Wizards pose an interesting problem. Their dailies can easily do as much as a rogue fighting over 4-5 rounds, but in a single round. So, maybe Treat a wizard as 2 character equivalents. Maybe 3.
Champion tier is number of players @ level+1 for monsters. Epic is level +2
