According to the Borja, the holy texts of the Watchers, any technology that serves as a pre-cursor to nanite technology (and there is an extensive and detailed list of these advancements) are forbidden. Any found pursuing such tech is considered an agent of Mallif, to be executed accordingly.
This puts restrictions on their technology, with the following consequences:
Artificial Intelligence - programs appear acceptable, but there are hard limits from the transition from artificial intelligence capable of specific tasks to true, general, artificial intelligence. What is odd about this is true simulforms would not be possible, but there appear to be special exceptions for artificial intelligence at a level akin to animals, such as a Mentality of seven or less. The restrictions are there, but the blueprints seem to be lacking the details needed to build simulforms, though there are extensive chapters on building "Cladding" or exoskeletons for simulforms to wear, including humanoid ones (though making a simulacrum with low intelligence feels exploitive to aug society). It appears that the making of simulforms was lost during the Breaking.
Nanotechnology - they have a solid grasp of science, yet any device below a certain threshold (smaller that a hundred microns) is forbidden, limiting whole branches of tech that rely on molecular mechanics. Molecular theory is eschewed for a chemistry approach that limits fabrication.
Power Sources - much of aug society relies on power sources built through molecular engineering - conorium is one such example, without nanites it is impossible to build. This limits these retros to power sources such as nuclear, chemical (biofuels, synthetic fuels, explosive, etc.), geothermal, mechanical, piezoelectric, and electrical and magnetic harvesters.
Pre-Breaking Tech - curiously, there are also a number of chapters that refer to "pre-Breaking artifacts" - mainly for the care and maintenance of technology beyond what Watchers are capable of making, suggesting that the founders of this world may have used some tech and fabrication techniques beyond current technology, the secrets of which were lost by the Breaking.
Ancient but fairly reliable tech, mag guns use powerful EM coils to accelerate specially-made slugs. They are somewhat noisy to operate, as they make a loud, discordant buzzing sound when fired.
Though the most common variety are chamber-fed, some of the more sophisticated models are semi or even automatic weapons, fed by detachable clips of slugs.
Fashioned to protect the user from harsh environments, assisting in survival among the elements.
The armored version of survival suits made exclusively by the Watchers, the helms often incorporate a short-range radio and vision enhancements. Its cunning design leaves wearers unencumbered.
A primary food source, this bio-engineered, beetle-like insect grows up to 5-cm in diameter. Eighty percent of its body is pure protein. The meat may be easily harvested by first peeling off the shell by a split through the top, then pulling out the heart-shaped bulk, leaving the body, legs and face intact. Ulk have two large black eyes and a face that looks oddly human, with a befuddled look.
Ulk are fed a nutrient-rich diet of bio-mold (called Muck) grown by breaking down decaying organic matter, typically sewage and refuse.
Relatively low-tech for such a civilization, these rare vehicles use a combustion engine that burns biofuel that produces noxious fumes.
In the Golden Basin region, vehicles are so expensive they are typically owned by towns and communities, and a few very wealthy individuals.
The one exception, it seems, are traveling merchants, though there are few of those in this region.
On a world with little life, the locals made use of simulforms, synthetic creatures, though the art of creation has been lost. These rare creatures are centuries old and highly prized by Abidonians.
