The Local Control and Accountability Plan (LCAP) Federal Addendum is meant to supplement the LCAP to ensure that eligible LEAs have the opportunity to meet the Local Educational Agency (LEA) Plan provisions of the Every Student Succeeds Act (ESSA).

Title IV, Part A: Provides grants for well-rounded education, better school environments, and technology.
ESSA gives states more control over education policies, accountability, and school improvement plans, with opportunities for parental involvement. ESSA funds can be used for various initiatives, such as instructional support, intervention programs, curriculum resources, mental health services, safe school programs, and parent engagement. The act emphasizes using research-backed strategies to improve student results, particularly in struggling schools and states are required to identify and support struggling schools and student groups and report on school performance and student achievement, including data for disadvantaged students
