Over the course of three years, the SCV35 Portrait of a Teacher Task Force researched best practices in teacher evaluation and identified opportunities to improve the SCV35 teacher evaluation system. Prior to 2025, the system primarily focused on teacher actions and summative evaluation, with little emphasis on professional development, growth, or meaningful feedback before evaluation occurred. Development and feedback matter because they improve student achievement, encourage professional growth, and strengthen a culture of learning. The new system, called the Development, Feedback, and Evaluation system, is designed to support teachers in their professional growth journey while ultimately improving outcomes for all students.
The instructional framework in the updated model includes:
Sheltered Instruction Observation Protocol (SIOP): 8 components
Marzano Academies Competency-Based Education: 10 elements
Classroom Management & Organization: 4 components
Student Achievement Goals: Included in the summative evaluation
Key features of the updated SCV35 Development, Feedback, and Evaluation System include:
Competency-Based Approach: Teachers focus on a subset of components and progress once they demonstrate competency at Level 3 or 4
Digital Platform (Empower): For streamlined access and data tracking
Self-Evaluation and Goal Setting: Promotes teacher agency and reflection
Two-Way Communication: Between teachers and administrators for continuous dialogue
Evidence Upload: Teachers and evaluators can submit supporting documentation
