SERVICE PROVIDER DIRECTORY (SPD)
The Service Provider Directory is a centralized, online portal where providers and Regional Center can review, validate, and approve vendor data changes.
The DDS website https://www.dds.ca.gov/initiatives/provider-directory/ contains links and information regarding the SPD and related information

As part of your vendor file compliance, you are required to keep the SPD active and up to date. This means updating contact information or other business changes. Many changes need to be approved by SDRC prior to updating the SPD as they require new documentation and changes on the SDRC end as well. You can find the vendor file compliance requirements and the documentation needed for changes here HERE. If you have any questions, please reach out to your Resource Coordinator.
QUALITY INCENTIVE PROGRAM (QIP)
The QIP is designed to improve individual outcomes, service provider performance, and the quality of services. Service providers who participate in QIP are eligible for incentive payments when their performance meets or exceeds quality measures developed by DDS with input from stakeholders.
The DDS website https://www.dds.ca.gov/rc/vendor-provider/quality-incentive-program/ contains links and information regarding current and past QIP requirements.

DDS has implemented various QIPs over the years for different services. Every QIP measure is an annual measure and will not continue indefinitely. The QIP measures have deadlines to participate. If you do not meet these deadlines, you may not receive the QIP.
2024 Early Start QIP for Timely Service Start was for the calendar year of 2024. All stipends should have been paid out
Starting in 2025 with the Rate Reform, QIP measures are tied to your rates.
All providers have certain measures that need to be completed within the timelines in order to maintain a 100% benchmark rate
QIP measures are usually announced sometime in the fall for any providers that were vendored prior to July 1 of that year, with deadlines of completion being in the early spring of the following calendar year
Providers vendored after July 1 will still need to complete QIP measures, but will be given extended timelines for completion by DDS.
If you do not complete the requirements within the timelines, your rate will drop to 90%
As you complete requirements, you should receive confirmation completion emails. If you do not, please contact DDS as soon as possible. Retain your confirmation emails for proof of completion in the event that there are discrepencies and your rate drops
Current Requirements
SPD should always be up to date with current contact and business information at all times so that you receive correspondence from DDS
Provider Capacity Survey
All providers need to complete this. The deadline for providers vendored prior to July 2025 was February 27, 2026. If you were vendored after July 2025, you should have received a survey link after you were vendored and you have 60 days to complete the survey after you receive the link. Please make sure you are checking for the link as it may go to your junk folder.
If you missed the deadline, rates dropped on July 1, 2026
If you feel this is in error, please reach out to DDS QIPquestions@dds.ca.gov
Send any screenshots or emails of your completion to rate.info@sdrc.org or your resource coordinator. They should contain the date of confirmation from DDS
SDRC is working with DDS to correct any known discrepencies. In some cases DDS may provide you with another survey link and an extended deadline for completion. Please notify rates or resource coordinator if this is the case
SDRC is unable to increase rates until DDS approves the increase.
Independent Annual Audits and Reviews
Audit and review requirements are here: https://california.public.law/codes/welfare_and_institutions_code_section_4652.5

Amounts to meet criteria are cumulative from the income you receive from all Regional Centers and service codes that fall under the same EIN.
If you need to complete an audit or review, SDRC should mail you out a certified letter at the beginning of the year with instructions and timelines. If you do not receive the letter and feel you should complete this, please contact your resource coordinator to confirm.
You need to use a licensed CPA, their license number should be on the report
