ESY refers to services provided outside of the normal school year to special education student that are intended to enhance the maintenance of current skills and abilities.
MRSD provides guidelines for determining if a student qualifies and how to record data necessary for a student to be provided ESY services. The guidelines are based on regression and recoupment data collected before and at least 4-6 weeks following a break in instruction. "Regression" refers to a significant loss of knowledge and skills that can occur during a break in instruction (5+ days). Recoupment is the amount of time it takes to regain the prior level of functioning.
20-30 instructional days for a six to eight week break
5-7 instructional days for a three week break
3-5 instructional days for a two week break
2-3 instructional days for a one week break
Use at least three data tracking periods throughout the year to show if regression or recoupment occurs
On average, recoupment can take up to 6-8 weeks
Track based on current IEP goals and objectives, as well as overall grade level skills
Refer to progress reports to support data of regression/lack of recoupment
Report prior to and after breaks (summer, winter, spring)
Data tracking should be related to student’s goals/objectives
IEP meetings to determine ESY eligibility should be held by mid-April and paperwork turned into Director of Supported Education by May 1st.
Parents should be notified with a Prior Written Notice, and parents may choose to refuse ESY services.
IEP must reflect goals/objectives that will be focused on during ESY services, if ESY services have been determined, and if transportation is needed for the student.
