Prop 28 Arts and Music in Schools (AMS) Expenditure and Reporting Deadline Approaching
The first allocation of Proposition 28 Arts and Music in Schools (AMS) funds, provided in the 2023–24 fiscal year, is approaching the end of its three-year expenditure window. Local Educational Agencies (LEAs) must fully expend their 2023–24 AMS funds by June 30, 2026.
In addition, LEAs must complete an AMS Annual Report by September 30, 2026, and submit a Final Expenditure Report for the 2023-24 AMS funds through the AMS Portal by October 1, 2026. Any unexpended funds remaining at the end of the three-year period will be collected by the California Department of Education (CDE) and redistributed to all LEAs in the following fiscal year.
LEAs will be able to access the Final Expenditure Report template in the AMS Portal from May 1, 2026 through September 90, 2026, or may access a PDF copy on the CDE AMS Reports Webpage here.

2025-26 P-1 Principal Apportionment Data Collection Release
The Principal Apportionment Data Collection (PADC) Web Application is now open for reporting 2025-26 First Principal Apportionment (P-1) information on the CDE website. Districts must submit the following data to the CDE by January 15, 2026.

Necessary Small School
Adults in Correctional Facilities
Special Education Local Plan Area Average Daily Attendance Allocation
Special Education Tax Allocation
Infant Funding
Charter School Physical Location

2025-26 Expanded Learning Opportunities Program (ELO-P) Rate 2 Increase
In mid-September, Governor Newsom approved amendments to the 2025–26 Enacted State Budget, allocating an additional $81 million to support and expand the Expanded Learning Opportunities Program (ELO-P) statewide. This increase in funding is expected to raise the Rate 2 per-pupil rate for eligible Local Educational Agencies (LEAs) from the current rate of $1,280.21 to $1,575 per pupil. The CDE will recalculate Rate 2 during the First Principal Apportionment in February 2026.
