Project Background
The Cathedral Park Neighborhood Association (CPNA) is interested in adopting a Community Plan. Area-specific plans are addendums to the City of Portland Comprehensive Plan which give a neighborhood the opportunity to identify issues and priorities for long-range planning in their community.
Cathedral Park is currently a part of the St. John's/Lombard Plan (2004), but the neighborhood has experienced many changes since then, including new housing development, shifting demographics, and awareness of environmental threats such as the Critical Energy Infrastructure hub.
This work is heavily inspired by the Parkrose Community Plan (2022), particularly in its commitment to advancing racial equity. That work, however, was largely funded and led by the City. This will be a true DIY effort.
Project Scope and Schedule
The work will take place over four distinct phases from January through June 2026. The team is currently engaged in a study of the existing conditions in the neighborhood. We will be holding events with the community through the spring to identify key issues and long-term goals. In the summer, we will be creating a final set of recommendations for how the neighborhood can get their Community Plan to adoption.
Meet the Project Team
Cat's Paw Consulting is a team of five second year Masters of Urban and Regional Planning students. We have diverse experiences and at different places in our careers, but we operate from a place of mutual respect and good humor with one another. We are also aware of the profound responsibility that comes with creating a plan which is useful to the residents of Cathedral Park and representative of their aspirations.
