In California, about 1 in 4 English Learner students (25%) also receive Special Education services. These students are commonly referred to as "dually-identified", as they were identified as an English Learner through a state English Language Proficiency Assessment and as a student with a disability via a psycho-educational assessment. These students present unique assets and needs that require collaboration and calibration among school teams and coherence in LEA processes and procedures.
