MyDistrict Virtual School (MDVS) is a service provided by the North East Florida Educational Consortium in which online learning options for K-12 are provided to participating districts. MDVS offers virtual instruction to both its participating and member districts through the use of curriculum provided by Apex Learning (6-12); FLVS (K-12); and K12 Florida LLC (K-12).
Beginning in the 2009-2010 school year, each school district in the State of Florida was required to provide eligible students the option to participate in a virtual instruction program specified in Section 1002.45, Florida Statutes. Over time, MDVS has grown to serve over 13,000 enrollments across 17 districts and 2 lab schools.

MyDistrict Virtual School (MDVS) works with school districts that have established the following virtual school programs:
7001 – A provider-operated VIP facilitated by MDVS in which eligible students in grades K-12 can participate full-time or part-time. Course work, Learning Management System, and teachers are delivered through the curriculum provider.
7004 – A district franchise VIP facilitated by MDVS in which eligible students in grades K-12 can participate full-time or part-time. Course work, Learning Management System, Professional Development for instructors and administrators, mentoring, and other tools are provided by FLVS. Instructors are contracted by MDVS.
7006 – A district-operated VIP facilitated by MDVS eligible students in grades 6-12 can participate full-time or part-time. Course work, Learning Management System, and Professional Development are provided by the curriculum provider. Instructors are contracted by MDVS. Districts are authorized to offer virtual courses from providers that have been approved by the Department or may choose other providers through a district vetting process. These courses must be identified in the course code directory. Students who meet the eligibility requirements of FSS 1002.455 may participate. Any eligible student who is enrolled in a school district may register and enroll in an online course offered by any other school district in the state.
7023 – A district-operated VIP facilitated by MDVS in which eligible students in grades K-12 can participate full-time or part-time. Course work, Learning Management System, Professional Development for instructors and administrators are provided by the curriculum provider. Instructors are contracted by MDVS.
Section 1002.45, Florida Statutes requires school districts to provide caregivers with timely written notification of at least one enrollment period of 90 days or more which ends 30 days before the first day of the school year. This enrollment period is determined each year based on the first day of school. Many times, our districts have multiple open enrollment periods. Student eligibility to participate in various virtual instructional programs is specified in Section 1002.455, Florida Statutes. In addition to the information below, students should review their district Pupil Progression Plan to determine specific district requirements for eligibility and participation.
Any public, private or home education student is eligible to participate in virtual instruction if they meet one of the following criteria:
The student has spent the prior school year in attendance at a public school in this state and was enrolled and reported by a public school district for funding during October and February for purposes of the Florida Education Finance Program (FEFP) surveys.
The student is a dependent child of a member of the United States Armed Forces who was transferred within the last 12 months to this state from another state or from a foreign country pursuant to the caregiver’s permanent change of station orders.
The student was enrolled during the prior school year in a virtual instruction program under section 1002.45, Florida Statutes, or a full-time Florida Virtual School program under section 1002.37(8)(a).
The student has a sibling who is currently enrolled in a virtual instruction program and the sibling was enrolled in that program at the end of the prior school year.
The student is eligible to enter kindergarten or first grade.
The student is eligible to enter grades 2 through 5 and is enrolled full-time in a school district virtual instruction program, virtual charter school, or the Florida Virtual School.

Survey Periods Important to Virtual Education
Survey 2 - October
Survey 3 - February
Survey 4 - June, deadline for amending is mid-August
FTE virtual funding is based solely on successful course completion. Students can not earn more than 1.0 FTE.
Virtual enrollments completed beyond the 180 school calendar that were not reported in Survey 2 or 3 can be reported in Survey 4; however, the FTE virtual funding is calculated at .5 FTE.
A student who does not complete a district virtual education course by the end of the regular school year, and the course was reported during Survey 2 and/or 3, could be reported for funding as long as the course is completed and reported no later than the deadline for amending the final student enrollment survey (Survey 4) for that fiscal year. If a student was not enrolled and reported in the virtual education course during Survey 2 or 3, it is best for the student to complete the course by the end of the 180-day school year for full funding.
This means that if a student starts a course after Survey 3, they need to finish by the end of the school year.
All virtual courses where students are enrolled for more than 14 days in a course should be reported in Survey 4 for completion rate purposes.
