Like other physical Disciplines, Potence has two kinds of effects: persistent and active. Persistent effects are always on, and have no cost. Active effects are Reflexive, and have a cost associated.

While all Kindred possess the power to bolster their might in short bursts, Potence allows some vampires to kick like a freight train or rend steel with their bare hands. The Beast tunes every bone, tendon and muscle fiber to its highest performance, allowing the night’s most fearsome predator to strut through the jungle of his choosing without fear of lesser, weaker creatures. A master of Potence can lift many times her weight, shatter stone with a punch, and leap across a parking lot the way a child might over a creek.
Vigor (Persistent): A kindred with Potence walks around with a nonchalant strength that other kindred must expend great effort to achieve. She adds her dots in Potence as bonus dice towards all Strength based rolls, and she adds her Potence to her strength when determining passive benefits of strength such as speed, lifting capacity, or the ability to break objects.
Additionally, the vampire may make a Strength + Athletics roll to jump astounding heights. The yards (meters) jumped are equal to (1 + successes) * (Potence dots + 1), double this distance if you're jumping horizontally. At higher dots Kindred can jump to high it almost seems like they're flying. Of course Potence does nothing to protect one from falling damage.
Surge (Active): By spending Vitae a vampire can energize her dead muscles, giving her a brief but substantial burst of strength. When a point of Vitae is spent a kindred loses his dots of Potence as a bonus to strength based rolls, but gains her dots of potence as automatic successes to any Strength roll providing she gains at least one success naturally on her rolled dice.
Finally a kindred can force an exhaustive and damaging amount of strength through her undead body for brief periods of time with considerable effort on her part. She must spend 2 Vitae + 1 Willpower point as an Instant action and for the remainder of the scene whenever she activates Surge she does not lose her Passive Potence bonus dice to Strength based rolls.
