The Multi-Tiered System of Supports (MTSS) is a framework that provides high-quality, evidence-based instruction and interventions tailored to meet the diverse needs of all students. For English Learners (ELs) and Multilingual Learners (MLs), the MTSS model must incorporate scientifically proven interventions that address the specific linguistic and cultural needs of these students.
A critical concern in education is the risk of overidentifying or underidentifying EL/ML students for special education services. To ensure equitable support, Seymour Public Schools has established a process to accurately determine when an EL/ML student may need a referral for special education or Section 504 accommodations. School-based teams must collect relevant information about EL/ML students to better understand the challenges they may face and provide the appropriate context for addressing their needs.
