Horizon 2020 will be implemented by the European Commission assisted by Programme Committees. Compared to the Seventh Framework Programme, Horizon 2020 Programme Committees are to play a more strategic role. Discussions on strategic planning and on ensuring links to nationally funded activities will be an essential part of their work. Another core task is to provide opinions on the Work Programmes (with the exception of the ERC and the JRC).

The members of Programme Committees are delegates and experts of national governments. Meetings are organised by the European Commission and usually take place 3 to 4 times a year.
