This project addresses the lack of tree canopy retention codes in Hillsboro, Oregon. Our work will support the City’s Urban Forestry program in evaluating and strengthening municipal tree protections, with a specific focus on heritage and mature trees. We will assess existing conditions, including impacts and obstacles faced by City staff and frontline communities within the current code and the development permitting process; develop and apply an evaluation framework for future-oriented policy; and advance equitable, implementable recommendations that can inform municipal code updates. The project is designed to align with the City’s goals related to canopy retention, climate resilience, and environmental justice.
