Metro is currently studying landbanking as a tool for implementing its Regional Housing Coordination Strategy and promoting affordable housing development in the Portland metro region. While they have acquired numerous sites that have been successfully developed into affordable housing, they are looking to improve and systematize their strategy for acquiring land.
This is where our team steps in: We will be conducting research on best practices for land banking and site selection and then developing a strategic plan with prioritization criteria that can be used for evaluating sites for Metro’s future land acquisitions.
Our goals are to develop robust site selection criteria and a strategy for Metro to consider when seeking to acquire land to advance transit-supported affordable housing and promote economic development.
While we will be looking at examples throughout the nation and even internationally in our research, we also will be accounting for the local conditions that might maximize affordable housing production in the Portland Metro area.

Denise is committed to creating a sense of belonging in urban and rural spaces through art, culture, and policy that reflect community identity and increase access to opportunity and choice. She has created multi-media art installations for placemaking in Coachella, California, and Isla Vista, California to highlight the experiences of Latinx immigrants. She is in her second year of the Master's of Urban and Regional Planning program at Portland State University, focusing on affordable housing.

Rebekah is the person in charge of zines + things, a Portland-based zine press. She writes a housing newsletter on Substack called, Housing Authority. She’s passionate about transforming housing into a public good and works alongside the Oregon Legislature on housing policy with the Oregon Housing Alliance.

Autumn is a Master’s of Urban and Regional Planning student focusing on land use and economic development. She is passionate about building vibrant communities that foster equity, economic opportunity, sustainability, and wellbeing.
Metro is the regional government body for the Portland Metro region, which includes much of Multnomah, Washington, and Clackamas Counties. Metro works with community members, businesses and other governments to manage the systems and long-range regional planning that cross city and county lines.
