The Principal Apportionment process is the primary method the California Department of Education (CDE) uses to distribute state funds throughout the year to local educational agencies (LEAs), including county offices of education, school districts, and charter schools.
In general, programs included in the Principal Apportionment are state-funded, ongoing, ADA-driven, and aligned with the data collection and payment schedule timelines of the Principal Apportionment process. Key programs funded through this process include the Local Control Funding Formula (LCFF), Expanded Learning Opportunities Program (ELO-P), Proposition 28 Arts and Music in Schools (AMS), Equity Multiplier, and several other programs.
This process involves a series of apportionment calculations and certifications that adjust the allocation of state funds as new information becomes available. There are four apportionment certifications each year:
Advance Principal Apportionment
First Principal Apportionment (P-1)
Second Principal Apportionment (P-2)
Annual Apportionment (AN).
