These virtual meet and greets are held on the last Monday of every month from 8:30 am – 9:30 am. This is an opportunity to meet with community services staff, ask questions, and discuss how we can better support our provider community. We hope to see you there!

Virtual rountables are held quarterly for Early Start and Behavior Services providers. If you provide Early Start services to 0-3 year olds, please attend the Infant Roundtable. If you provide Behavior Services please attend the Bx Roundtable. Those Bx providers that do 0-3 services are welcome to attend both.

As a reminder, while we very much appreciate the sentiment, SDRC staff are not allowed to accept gifts from providers. We are always happy to receive thank you emails or cards, and if you feel that a service coordinator or other staff has done an exceptional job you are welcome to let their manager know. As the holidays are upon us, please also refrain from providing gifts directly to families in need. New DDS Directives as of November 2025
The full directives are linked below. We will be reviewing the details of these directives and answering questions at the roundtable on 11/6/25. Please plan on attending.
This directive will apply to 116, 117, 805, and 862 service codes
You may be eligible to receive a per mile rate for each staffing level that travels in excess of the mileage already included in your rate model as of 11/1/2025.
Quality Incentive Program- Provider Capacity Measure for fiscal year 2026-2027
116, 805. 612, and 620 providers need to complete the FY 2026-27 Provider Capacity reporting measure, which should have been sent to you via email from DDS. EVV and HCBS compliance is not required for Early Start or behavior service codes 805, 116, or 612/ 620 and related staffing.

Update 1/12/26
D-2025-Quality Incentive Program-018 issued on October 9, 2025, hereby has been revised as displayed on page 2 of the attached letter in strikethrough and bold, underlined italics. This change updates the deadline by which providers must submit completed reporting from January 31, 2026 to February 27, 2026, and meet all compliance requirements in directive D-2025-Quality Incentive Program-015, to qualify for their Quality Incentive rate component in FY 2026-27.
You may now review your Quality Incentive Program (QIP) survey and compliance status as a provider subject to rate reform who served individuals during fiscal year (FY) 2024–2025.
To review the full directive, get instructions, contact DDS, or check the status of a provider in any of these areas, please visit the QIP webpage. Provider statuses can be found on the “Provider Survey Status” tab. Scroll down to access each of the status trackers. Trackers will be updated each Monday through February 28, 2026. In addition to the status trackers, the QIP webpage also contains training material, videos, user guides, and more resources for providers and regional centers to better understand the QIP and individual surveys. Please encourage your provider community to access and review these tools and resources.
Update 11/14/25
DDS reports that all vendors should have received their capacity survey at this time. Vendors who have not yet received their survey, should email the QIP team @ qipquestions@dds.ca.gov ASAP Please see the following notes as DDS has received a high volume of questions about these topics:
• Surveys may have not been sent to parent agencies with 24 or more associated vendor numbers or those with 100 or more UCIs to report. Once this process has been approved by the Department’s data privacy office, these providers will receive their surveys by 11/21 with an option to upload their survey as a file or spreadsheet. This option will simplify the reporting process for providers with large amounts of data to report.
• The Office of Quality Assurance (OQA) has received a number of emails from providers who expressed concern that the prepopulated vendor information listed in their survey was incorrect. Please note that vendor information used to prepopulate the surveys was based on information validated in the Provider Directory and on FY 2024-25 purchase of service (POS) data. Providers who notify OQA about incorrect vendor information in the survey will be prompted to update their provider directory information before they can complete the survey. Once provider information has been updated, providers should contact OQA at qipquestions@dds.ca.gov to request a new survey.
• Provider focused resources are posted on the QIP webpage. These resources include executive summaries, user guides and videos, FAQs, and other tools. Other helpful material will continue to be posted as it becomes available throughout the data collection period.
In the Fall of 2025, the Department of Developmental Services (Department) will begin collecting data from service providers through three reporting measures as part of the Quality Incentive Program (QIP). One of these measures is the FY 2026-27 Provider Capacity reporting measure, which collects information on service delivery and workforce capacity. This will need to be completed by all providers

Service providers with QIP-eligible purchase of service (POS) authorizations during FY 2024-25 (existing service providers) can earn up to 10% of their Quality Incentive rate effective July 1, 2026, through June 30, 2027.
Eligible service providers will be asked to report on the following provider characteristics and aspects of workforce capacity:
Provider Directory: Service providers will submit information regarding the zip codes in which they provide and are willing to provide services, the languages in which they provide services, and their ownership structure (i.e., agency/corporation or independent provider).
Service Access and Workforce Capacity: Service providers will submit information on several aspects of operation
Incentive Amount for Reporting
Most eligible service providers can earn their full Quality Incentive rate component for the period of July 1, 2026, through June 30, 2027, by participating in this measure and providing complete and accurate reporting.
Required Reporting Criteria
Beginning on November 3, 2025, all eligible service providers (see the “QIP Provider Capacity Eligibility” section above) will receive a hyperlink from the Department to an online survey at the email address they registered in the Provider Directory. Service providers must submit complete reporting by January 31, 2026, and meet all compliance requirements in directive D-2025-Quality Incentive Program-015, to qualify for their Quality Incentive rate component in FY 2026-27
Rate Reform Implementation
The next stage in the redesign and reform of rates for many services that support individuals with intellectual and developmental disabilities (I/DD) becomes effective January 1, 2025. Please review DDS website to obtain background information regarding rate reform, some of the steps that have occurred over the last few years, and upcoming and past trainings and activities. Please also check out the DDS directives tab above, as well as the SDRC rates resource page for comprehensive information.
Rate Reform is happening now! This is an interdepartmental process that is completed in stages. As we are doing this in batches, some providers may see things completed at different times based on your service code and where you are in the queue. SDRC has until the end of 2025 to complete the process. All Early Start and Behavior services should have your new subcodes and transition rates. Many of you have fully transitioned all old authorizations to the new subcodes, and everyone else is scheduled to transition in November or December.

All providers vendored prior to January 1, 2025 should now be registered and approved in the Provider Directory. If you are not, or if you have not already corresponded with DDS and gotten on a wait list, please email the above email to avoid suspension of billing and potential termination of services.
All new providers will need to register in the directory once you receive the invite from DDS. SDRC will be submitting the names to DDS as of July 1. If you are a current provider that is not in the directory yet, please email kristen.vandenbroek@sdrc.org to be added to the list. You will then need to follow up with registration and submission per the training guide within 45 days to avoid reduction of rates, suspension of billing, and potential termination of services.

Some of you may have noticed the email system through Proofpoint has a new interface. Here is the information from Proofpoint about the changes to their messaging experience:
Here are some key points from the article:
• Messages will now utilize one-time encrypted links, which are single use links
• Email senders will now get read receipts when someone opens the email message
• There will be an ability to expire your own messages if needed
• Email message threads will be connected together
• Older messages will still be available through https://inbox.proofpoint.com for 14 days and will then expire
This is an interface and security change implemented by Proofpoint, so it is not something on which we have customization access.
