план обороны государственной границы. Этот вопрос подразумевает, что в Генштабе СССР до 22 июня был разработан «План обороны государственной границы» или даже «План обороны Союза Советских Социалистических республик». Вместо этого надо было спросить: – точное название плана обороны; – когда и кем был принят? – когда был доведен до войск, в части их касающейся? Второй и третий вопросы связаны, и там опять подразумевается или напрямую используется все тот же мутный термин «боевая готовность». Вместо этого надо было спросить: – когда, кем и в каком виде был отдан, адресованный вам приказ о вскрытии «красных пакетов?   – когда вы его получили? – когда вверенные вам войска начали выдвижение в запланированные районы? - когда они их заняли? Предложенные мной вопросы отличаются от «покровско-мухинских» тем, что они по-военному конкретны. И, самое главное, каждый отвечающий знал бы, что его ответы можно проверить. Вы посмотрите, уважаемые друзья, какую сказку нам рассказывает, если верить Ю. Мухину, генерал-полковник танковых войск П.П. Полубояров: «16 июня в 23 часа командование 12-го механизированного корпуса получило директиву о приведении соединения в боевую готовность. Командиру корпуса генерал-майору Н.М. Шестопалову сообщили об этом в 23 часа 17 июня по его прибытии из 202 моторизованной дивизии, где он проводил проверку мобилизационной готовности. 18 июня командир корпуса поднял соединения и части по боевой тревоге и приказал вывести их в запланированные районы».

Напомню нашим читателям мухинскую идею о жуковской директиве от 18 июня о вскрытии «красных пакетов». А в ПрибОВО уже за два дня до этого по собственному почину поднимают соединения. Телепаты, ни дать ни взять. Москва еще молчит, а на местах уже шуруют, уже готовятся к войне. И тут самое время спросить у Ю. Мухина насчет IХ раздела, являвшегося неотъемлемой частью планов прикрытия, который назывался  «Подъем частей по боевой тревоге». Там в пункте первом дан список лиц и, так сказать, коллективных органов, имеющих право производить подъем частей по боевой тревоге. Вот они: а) народный комиссар обороны;  б) военный совет округа; в) военные советы армий; г) лица, имеющие предписания, подписанные только народным комиссаром обороны или военным советом округа; д) командиры соединений и частей в части (касающейся) подчиненным им частей. Например, шифротелеграмма военного совета о вводе в действие этого плана прикрытия будет: «Командующему ( 3, 4, 10, 13-й ) армией. Объявляю тревогу ( Гродно, Белосток, Кобрин, Бельск ), 1941 г. Подписи».  Значит ли это, что командующие округами или армиями сами могли инициировать ввод в действие планов прикрытия? Никак нет! В разделе ХIV сказано следующее: « … 2. План прикрытия вводится в действие при получении шифрованной телеграммы за подписью народного комиссара обороны, члена Главного военного совета и начальника Генерального штаба Красной Армии следующего содержания: «Приступить к выполнению плана прикрытия 1941 года».  Но обратимся к разделу IХ. Читаем: «Командующие армиями указывают следующие условные тексты шифротелеграмм(кодограмм) для соединений и частей районов прикрытия: «Командиру № корпуса (дивизии). Объявляю тревогу с вскрытием «красного пакета». Подписи». И там же в пункте 3. «Готовность частей к выступлению устанавливается: а) для стрелковых и кавалерийских частей – летом 2 часа, зимой – 3 часа; дежурные подразделения через 45 минут». А теперь давайте вернемся к тому, как командование 12-го МК выполняло «план прикрытия». Директива о приведении соединения в боевую готовность была получена в 23 часа 16 июня, а корпус начал выдвигаться через двое суток, хотя должен был начать выход в запланированные районы через два часа. Хорошо, что генерал Шестопалов прибыл в свой штаб 17 июня. А если бы он появился там через неделю? То-то повезло бы генералу! Ибо в таком случае вообще никуда выдвигаться бы не пришлось, немцы сами бы к нему придвинулись.

Могло ли рассказанное П.П. Полубояровым быть правдой? Вполне! Но только в случае, если все эти действия с «приведением войск округа в боеготовность» никак не были связаны с выполнением планов прикрытия, ввод которых осуществлялся из Москвы и только на основании четко установленных образцов письменных приказов. Все приведенные Ю. Мухиным воспоминания генералов наталкивают на мысль, что они рассказывают о рутинных проверках боевой готовности, разумеется, с изрядной долей выдумок в духе кремлевских пропагандистов. Например, генерал-лейтенант П.П. Собенников, с легкой руки Ю. Мухина, фактически заявляет, что в тот момент, когда запахло войной, после получения приказа из Москвы, окружное и армейское начальство, как крысы с корабля, побежало из своих штабов в корпуса и дивизии, оставив округ и армии на произвол судьбы.

Генерал-майор И.И. Фадеев, командовавший перед войной дивизией, сообщает о получении распоряжения от командира корпуса о приведении дивизии в боевую готовность 19 июня 1941 года. Почему такой разброс, господин Мухин? Одни получают приказ 16-го, а другие 19-го. Видимо, все зависело от телепатических способностей командиров ПрибОВО. У одних эти «таланты» были такие, что они смогли предугадать за два дня мысли товарища Сталина, а у других их не было вовсе, и они, как нормальные люди, начали действовать по команде из Москвы. Но это из книги Ю. Мухина мы узнаем, что в ПрибОВО начали приводить войска в боеготовность с 16 июня. А на самом деле все началось еще раньше, о чем свидетельствует приказ № 0052 от 15 июня 1941 года, подписанный командующим генерал-полковником Ф. Кузнецовым, начальником управления политпропаганды округа бригадным комиссаром Рябчим и начальником штаба генерал-лейтенантом Кленовым: «Содержание. По обеспечению боевой готовности войск округа. Проверка боевой готовности частей округа показала, что некоторые командиры частей до сего времени преступно не уделяют должного внимания обеспечению боевой готовности и не умеют управлять своими подразделениями и частями». И далее идет преамбула на страницу и на три страницы приказная часть, состоящая из 19 пунктов. И такие слова как «управление безобразно низкое», «старые порочные методы», «преступная халатность» разбросаны по всему тексту. Создается впечатление, что командующий округом решил написать на нескольких страницах инструкции командирам всех рангов на все случаи боевых действий в обороне. Например, в пятом пункте приказывается: «Установку противотанковых мин и проволочных заграждений перед передним краем укрепленной полосы готовить с таким расчетом, чтобы в течение трех часов минное поле было установлено …». В девятом пункте: «Научить и заставить штабы всегда знать положение своих войск и противника, уметь снабжать свои войска всем необходимым для боя …». В пункте семнадцатом: «Самолеты на аэродромах рассосредоточить и замаскировать в лесах, кустарниках, не допуская построения в линию, но сохраняя при этом полную готовность к вылету». А в преамбуле сказано о методах: «Подготовку проводить без шума, спокойно, скрытно, но работать надо день и ночь, ночь и день».

Ю. Мухин цитирует приказ штаба ПрибОВО от 19 июня, где говорится все то же и о минах, и о том, что все делать «без шуму без гаму». Но есть в приказе от 15 июня интересные моменты, связанные с датами. Пункты 2 и 3 гласят: «Командирам корпусов провести учения на местности с каждым командиром полка по выполнению решения, принятого командиром дивизии, к 24.6.41 г. Командирам дивизий провести учения на местности с каждым командиром батальона, дивизиона к 28.6.41». И, наконец, пункт 19: «Командующему армией составить календарный план выполнения приказа, который полностью выполнить к 25 июня с. г.». 

Вопрос: к 25 июня надо выполнить приказ или составить план исполнения этого приказа? Конечно, речь идет о сроке исполнения плана, так как в приказной части есть пункты, исполнение которых устанавливается к концу месяца. Таким образом этот приказ появился не в предчувствии нападения Германии 22 июня, а совсем по другой причине. Мы сами готовились к войне с Финляндией, а потом и с Германией. И все приказы штаба ПрибОВО от 16, 18 и 19 июня это такие же инструкции, это краткие выдержки из боевых наставлений и полевого устава, которые, как убедился командующий округом, большинство командиров частей и подразделений не читает и не умеет применять на практике. Вся эта бумажная активность – это своего рода попытка осуществления краткого ликбеза среди своих подчиненных. Ибо, как констатируется в преамбуле, упомянутого выше приказа № 0052, «командный состав не умеет ориентироваться на местности. Ночью блуждает, не умеет управлять, бегает по полю боя вместо посыльных. Командир полка майор Гарипов лично сам искал более двух часов заблудившийся авангардный батальон. Своевременно боевой приказ полку не отдал». А в двух заключительных абзацах преамбулы почти во всех предложениях речь идет о боеготовности:  « … именно сегодня, как никогда, мы должны быть в полной боевой готовности; … в любую минуту мы должны быть готовы к выполнению любой боевой задачи; … всегда быть в полной боевой готовности; … быть в полной боевой готовности». Тут самое время спросить Ю. Мухина, чем, по его мнению, могла помочь командующему ПрибОВО московская бумажка от 18 или 21 июня о приведении войск  в боевую готовность, если он сам уже с 15 июня отдает приказы с требованием быть в полной боевой готовности в любую минуту. 

И все мухинские примеры с ответами генералов на вопрос о времени получения директив по приведению войск округа в боевую готовность не имеют никакого отношения к введению в действие планов прикрытия. Все опрашиваемые командиры фактически говорят о приказах, которые отдавались на основании приказа № 0052 от 15 июня, а не на основании распоряжения Жукова (якобы отданного 18 июня) о вскрытии «красных пакетов». Во-первых, Жуков просто не имел полномочий на издание такого приказа. Пусть Ю. Мухин внимательнее почитает список тех, кто имел право объявить тревогу. В том перечне из раздела IХ плана прикрытия не упоминается начальник Генштаба. Во-вторых, во всех предполагаемых шифротелеграммах речь не идет об объявлении пресловутой боевой или даже полной боевой готовности, а исключительно об объявлении ТРЕВОГИ.

Кстати, я не уверен, что планы прикрытия были утверждены. Вот и коллега Ю. Мухина по ура-патриотическому цеху Р. Иринархов пишет, что «… планы прикрытия … народным комиссаром обороны СССР не были утверждены». (Иринархов Р. Пропущенный удар. М., 2011, стр. 181).

 Но если, как полагает Ю. Мухин, планы были приняты к исполнению, то тогда получается прямо-таки идиотская ситуация. Дело в том, что в планах прикрытия всех округов задача ставилась ясная и понятная – «…не допустить вторжения как наземного, так и воздушного противника на территорию округа …». И вот представьте себе, уважаемые друзья, что 18 июня 1941 года уже упоминавшийся генерал-полковник Ф. Кузнецов получает приказ Жукова о введении в действие окружного плана прикрытия госграницы, который разрабатывался в его штабе. Он прекрасно помнит главную задачу – ни одна нога захватчика, ни один самолет супостата не должны пересечь наземную или воздушную границу Союза Советских Социалистических Республик!

 Святое дело: бей их гадов смертным боем и ни о чем больше не думай! Командующий округом, разумеется, отдает соответствующие приказы в армии, а те дальше в корпуса и дивизии: Не допустить коричневую нечисть на родную землю и точка! Но вот наступает ночь с субботы на воскресенье 22 июня, и генерал-полковник Ф. Кузнецов получает из Москвы от того же Жукова еще одну директиву, где его предупреждают о возможных провокациях и требуют привести части в боевую готовность. И командующий ПрибОВО отдает, и это уже не предположение, а реальный факт, новый приказ в 2 часа 25 минут 22 июня, где в частности в первом пункте пишет: «В случае провокационных действий немцев огня не открывать. При полетах над нашей территорией немецких самолетов не показываться и до тех пор, пока самолеты противника не начнут боевых действий, огня не открывать». Такие вот дела! Значит, 18 числа «запахло порохом», и все главные военачальники поняли, что война на пороге. А 21 июня, когда немцы стали снимать проволоку на границе, когда побежали перебежчики, те же люди решили, что, пожалуй, все не так уж и страшно. Поэтому про планировавшееся «не допустить противника» забыть, а главное – не поддаваться на провокации. А если, не дай бог, полетят самолеты с крестами, то ни в коем случае не сбивать, а разбегаться и прятаться кто куда.

То есть, своей версией о жуковской директиве от 18 июня Ю. Мухин фактически говорит нам, что Тимошенко и Жуков с Маленковым были невменяемыми людьми, либо таковым оказался командующий ПрибОВО вместе со своим начальником штаба и членом военного совета, а может быть и сам Ю. Мухин … того, немного не в себе. А может быть мы все придурки, если через 70 лет после ВОВ у нас разброд, шатания и грызня по элементарным проблемам собственной недавней военной истории.  

Кстати, свою версию о введенных в действие планах прикрытия Ю. Мухин подкрепляет только документами ПрибОВО. А как обстояли дела, например, в Западном Особом Военном Округе? Там, если верить Ю. Мухину, никто и думать не думал о будущей войне, никто не обращал внимания на состояние боевой готовности.  «В Западном ОВО, которым командовал предатель Павлов, приказ о приведении войск в боевую готовность отдан не был. Предатель Павлов вверенные ему армии даже в лагеря не вывел». (Мухин Ю. Если бы не генералы! М., 2007, стр. 89).                            

А вот мнение на этот счет уже упоминавшегося коллеги Ю. Мухина       Р. Иринархова: «Как вспоминал генерал армии К.Н. Галицкий, «в апреле наша дивизия, как и многие другие соединения, была переведена на штаты военного времени и хорошо укомплектована».  …12 июня командир дивизии был вызван в штаб округа, где лично от генерала Павлова получил секретное указание: «Во второй половине июня… дивизия будет переброшена на автомашинах двух автомобильных бригад в район  Гродно…  Никаких письменных указаний от меня и штаба округа не будет. Все делать согласно моим личным указаниям. Доложите их командующему армией генералу Кузнецову». Во исполнение полученного приказа руководящий состав дивизии 16-17 июня провел рекогносцировку по предстоящему маршруту передвижения частей: Молодечно, Лида, Гродно. Прибыв с докладом к командующему 3-й армией, генерал Галицкий услышал от него следующие слова: «Положение тревожное. Мною отдан приказ вывести часть войск ближе к границе, к северо-западу от Гродно. Поезжайте к себе, подготовьте все к приведению частей в готовность в соответствии с планами поднятия по боевой тревоге. Никому об этом пока не говорите. Всю работу проводите лично и без шума». (Иринархов Р. Пропущенный удар. М., 2011, стр. 31-32).

 Смотрите, здесь почти все то же , что и в воспоминаниях генералов ПрибОВО. Тут вам и приказ командующего округом, и практические действия («рекогносцировка»), и распоряжение командующего армией о приведении войск в боеготовность. Разница лишь в форме отдачи приказов: в ПрибОВО они письменные, а Павлов отдает их устно. Да еще, пожалуй, слово из приказа Кузнецова – «подготовьте» отличает тех от этих. Галицкий мог пропустить такую «мелочь» и написать просто: «Командующий отдал распоряжение о приведении дивизии в боеготовность». Но он пишет, что ему приказали подготовиться к приведению частей в готовность. А это две очень большие разницы.

А теперь у меня вопрос к нашим уважаемым читателям: «В какой эшелон войск прикрытия ЗапОВО входила 24-я дивизия генерала Галицкого?» Если кто не знает, то примите к сведению – это было соединение не 1-го и даже не 2-го эшелона. Это был армейский резерв. Вы слышите, господин Мухин? У «предателя» Павлова уже части резерва с 12 июня «на стреме», а Вы бубните о невыведении в лагеря. А зачем войска раскидывать по каким-то лагерям, если скоро война, и их готовят к выходу в запланированные районы?

 И еще вопрос Ю. Мухину по поводу предательства. Почти в каждом цитируемом им документе штаба ПрибОВО, а также в мемуарах Галицкого от подчиненных требуют работу проводить лично и без шума. И командующий ЗапОВО генерал армии Павлов сам поступает согласно этому требованию, встречаясь лично с глазу на глаз с командирами дивизий. А в ПрибОВО генерал-полковник Кузнецов Ф. за неделю до войны наводнил округ бумажками, отдавая письменные приказы чуть не ежедневно. Если у «предателя» Павлова о приведении войск в готовность знали только их командиры, то в ПрибОВО, кроме командиров, об этом знали десятки «лишних» людей в окружном, армейских и корпусных  штабах: шифровальщики, радисты, телеграфисты и пр. Можно предположить, что своей «макулатурной» активностью генерал-полковник Ф. Кузнецов спровоцировал нападение Гитлера, как Вы думаете, господин Мухин? И можно ли его за это назвать предателем?                                           

Но если оставить в стороне все подобные допущения и перейти к оценке реальных событий, то окажется, что именно командующий ПрибОВО больше заслуживает этого «почетного» мухинского звания. Вот два высказывания коллег Ю. Мухина, таких же, если не более «крутых патриотов». «Одним из первых на пути агрессивных планов фашистской Германии стал Западный Особый военный округ, который принял на себя самый сильный удар немецко-фашистских войск – группы армий «Центр». (Иринархов Р. Пропущенный удар. М., 2011, стр.6).                                                             

«Соотношение сил в полосе Северо-Западного фронта было самым неблагоприятным  на всей советско-германской границе». (Савин В. Разгадка 1941 г. М., 2010, стр. 297). «Неблагоприятное соотношение сил и первоначальные успехи немецких войск заставили войска Северо-Западного фронта начать беспорядочный отход. …24 июня(на день раньше Западного фронта) общий отход был узаконен директивой командующего войсками Северо-Западного фронта». (Там же, стр. 301). Как видим, «патриоты» расходятся во мнении, какому округу больше досталось, но даже «поклонник» ПрибОВО признает, что войска Ф. Кузнецова организованно побежали раньше. Так в чем же смысл всей той «бумажной боевой готовности» и выхода в лагеря войск Прибалтийского ОВО? И кто из двух командующих больший предатель?  Так что, господину Мухину надо бы подкорректировать свои оценки предвоенной ситуации в нашей стране и роли отдельных личностей в событиях того времени.                                           

Но вернемся к М. Солонину, который, я напомню, полагает, что Сталин в апреле-мае получил информацию о возможном нападении Гитлера на СССР летом  1941 года. Летом – это когда? В конце августа? Ну, уж нет! Воевать в России – это значит надо, хочешь не хочешь, учитывать сезонный фактор. Если бы товарищ Сталин озаботился возможным сроком нападения Германии, он бы выбрал май-июнь. Поставьте себя, господин Солонин, на место Иосифа Виссарионовича. Из разных источников Вам сообщают возможные даты начала войны: в июне, в середине июня, 15, 20, 22 июня. Вечером 21-го Вам докладывают о перебежчиках. В такой ситуации Вы допустите, что вполне возможно в ночь на 22-е Гитлер и ударит? Какова, по Вашему, вероятность реального нападения? 80%, 50%? Сколько? По Вашей версии Вы обязаны дать хотя бы 20-30%. А если так, разве в таком виде Вы отдавали бы Директиву №1?

Я уже говорил об этой отмазке московских начальников. Скажу еще пару слов. Возьмем пункт «а» приказа: «в течение ночи на 22 июня 1941 г. скрытно занять огневые точки укрепленных районов на государственной границе». Ночью, скрытно – это все та же идея фикс – не спровоцировать Адольфа. А теперь посчитайте, когда этот приказ дойдет до частей. Из округов документ ушел в армии в половине третьего. Там получат, расшифруют, напишут свой вариант, зашифруют, отправят в дивизии. В дивизиях примут, расшифруют. Это минимум три часа. 2.30 + 3 = 5.30 Допустим, полк получил приказ в шестом часу. Какая ночь в это время в России, господин Солонин? Уже светло как днем. Как Вы думаете, маршал Тимошенко и генерал армии Жуков могли выполнить такое нехитрое арифметическое действие? Да уж, в отличие от нас с Вами, они обязаны были думать, выполним ли их приказ. Но не думали. Задачи такой не было. Далее. Посмотрите еще раз Директиву №3. Там в первом пункте есть такие строки: « 1. Противник … , понеся большие потери, достиг небольших успехов на указанных направлениях.  На остальных участках госграницы с Германией и на всей госгранице с Румынией атаки противника отбиты с большими для него потерями».  

Зачем, господин Солонин, товарищи Тимошенко, Жуков и Маленков врут? Ведь они не речь Молотову для выступления по радио пишут. Правильно делают! Они знают, что войска уже несколько часов воюют, и их необходимо подбодрить. Это абсолютно оправданный ход. А теперь вернитесь к Директиве №2. Те же самые люди обращаются к своим боевым соратникам. И что же они пишут? А они рассказывают, как наглая немецкая авиация бомбит наши города и аэродромы, и что немецкие войска перешли границу. И ни слова о действиях наших войск! Но, Красная Армия, если верить Вам, господин Солонин, воюет уже с 4-х часов утра. Надо же поддержать ее бойцов и командиров, как Вы думаете? А вот товарищ Жуков не считал нужным в восьмом часу утра ободрять кого бы то ни было. Он знал, что никто не смеет воевать без приказа из Москвы. И поэтому, только в Директиве №2, он требует «обрушиться» на врага, так как до этого никто на немцев не обрушивался.                                                             

А что бы Вы, господин Солонин, написали в первом приказе, будь Вы на месте Сталина? Допустим, Вы расцениваете шанс нападения именно 22 июня пусть даже не в 20-30%, а в 5-10%. Наверное, Вы бы дали людям, на головы которых, возможно, полетят снаряды и бомбы хоть какую-нибудь подсказку, чтобы отличить провокацию от реального нападения. Но прежде сами попытались бы хоть немного пораскинуть мозгами. Ведь, даже если 1 шанс из 10, что Гитлер нападет – это серьезно. Если пропустить этот первый удар, то последствия могут оказаться очень неприятными. «Внезапность действует ошеломляюще» - сами же приказали в устав записать. Понятно, что нет никакой возможности по начавшейся заварухе определить: война это или провокация. Их легко различить по масштабу, так сказать, по размаху. Но для отдельной части все равно, они не знают, напали только на них или на всех сразу. Так что о масштабах говорить не приходится. Значит, остается интенсивность огня и мощь применяемых сил. А поэтому приказ мог быть таким: « 1. На ружейно-пулеметный и артиллерийский огонь не отвечать. 2. Не допустить танки и авиацию на нашу территорию».                  

Ну, а дальше можно было и про маскировку, и про «границу не переходить» и пр. Это, надеюсь, понятно. Если будут начинать реальную войну, то применят всю мощь огня, а уж танки и авиацию – обязательно. А вот провокацию, без ведома высшего руководства, чаще всего осуществляют низшие командные звенья, и, вряд ли, они смогут использовать что-то серьезнее артиллерии. Конечно, этот вариант не дает, разумеется, никаких гарантий избежать ошибки, можно придумать и получше, но он хоть как-то помогает отличить провокацию от войны. Самое главное, он позволяет среагировать на самые опасные удары: танковые и авиационные. Да, возможна ошибка, но ответственность за нее должно было взять руководство страны и армии, если оно хоть в малой степени задумывалось над возможными последствиями. Но в своей Директиве №1 товарищ Сталин не стал ломать голову над этим вопросом и не дал ни малейшего шанса воевать тем, кто оказался на границе в страшное утро 22 июня 1941 года. И совсем не потому, что он был записным садистом, нет. Он был абсолютно уверен, что ничего серьезного 22 июня не произойдет.

И поэтому он закончил свой рабочий день в 23 часа. Как Вы думаете, господин Солонин, кто у него в этот вечер оставался дольше всех. Вы думаете Тимошенко с Жуковым или Ватутин с Голиковым? Никак нет! Лаврентий Павлович Берия был последним, с кем говорил Иосиф Виссарионович. О чем же он мог с ним говорить? О войне? Нет, конечно. Если бы товарища Сталина тревожила возможность нападения, он бы покалякал на эту тему с генералами- вояками. А тут Берия. Значит, последние слова вождя перед уходом могли быть примерно такие: «Ты смотри, Лаврентий! Тут многие кричат о войне, перепугались. Никакой войны, конечно, не будет, но провокации возможны. Ты там своих погранцов предупреди, чтобы в оба глядели».

И пошел Иосиф Виссарионович безо всяких тревожных мыслей отдыхать, хотя, как правило, работал и до 1 часу и до 2 часов ночи, если важные вопросы были. А 21 июня не было ничего такого, чтобы он задержался. Главное он сделал – о возможных провокациях предупредил. Кстати, господин Солонин, полюбуйтесь на приказ штаба 27-й армии ПрибОВО: « 22 июня, , 3 ч. 45 мин. Со стороны немцев могут быть действия мелких групп нарушения нашей границы. Не поддаваться на провокации».

Видите, что стало с Директивой №1? Она превратилась в четкий приказ, и командующий армией правильно понял московских начальников. Способный был командарм, в 1945 г. будет назначен комендантом Берлина. И вполне может быть, что именно хорошее знание грамматики поспособствовало в этом генералу Берзарину.

Итак, если товарищ Сталин не ждал нападения Гитлера летом 1941 года, то, что он собирался делать? О своих планах на тот год он еще в ноябре 40-го предупредил Гитлера, как и водится между союзниками. Иосиф Виссарионович решил реализовать ранее принятые договоренности относительно Финляндии. Правда, фюрер резко возражал против боевых действий в районе Балтийского моря. Но товарищ Сталин вполне обоснованно считал, что занятый войной с Англией фюрер реально ему помешать не сможет, а будет просто напросто блефовать, произнося грозные предостережения. В ноябре Молотов ехал в Берлин договариваться насчет финского вопроса, а план войны с Финляндией  "Записка Наркома обороны СССР и начальника Генштаба Красной Армии в ЦК ВКП(б) – И.В.Сталину и В.М.Молотову о Соображениях по развертыванию Вооруженных Сил Красной Армии на случай войны с Финляндией" № 103203/0в   18 сентября 1940 г. уже был готов почти два месяца назад.  Где-то до мая месяца вождь мирового пролетариата не спешил, ибо полагал, что времени у него вагон. Этим летом он разберется с Финляндией, пока Гитлер и Черчилль грызутся, а на следующий год придет черед и Адольфа.

Но в середине мая до Иосифа Виссарионовича стали доходить тревожные новости. И в первую очередь из Англии, а также из других стран, но касательно ситуации на туманном Альбионе. Суть этих новостей можно выразить коротко: Гесс прилетел!  Тут нам необходимо вновь обратиться к нашему «блестящему аналитику» и вспомнить, как он оценивал положение Англии и Германии на лето 1941 года. Вот некоторые из его высказываний: «С самого первого дня эта война высветила полную неготовность Германии противостоять Британии на морях и океанах».  … В перспективе воздушная война не сулила Германии ничего радостного». (Суворов В. Самоубийство. М., 2000, стр. 247, 250).

Эти «изречения» взяты из книги, опубликованной нашим героем в 2000 г., а в 1998 г. в Англии вышла монография уже упоминавшегося мной историка Алана Кларка «The Tories». Чтобы показать степень компетентности этого человека, следует сказать, что он был депутатом парламента, возглавлял в правительстве Тэтчер министерство торговли, а с 1986 по 1989 служил в министерстве обороны младшим министром. И вот его точка зрения на эту проблему: « 23 декабря (1940 г. – Яцев А.) Канцлер Казначейства умолял своего американского коллегу о помощи в преодолении временных трудностей, так как золотой запас иссякал на следующей неделе». (Clark A. The Tories. London, 1998, p. 203).

Разумеется, хорошо, быть сильнее «в небесах и на море», но для войны нужны еще и денежки. Англия не выплатила долг США за 1-ю Мировую войну, объявив дефолт. Поэтому в начале 2-й Мировой Штаты никаких займов англичанам не давали, дураков нема, и последним приходилось платить за все наличными. И к концу 1940 г. уже реально замаячила перспектива остаться с пустыми карманами.

Короче говоря, Гесс прилетел очень вовремя и привез предложение о мире. Как пишет А. Кларк, среди прочих условий, Гитлер требовал отставки правительства Черчилля. Но британский премьер оказался, так сказать, не лыком шит. Понимая, что в такой тяжелейшей ситуации коллеги сдадут его с потрохами, он изолировал Гесса, о подробностях предложений которого не знали даже члены правительства. А. Кларк утверждает, что кроме предложения о мире заместитель фюрера по партии рассказал о намерении Гитлера напасть в ближайшее время на СССР. Как известно, миссия Гесса оказалась невыполнимой, и тогда Адольф показал Британии, кто хозяин в небе и на земле. «Три недели в мае 1941 года, последовавшие за отказом от принятия предложения, доставленного Гессом, потрясли Британию до степени, далеко превосходящей майский «страшный суд» предыдущего года».     (Clark A. The Tories. London, 1998, p. 207)

 Наш «блестящий аналитик» мог бы для общего развития заглянуть в книжку своего «земляка» и узнать, что именно Британия летом 1941 г. «висела на волоске». Но вместо этого В. Резун несет чушь: « … 27 мая всем стало ясно: никаких надежд покорить Британию у Гитлера нет». (Суворов В. Самоубийство. М., 2000, стр. 249).  Но если наш «аналитик» в одной книге пишет так, то значит, вполне возможно, что в другой напишет или уже написал не то что другое, а нечто прямо противоположное. И точно! Господину Резуну совсем не обязательно было утруждать себя хождением по магазинам и тратой денег на чужие книги. Он мог просто протянуть руку и взять с полки собственную работу и прочитать: «И тут же официальный вывод военно-морского атташе: Великобритания в 1941 году была на грани поражения. И официального опровержения не было. Следовательно: Великобритания в 1941 г. действительно была на грани поражения». (Суворов В. Последняя республика. М., 1997, стр. 7). 

Майская вспышка активности боевых действий, предпринятая Гитлером, доказывает, что полет Гесса не был личной инициативой последнего. Фюрер, не дождавшись от Британии согласия на его условия о мире, решил, что называется, дожать соперника. Если бы заместитель Гитлера действовал только от своего имени, то Адольф не стал бы активизировать боевые действия против англичан перед вторжением в СССР, потребовавшие огромных материальных затрат и людских потерь.     

Товарищ Сталин, разумеется, получал информацию о состоянии дел на «германо-британском фронте». И после новостей о прилете Гесса и ожесточенных майских сражениях не трудно было сделать вывод, что Гитлер хочет «принудить» британцев к миру. Поскольку точных данных на тот момент Иосиф Виссарионович не имел, то ход его рассуждений мог быть примерно таким: «Этим летом фюрер заставит англичан заключить с ним мир. А на следующий год, ясное дело, он двинется на Восток, и наши планы на 1942 г. рушатся как карточный домик. Поэтому надо использовать последний шанс, пока силы Германии распылены, и самим напасть нынешним летом». И потому планировавшаяся с осени 40-го года война с Финляндией становится первым актом. За ним должен был последовать тот самый «освободительный поход» в Европу, из-за которого товарищ Сталин и затеял весь этот сыр-бор.    

 Итак, планида могла быть следующей: в конце июня мы начинаем войну с Финляндией с объявлением всеобщей мобилизации. Под шумок финской кампании заканчиваем, уже не таясь, сосредоточение нашей группировки против Германии, то есть одну войну прячем в другой как в матрешке. Иосиф Виссарионович честно предупредил своего союзника в ноябре 1940 года о своих намерениях насчет финнов, как и должно быть между хорошими партнерами. Не могла ли вызвать подозрение именно всеобщая мобилизация? Так ведь все увидели, в том числе и Гитлер, что Финляндия соперник серьезный и объявлением мобилизации в одном-двух округах не обойдешься. Пробовали уже, весь мир свидетель.

Так что насчет подозрений можно сказать: в таком разе они сводились к минимуму. Но, повторяю еще раз, вождь мирового пролетариата был уверен, что он «играет белыми» и первый ход за ним. Летом 1941 г. он не видел реальной опасности нападения Германии на СССР. В доказательство я бы посоветовал сравнить два уже упоминавшихся документа: «Соображения по плану стратегического развертывания Вооруженных сил Советского Союза на случай войны с Германией и ее союзниками» от 15 мая 1941 г. и «Справку о развертывании Вооруженных сил СССР на случай войны на Западе» от 13 июня 1941 г. Наш брат «историк» читает подобные документы своеобразно, никогда не обращая особого внимания на цифры. Арифметика – это не наш профиль. Но есть простой выход: предложите своим детям, даже если они ученики начальных классов, решить простую задачку. Читаем раздел III, пункт 1, подпункт а) «Соображений…» : « … из них в составе Северного, Северо-Западного, Западного и Юго-Западного фронтов – 136 сд, 44 тд, 23 мд, 7 кд ( всего 210 дивизий)…». Попросите ваше чадо сложить четыре числа. Уверен – большинство детишек справятся с заданием, сложат столбиком и получат 210. Затем перейдите к разделу IV, где расписан состав по каждому из четырех фронтов и дайте ребенку сложить такую группу чисел: «Северный фронт – 21д; Северо-Западный фронт – 23 д; Западный фронт –     45 д;     Юго-Западный фронт – 122 д».

Вы, конечно, знаете ответ, но интересно же проверить способности вашего отпрыска в арифметике. Когда ребенок покажет вам результат своих вычислений, вы, разумеется, расстроитесь, ибо у него в ответе будет 211. Хоть и маленькая, но все-таки ошибка, подумаете вы и, пожурив ребенка, отправите его дополнительно заниматься решением задач по математике. Но если у вас хватит терпения самому сложить эти несколько чисел, вы испытаете, как говорится, двойственное чувство. С одной стороны окажется, что ребенок прав, и четыре фронта в совокупности действительно имели 211 дивизий. С другой, вы тихо произнесете что-то вроде «Твою дивизию!» и задумаетесь о тех ватутиных, василевских и прочих штеменко, которые обязаны были проверять свои планы, справки и пр. Действительно, если смотреть разбивку по фронтам в IV разделе «Соображений …», то получается 211 дивизий, а в разделе III, где указано количество соединений по родам войск – 210.  Одна дивизия пропала. Конечно, не велика беда – из трех сотен дивизий потерять одну. Но это же не бочка селедки и даже не эшелон с углем – это целая дивизия. Если кому-то захочется, тот может определить, что это стрелковая дивизия, коих в составе 4-х  фронтов товарищ Ватутин насчитывал 136 (раздел III), а при сложении количества стрелковых дивизий, данных отдельно по каждому из четырех фронтов, их получается 137 (раздел IV). Однако, в таком случае, общее число всех дивизий в Красной Армии должно быть не 303, а 304. Или как? Вот тебе и мозг армии! Но, давайте, раз уж пошла «такая пьянка» посчитаем еще немного. Не беспокойтесь, граждане гуманитарии, на этот раз будем оперировать не сотнями, а десятками. Берем раздел III, пункт 1, подпункты а) и б), из которых мы узнаем, что все соединения разбиты на три большие группы:  210 дивизий числятся за четырьмя фронтами; 48 – резерв ГК; 45 – для обороны Севера, Юга и Дальнего Востока. С фронтами мы уже разобрались: там одна стрелковая дивизия «гуляет». Проверим резерв. Для этого заглянем в раздел V, где все дивизии разнесены по 5 армиям. Начинаем считать стрелковые дивизии: 9 + 4 + 6 + 8 = 27. Ура! Сошлось с подпунктом а), пункта 1, раздела III, где расписан состав резерва по родам войск: 27 сд; 14 тд; 7мд. Подсчитываем танковые: 4 + 2 + 4 + 2 = 12. А должно быть 14. Две дивизии пропали или появились из ниоткуда, смотря от чего «плясать». Смотрим моторизованные дивизии: 2 +2 + 2 + 2 = 8. Одна лишняя. Но в итоге во всех 5 армиях насчитывается 47, а не 48. Итак, что же получается? Если исходить из того, что в Красной Армии было все-таки 137 сд, то общее количество дивизий составляло 304, а не 303. Если считать, что в резерве было 47 соединений, то тогда Красная Армия насчитывала 302 дивизии. Можно также предположить, что состав по трем группам  реально был таким: 211 дивизий в составе четырех фронтов; 47 – резерв ГК и 45 – оборона северных, южных и дальневосточных рубежей. И тогда в сумме получается заявленное Ватутиным число в 303 дивизии.                                            

 К чему все эти детские примеры? А к тому, что, скорее всего, этот документ «левый». Не хочется думать, что к товарищу Сталину попадали такие планы. А если все-таки попадали, то становится ясно, почему мы выиграли войну такой ценой. Ошибаясь в сотнях, на тысячи и миллионы уже просто не обращали внимания.

Но вернемся к сути предлагаемого плана от 15 мая. Фраза из раздела I, в которой предполагается нанесение немцами главного удара на Киев, говорит о том, что в Генштабе на 15 мая понятия не имели о «Барбароссе». Из раздела II мы узнаем, до каких «стратегических высот» поднялось наше военное искусство. Оно, под неустанным руководством вождя мирового пролетариата, действительно, стало революционным, то есть невиданным и неслыханным доселе. Если со времен каменного века люди учились воевать и постепенно на основе опыта сформировали систему законов и правил о войне, где самым первым и простым правилом было: найди у врага слабое место и бей в него. Вклад в науку о войне вносили не только военные, но и поэты, и, видимо, одному из них принадлежат гениальные в своей простоте строки, выражающие суть стратегии: «Форма у войска подобна воде; форма у воды – избегать высоты и стремиться вниз; форма у войска – избегать полноты и ударять по пустоте. Вода устанавливает свое течение в зависимости от места; войско устанавливает свою победу в зависимости от противника». (Лиддел Гарт. Стратегия непрямых действий. Спб., 2008, стр. 16).

А наши полководцы «увидели», где у германцев «полнота» и решили не искать «пустоты», а бить по главной группировке. Вот если бы у них перед глазами лежал план «Барбаросса», согласно которому три танковые группы из четырех наносили удар севернее Пинских болот, то и они намечали бы главный удар там же. Милое дело: выследил самую мощную группировку противника, выставил против нее в 1,5 – 2 раза крупнее свою и одним махом прикончил, а значит и войну выиграл. Прелесть, а не стратегия! И, главное, голову ломать не надо.

Сравнивая «Соображения…» со «Справкой…», легко увидеть, что к середине июня наша западная группировка была почти выстроена … на бумаге, как того требовал план от 15 мая. В «Соображениях…» состав Северного фронта был определен в 21 дивизию, на 13 июня их увеличили до 22-х. Северо-Западному из 23-х оставляли ровно 23. В составе Западного фронта вместо 45 дивизий  было 44. И только Юго-Западный фронт оказался «недоразвернутым»: вместо запланированных ранее  122-х дивизий ему теперь полагалось 97. Если посмотреть состав каждого фронта, то окажется, что Северному и Северо-Западному давали то же количество стрелковых, танковых, моторизованных и кавалерийских соединений, которые предусматривались по «Соображениям…». Просто Северному фронту добавили 1 стрелковую дивизию. У Западного изменился «качественный» состав, там уменьшили количество стрелковых дивизий с 31 до 24, но зато прибавили 4 танковые и 2 моторизованные. Юго-Западному фронту до майского плана недоставало 11 стрелковых, 8 танковых, 5 моторизованных и 1 кавалерийской дивизии.

По ВВС трем фронтам, кроме Юго-Западного, подтверждались прежние разнарядки: 18, 13 и 21 авиаполков соответственно. Юго-Западному срезали 6 авиаполков. Кстати с авиацией товарищ Ватутин обращался также небрежно, как и с сухопутными войсками. В пункте 2 раздела III читаем: « - в составе Северного, Северо-Западного, Западного и Юго-Западного фронтов – 63 иап, 64 ббп, 5 шап, 11 дбп и 1 тбп, всего 144 авиаполка». А в разделе IV количество авиаполков по фронтам расписано следующим образом: Северный фронт – 18 полков авиации, Северо-Западный – 13, Западный – 21, Юго-Западный – 91. Всего получается 143 полка. Откуда у генерал-лейтенанта Ватутина в разделе III взялся еще один полк неизвестно. В том же разделе III написано: « - в составе резерва Главного Командования за Юго-Западным и Западным фронтами – 14 дбп и 4 тбп, всего 21 авиаполк." Но здесь просто выпало количество истребительных авиаполков. Должно быть – 14 дбп, 4 тбп и 3 иап, всего 21 авиаполк. Эта ошибка легко определяется. Однако интересно, неужели в оригинальном тексте были такие ляпы?

Хочу повторить, из «Справки …» нельзя понять, каков был реальный состав четырех фронтов на 13 июня 1941 г. Но в этом документе в конце раздела I есть такие строки: «… При таком распределении сил необходимо дополнительно запланировать перевозки по железной дороге…». И далее перечисляются округа, из которых необходимо было перевозить войска главным образом в КОВО. Из 33 дивизий только 1 из АрхВО и 6 из СибВО перевозились в район ЗапОВО. Тот факт, что в этом перечне не фигурируют ни ПрибОВО ни ЛенВО, позволяет предположить о полной завершенности оперативного развертывания соответствующих фронтов. Конечно, можно сказать, что до Северного и Северо-Западного еще вообще очередь не дошла. Но тогда вырисовывается совсем уж печальная картина. С 15 мая прошел уже почти месяц , а наш Генштаб еще не закончил бумажную работу по развитию «Соображений…». В середине июня генерал-лейтенант Ватутин «сигналит» своему начальству, что если оно заинтересовано в выполнении плана, то надо внести в график перевозок еще 33 дивизии. Гладко было на бумаге, да забыли про овраги. Помните? А здесь не до оврагов, тут бумаги еще не готовы. Если поверить В. Резуну, М. Солонину и всем, кто полагает, что Иосиф Виссарионович уже в мае планировал таким образом, то есть, основываясь на «Соображениях…», выстроить нашу Западную группировку для войны с Германией, то тут получается заковыка. В самом деле, давайте прикинем: товарищ Сталин полагал, что главный удар немцы нанесут на Киев, либо он сам, вне зависимости от планов Гитлера, собирался ударить летом 1941 г. на юге. В таком случае он бы разворачивал свою группировку с юга на север, то есть начал бы с Юго-Западного фронта и закончил второстепенными Северо-Западным и Северным, которым по плану ставились оборонительные задачи. Еще раз вчитаемся в генштабовские цифры о соотношении сил. Из раздела I мы узнаем, что на 15 мая 1941 года Ватутин ( или Жуков ), ссылаясь на Голикова, сообщает о 112 германских дивизиях, уже стоящих против СССР. Общее число германских соединений — 284. Далее в том же разделе написано следующее: « Вероятнее всего главные силы немецкой армии …, а всего до 100 дивизий будут развернуты к югу от Демблин для нанесения удара в направлении — Ковель, Ровно, Киев.» И в конце раздела: « Учитывая, что Германия в настоящее время держит свою армию отмобилизованной, с развернутыми тылами, она имеет возможность предупредить нас в развертывании и нанести внезапный удар. Чтобы предотвратить это ( и разгромить немецкую армию ), считаю необходимым ни в коем случае не давать инициативы действий Германскому командованию, упредить противника в развертывании и атаковать германскую армию в тот момент, когда она будет находиться в стадии развертывания и не успеет еще организовать фронт и взаимодействие родов войск».

А теперь давайте «переварим» всю эту писанину. Значит, наш Генштаб полагает, что на май месяц Германия имеет всего 284 дивизии, из которых до 180 она может выставить против СССР. Главные силы этой группировки в количестве до 100 дивизий будут вероятно сосредоточены южнее Демблина для нанесения удара на Киев. Ставится задача опередить противника и атаковать его, когда он будет еще в процессе развертывания, то есть двинуть Юго-Западный фронт не против 100, а против 70, 80 или 90 немецких дивизий. Как вам такая планида, ребята? Да нормальный ход! Чувствуешь угрозу — бей первым! А даже если и не чувствуешь, но хочешь вмазать покрепче — все равно бей первым. Простой, но очень эффективный прием. Все правильно. Но как быть с последним абзацем раздела II:  «Таким образом, Красная Армия начнет наступательные действия с фронта Чижов, Лютовиска силами 152 дивизий против 100 дивизий германских». Что называется, приехали! Старались опередить германца в развертывании, ударить, когда он будет еще в « процессе». И, нате вам! Наступаем не против 70, 80 или ,в крайнем случае, против 90, что было бы результатом реального опережения, а против тех же 100. То есть, старались, тужились, рвали жилы ради более выгодного соотношения сил, а потом решили подождать, пока германец соберет всю свою запланированную группировку в 100 дивизий. Это, конечно, джентельменский жест, но в чем же тогда смысл плана? Для чего огород городить? Зачем такое опережение?

Можно, конечно, объяснить такую явную нестыковку двух разделов тем, что над планом трудились несколько человек. Один написал об опережении, а второй этот момент пропустил. А  может у генерал-майора Василевского были проблемы с памятью, и он не помнил о своей же идее опережения. А есть и более правдивое объяснение. Суть его состоит в следующем: два предложения в конце раздела I появились в тексте уже после войны. Если их удалить, убрать саму идею упреждения, то никаких явных противоречий в плане не будет. Останется нормальный документ, уточняющий предыдущий вариант начала войны. Самый вероятный кандидат на авторство «вставки», разумеется, А.М. Василевский, которому, всего лишь, нужно было собственной рукой дописать две фразы. 

Тот факт, что к середине июня северный фланг нашей Западной группировки был уже развернут точно по плану, позволяет сделать обоснованное предположение о намерении Сталина начать войну в конце июня 1941 года против Финляндии. Потом, объявив всеобщую мобилизацию, под шумок войны с финнами, планировалось закончить развертывание и южного фланга. В условиях войны перебросить оставшиеся соединения на юг можно было очень быстро. В «Справке…» от 13июня Ватутин сообщает весьма важную подробность касательно скорости перевозок: «При таком распределении сил необходимо дополнительно запланировать перевозки по железной дороге… Всего 33 дивизии…, что составит около 1300 эшелонов., плюс тылы и части усиления – около 400 эшелонов, а всего 1700 эшелонов. Для перевозки потребуется около 13 дней…».                                                                                                                      В этом случае расклад по времени получался примерно следующий:                                                                                                                                                            ~25 июня начинаем военные действия против Финляндии;                                                                                                                     ~ 10 -13 дней потребуется для оперативного доразвертывания Юго-Западного фронта;                                                                              ~ 5-10 июля можно наносить внезапный опережающий удар, как и предусматривалось в «Соображениях…».     

Итак, генерал-лейтенант Ватутин в «Справке…» уверен в способности нашего железнодорожного ведомства перебросить на Запад дополнительно 33 дивизии за 13 дней. Что это за скорость? Это много или мало? Напомню, что самый быстрый темп, который смогли обеспечить немецкие железнодорожники, был достигнут в июне, когда с 6 по 18 число Германия перебросила на Восток 33 дивизии. Но! Немцы достигли такой скорости после того, как перевели железные дороги на режим ускоренных перевозок. А это значит, что и товарищ Ватутин должен был исходить в своих расчетах из той предпосылки, что мы уже будем находиться в состоянии войны и объявим всеобщую мобилизацию.  Правда, тот факт, что он рассчитывал именно на такую скорость перевозок после того, как лично докладывал наркому о том, что по плотности и пропускной способности железных дорог на Западе мы отстаем от Германии в 2-2,5 раза, заставляет задуматься. Скорее всего, Ватутин, рассчитывая на такие темпы перевозок, опирался не на трезвый реальный расчет, а брал на себя, как у нас тогда водилось, социалистические обязательства. И тут опять не знаешь, что делать. То ли считать «Справку…» туфтой, то ли дезой или просто фальшивкой, или же относиться к ней как к подлинному документу, учитывая сложные отношения товарища Ватутина с арифметикой.  

 Но если рассматриваемые документы являются подлинными рабочими бумагами Генштаба, то вырисовывается следующая картина. Иосиф Виссарионович, не торопясь, с толком, с расстановкой готовится к войне с Финляндией. Генерал-лейтенант Голиков «хозяина» не беспокоит, по причине отсутствия поводов для тревоги. Баранье мясо на европейских рынках, блин, не дешевеет. Данных о производстве зимних сортов масел и топлива в Германии не имеется. Правда, кое-кто кричит об усилении германской группировки на наших границах. Но это обычные неврастеники, которые понятия не имеют, что на начало мая против каких-то 105 немецких ( на самом деле 60-65 – Яцев А.) у нас развернуты «отважны» и «сильны» 165-170 дивизий. Кто там может нас опередить в развертывании и нанести внезапный удар? Да, Гитлер увеличивает количество своих войск  у наших рубежей, но для защиты своих границ. А вы что бы делали, имея перед собой армаду из почти двух сотен дивизий?  О чем же тут тревожиться и о чем кричать? Товарищ Сталин все знает, все держит под контролем . Держит и спокойно руководит подготовкой новой войны с финнами. И эта «идиллия» продолжается до середины мая, когда вдруг, как черт из табакерки в Шотландии объявился заместитель Гитлера по партийным делам «парашютист» Рудольф Гесс. Он поломал все планы, все задумки товарища Сталина. 14 мая в Москву приходит шифровка от «Вадима», 26 мая от товарища Деканозова из Берлина. Еще мало что известно, но уже предлагается несколько версий: 1. Гесс прилетел по заданию фюрера. 2. Гитлер не знал об акции своего заместителя. 3. Гесс сбежал в Англию, опасаясь преследований. К концу мая, имея на руках данные об апрельской эвакуации англичан и их союзников из Греции, которая обошлась дороже, чем Дюнкерк, если сравнивать потери морских судов,  а также учитывая стремительность с которой был захвачен Крит, товарищ Сталин понял, что Гесс был послан Гитлером с предложением о мире, и после отказа фюрер решил наказать несговорчивых британцев.

И по тому, как энергично вермахт проводил операцию по принуждению их к миру, стало ясно: дни Британии сочтены. Еще несколько недель и Англия подпишет с Германией мир. Потом Адольф передохнет и весной 1942 года двинется на Восток. Но именно в 42 году и не раньше – в этом Иосиф Виссарионович был абсолютно уверен. И ход его мыслей был прост и логичен: да, Гитлер дожмет Англию, и в конце, в худшем случае, в середине июля будет заключен мир. Начинать войну против СССР в конце июля начале августа – это глупость, абсурд. Это, как говорится, не сезон. Хочешь не хочешь, а придется фюреру подождать до следующего лета. Ну а нам ждать уже нечего. Перестраивать планы на ходу – это плохо, но не смертельно. Более того, при известной игривости ума, можно и из такого негатива найти позитивный выход. Война-матрешка! Вот что мы предложим Адольфу, и пусть он порадуется, как мы, в очередной раз, "облажаемся" в финских лесах и болотах.

А мы и в самом деле  не будем особенно надрываться, мы будем имитировать войну. Нам главное – за этой имитацией спрятать доразвертывание Юго-Западного фронта, перебросить туда три-четыре десятка дивизий. И тогда в середине июля мы устроим Германии «сабантуй». Таков, по моему мнению, был ход мыслей товарища Сталина и, готовясь к этому «сабантую», он не суетился, никого не торопил, не гнал и не опасался внезапного удара Гитлера летом 1941 года. И все его генералы и маршалы даже в мыслях не держали тот вариант, при котором им пришлось бы защищаться. Подавляющее число мемуаров пестрит сообщениями о полевых и штабных учениях весной и летом 1941 года. И все это учения на тему наступления, нападения, форсирования, атаки. Ура! Вперед!

 Ну если бы Иосиф Виссарионович допускал хоть 1% вероятности германского вторжения, неужели ж бы он не потребовал провести хотя бы штабные учения на тему обороны на всех уровнях, от батальона и выше. Читаешь и волосы дыбом: люди проводят штабные учения на тему «Дивизия в наступлении» … 20 июня. Как это могло быть, если бы Сталин почувствовал хотя бы малейший признак опасности. В интернете находится интересный документ «Записка С.К. Тимошенко и    Г.К. Жукова И.В. Сталину» от 12/13 июня   1941 г. Попробуйте догадаться, уважаемые читатели, о чем эта бумага. Чем озабочены Нарком обороны и начальник Генштаба в эти «тревожные» дни? Может быть они нашли оригинальное решение, как нам отбиваться от Адольфа, нападения которого они ( по их словам) ждут, знают, что вот-вот начнется война?  Или они озабочены судьбой 6-й и 42-й дивизий, расположенных в Брестской крепости и просят Иосифа Виссарионовича разрешить вывод людей из ловушки, не оставлять на убой? Не обольщайтесь, друзья мои, они предлагают товарищу Сталину обратить внимание на состояние начальной военной подготовки школьников. Вот видите, чем заняты головы двух главных вояк Советского Союза в июне 41 г. Я понимаю, эта бумага могла быть написана 12/13 июня 1940 года, в январе 41-го. Но 12/13 июня 1941?! Это же невозможное дело, чтобы в середине июня у этих людей находилось время думать и писать записки о таких вещах.

Что же тут невозможного, скажут самые трезвомыслящие из вас: факт есть факт, документ существует. А это значит, если Тимошенко и Жуков были нормальными людьми, что не о возможном нападении Германии болели у них головы в тот момент. Не ждали они его.   

То, что не ждали, очень наглядно показывает поведение Сталина утром 22 июня. Из мемуаров маршалов и адмиралов мы знаем, что такой важный момент, как начало ВОВ, будущий генералиссимус проспал. Все главные военные начальники бодрствовали, звонили друг другу, спрашивали совета, просили разбудить товарища Сталина. Но вождь забил на все и спокойно дрыхнул. Картина странная, если не сказать страшная. Лучше было бы наоборот: все могли спать, а он бодрствовать. Я к тому, что для армии и страны это было бы намного лучше. «Ночное бдение» Маленкова, Тимошенко, Жукова, адмиралов Кузнецова и Октябрьского – это все выдумки задним числом или пиар, говоря нынешним языком. Ведь без санкции Сталина никто из них не посмел бы принять важное решение на тему войны или провокации.

Таким образом, скорее всего, все спали, и разбудил всю эту теплую компанию и заставил собраться в Кремле  германский посол Шулленбург. В 4 часа по берлинскому, то есть, в 5 по московскому времени в Берлине Риббентроп вручал нашему представителю объяснительные бумаги, где разъяснялись причины нападения Германии на СССР. И одновременно посол 3-го рейха в Москве должен был вручить идентичные документы Молотову. Так что немецкому графу пришлось прервать сон кремлевских «пролетариев». А, ведь, товарища Сталина могли разбудить в 3 часа с минутами, когда бомбили Севастополь, его обязаны были поднять с постели в пятом часу, после получения докладов от командующих западными округами о бомбежках и артобстрелах. Он должен был лично отдать приказы об отражении нападения. Иосифу Виссарионовичу нужно было в 6 часов утра выступить по радио и лично объявить о «вероломном» нападении и призвать «братьев» и «сестер» к священной войне против захватчиков. И все это, несомненно, было бы сделано, если бы вождь мирового пролетариата допускал хоть малейшую возможность германского вторжения утром 22 июня 1941 года.   

 Итак, Шуленбург «заставил» всех высших руководителей страны прервать сон и собраться в Кремле в 5 ч. 45 мин. Уже полтора часа на нашей западной границе продолжается масштабная ( как они думают) провокация, а на самом деле, война. Но они не спешат принимать экстренные меры. Почему? Да потому что товарищу Сталину не понятно, как на все это реагировать.

Но если не понятно, значит надо разбираться, и он разбирается и будет продолжать этот процесс до полудня. К этому времени все станет ясно, но не в результате титанических усилий «гениального» ума Иосифа Виссарионовича, совсем нет. Просто к полудню наши связисты восстановят связь. Об этом можно прочесть в дневнике начальника штаба сухопутных сил рейха Франца Гальдера. За 22 июня 1941 года он запишет, кроме всего прочего, следующее:    «12. 00 – Поступили сведения, что русские восстановили свою международную радиосвязь, прерванную сегодня утром. Они обратились к Японии с просьбой представлять интересы России по вопросам политических и экономических отношений между Россией и Германией и ведут интенсивные переговоры по радио с германским министерством иностранных дел».        

 Видите, товарищ Сталин обратился к Японии совсем не случайно. Утром 22  июня, получив сообщения о боевых действиях немецких войск на наших западных границах , он сразу же вспомнил о событиях двухлетней давности на Халхин-Голе. Там увязший в войне с Китаем японский Генштаб, разумеется, не хотел войны на два фронта и не поощрял местных командиров соединений Квантунской армии в их стремлении повоевать еще и с Советским Союзом. Но японским генералам и офицерам, находившимся в Маньчжурии, тоже  хотелось званий, наград и славы. И поэтому они не собирались молча взирать на попытки советских и монгольских подразделений прощупать самураев на прочность штыком. И Сталин, ни на грош не веривший в возможность нападения Гитлера, сразу же подумал, что вторжение произошло по инициативе немецких генералов, и Адольф об этом ведать не ведает. Поэтому он запрещает применять авиацию и артиллерию для отражения агрессии. И это понятно, Иосиф Виссарионович не хотел усугублять ситуацию, надеясь, что все еще можно поправить. И он пытается связаться с министром иностранных дел Германии, так как именно с ним  подписывались  все важные договора, и с которым у него сложились отношения как с «партайгеноссе», если Риббентроп не врал.  

Посмотрите на список людей, бывших у Сталина в Кремле  утром и днем 22 июня. Там были все, кому положено быть в такой момент, и даже те, кому там делать было нечего … на первый взгляд. Я имею в виду товарищей Димитрова, Мануильского и Вышинского. Первые два – руководители Коминтерна, третий из МИДа. Какое они имеют отношение к войне? Что они в ней понимают? А кто сказал, что война? Кто в то утро мог поставить все точки над «и»? Разумеется, кто-то из высшего  руководства нападающей стороны. Поэтому Иосиф Виссарионович вызвал к себе эту троицу, чтобы они помогли ему связаться с Риббентропом. С ним встречался и выпивал товарищ Сталин, и он хотел лично услышать от этой суки слово «война». И к полудню все выяснилось, слово было услышано.

И потому товарищ Молотов в 12.05 вышел с руководящими указаниями вождя, коротенечко набросал текст, зачитал его перед микрофоном и в 12.25 вернулся в кабинет Сталина. Всего двадцать минут, и страна узнала, что происходит на ее западных границах. А те, кто еще остался там в живых, поняли, что можно воевать, можно рвать глотки этим уродам в форме мышиного цвета, и за это завтра им не повышибают зубы особисты и не поставят к стенке.    

 Если кто-то вспомнит про Директиву №2, написанную в восьмом часу и частично разрешавшую воевать, то замечу, что в 7.15 она была только написана.  . Ее надо было зашифровать, отправить, принять, расшифровать. И так еще пару раз. Значит, до дивизий приказ мог дойти часа за 3-4. Выходит, что у товарища Сталина было в запасе несколько часов для выяснения и, если надо, отмены этой директивы.    

 Итак, с 4 часов утра до полудня Красная Армия ждала приказ, разрешавший ей воевать. И ничего странного и неожиданного в этом нет. Командиры всех рангов знали, что суть руководства Красной Армией накануне войны можно было выразить двумя словами -  «ручное управление из Кремля». Например, если взять планы прикрытия госграницы, то их вполне можно считать планами обороны. Ей богу! Это вам не какая-то там мутная Директива №1. Читаешь, и сердце радуется. Тут тебе ясный и однозначный приказ:  «не допустить вторжения…» и «упорной обороной… прочно прикрыть» и т. д. и т. п. Расписано все: силы, средства, возможные варианты действий противника, наиболее опасные направления. Указаны тактические приемы борьбы с прорвавшимся на нашу территорию противником. Составители плана понимали, что удержать концентрированные мощные танковые удары армии, скорее всего, не смогут. Поэтому задача армий – плотно закрыть бреши и предотвратить вхождение в прорыв пехоты. Борьба с танками – не их проблема. Бронетанковыми силами противника будет «заниматься» командование округов, «для чего часть противотанковых артиллерийских бригад, авиации и механизированных корпусов остается в распоряжении командования округа». Например, п. 2 раздела VI плана прикрытия ЗапОВО гласит: «В случае прорыва крупных мотомехсил противника в направлении Августов, Гродно 24-я стрелковая дивизия, 6-я птабр и средства ПТО 21-го стр. корпуса прочно занимают восточный берег р. Неман, Гожа до устья    р. Свислочь и во взаимодействии с 11-й сад и 12 бад уничтожают танки и пехоту противника, не допуская их распространения восточнее этого рубежа.      11-й мехкорпус из района Гродно, Домброва, Сокулка атакует прорвавшиеся части противника во фланг и тыл …». Тут уместно вспомнить «экспертные» оценки хода приграничных сражений нашими ура-патриотами, когда они заявляют о полном отсутствии шансов остановить танковые клинья «жиденькой цепочкой стрелковых дивизий приграничных округов». Не надо держать наших военачальников за идиотов, они без вас понимали, как и чем бороться с танками и разработали абсолютно здравые и вполне реальные планы. Правда, радость по поводу их эффективности продолжается всего лишь до тех пор, пока не натыкаешься на фразу «План прикрытия вводится в действие при получении шифрованной телеграммы за моей, члена Главвоенсовета и начальника Генерального штаба Красной Армии подписями…». С этим указанием смысл плана оказывается в том, что только и именно после получения приказа из Москвы, из округа, из армии и т. д. я имею право «не допустить вторжения» и «прочно прикрыть». А без приказа план не работает, он остается бесполезной бумажкой. Но ведь могут напасть и неожиданно, в Москве же не боги сидят, тогда как? Мог ли такое добавление о введении плана в действие придумать ответственный военный человек, находящийся в здравом уме и твердой памяти? Никак нет! Это уточнение мог сочинить только гражданский человек, причем авантюрист по натуре, привыкший рисковать жизнью, по большей части, жизнью других людей.

Усиливает  такое убеждение еще один пункт, вроде бы и не самый важный: «Первый перелет и переход госграницы нашими частями может быть произведен только с разрешения Главного командования». Опять ручной режим! Ну, допустим, я получил телеграмму, остановил вторжение врага и, более того, погнал его гада к границе и вижу, что могу его и дальше гнать. Но нельзя! Помни про первый переход. Сообщи по команде, дождись разрешения и тогда только гони его супостата хоть до Берлина. Но ведь пока пройдет время, ситуация может измениться, и мне не то что атаковать, защититься бы. Война – дело переменчивое. И как мне быть? Тупик! Кто написал эту чушь? Да все тот же вождь мирового пролетариата , больше некому. Куда же смотрели и о чем думали «вояки»: тимошенко, жуковы, павловы и кирпоносы? Ведь подобные планы – это форменное издевательство над армией, а при определенных условиях и смертный приговор. И армии. И стране.

Итак, я утверждаю, что товарищ Сталин запрещал Красной Армии до полудня 22 июня использовать против немцев артиллерию и авиацию. Но есть и другая точка зрения, согласно которой никакого запрета не было, и, стало быть, Вооруженные Силы Советского Союза воевали всерьез с 4 часов утра. А как эта «серьезная» война виделась с другой стороны? Как сами немцы оценивали противостоявшие им наши части утром 22 июня, если таковые находились? Давайте почитаем короткие сообщения 4-й немецкой армии 12 армейского корпуса и трех дивизий (31-й, 34-й, и 45-й), наступавших в полосе Брестского Ура. В 3.15 (время берлинское) на этом участке советско-германского фронта начался артналет, который продолжался около 20 минут. « 3. 28. Переправляются первые части обоих полков 31 ID (ID – пехотная дивизия – Яцев). 3. 37. Не встречая вражеского сопротивления, переправляется первая волна 34 ID. 3. 40. Штаб XII A.K. (A.K. – армейский корпус - Яцев) докладывает обстановку командованию А.О.К. 4 (А.О.К. 4 – Главнокомандование 4-й немецкой армии – Яцев); штаб армии ориентирует, что и у соседа слева никакого существенного сопротивления».  А вот ситуация в полосе наступления 45-й дивизии вермахта:  « 3. 43. Никакого огня вражеской артиллерии, сопротивление самое незначительное». ( Там же, стр. 345).   Прошло почти полчаса, как прекратился артиллерийский огонь с немецкой стороны, но наши пушки молчат. Можно предположить, что внезапный удар ошеломил наших бойцов, и они никак не придут в себя. Возможно. Читаем дальше: « 3. 58. Все еще никакой вражеской артиллерийской деятельности. 4. 00. У 45 ID до сих пор еще никакого вражеского сопротивления. 4.20. На КП XII A.K. прибыл Гюнтер фон Клюге, выслушивает доклад об обстановке. Создается впечатление, что враг исчез. 4. 35. Установление связи с обоими танковыми корпусами – там похожее положение. Никакой вражеской артиллерийской деятельности.  ( Там же, стр. 355, 368, 381). С начала войны прошло уже 1 час 20 минут, но практически целая армия наступает, не испытывая ни авиационных, ни артиллерийских, ни танковых ударов. Идет как «нож сквозь масло».  « 4. 55. Сообщение в штаб армии:   Пока создается впечатление, что враг полностью поражен ( например, перехваченная русская радиограмма: « Что нужно делать?» и др.). 5. 05. Преодолеваются первые стреляющие вражеские батареи к северу от Дубровки». ( Там же, стр. 384, 397). Наконец-то! Где-то стрельнули пару раз из пушек. А война уже идет почти два часа.   « 5. 50. Первая вражеская артиллерийская деятельность перед  34 ID. Запущен самолет для корректировки артиллерийского огня». ( Там же, стр. 399).    Последнее сообщение было, скорее всего, ошибочным, ибо вечером появилось донесение:    « 22. 00. 34 ID сообщает: до сих пор противотанковыми ружьями и орудиями подбито 25 вражеских танков. За весь день никакой вражеской артиллерии». ( Там же, стр. 493).

Еще раз напоминаю, это не чисто поле, не Пинские болота. Это Брестский укрепрайон! Это сотни артиллерийских стволов. Тут даже чисто статистически несколько орудий могли «сами» выстрелить. Скорее всего «первые стреляющие батареи» и были такими, стреляющими случайно. Все эти выдержки из немецких донесений от 22 июня 1941 года ясно и однозначно показывают, что организованного сопротивления в полосе обороны 4-й советской армии под командованием генерал-майора А.А. Коробкова в первые часы войны не было.

А чем эта армия отличалась от других советских армий? И чем ее командующий отличался от своих коллег? Да, ничем! Можно с уверенностью утверждать, что и на других участках советско-германского фронта, где немецкие войска наступали, утром 22 июня была такая же картина неразберихи и паники. Все, кто мог отходить, отходили, а кто не мог, как в Брестской крепости, вынуждены были вырываться из западни или сдаваться в плен. Ведь, в той же крепости, несмотря на наличие нескольких полков 6-й и 42-й дивизий, не было организованного сопротивления даже на уровне роты, не говоря уже про батальон или полк. Про оборону всей крепости под единым командованием никому даже и в голову не приходит. Это почему то кажется всем без исключения авторам, писавшим о крепости, делом совершенно невозможным.
