Schools should work towards the following key outcomes when driving the school’s efforts in developing students’ 21CC across the total curriculum. These key outcomes take reference from the School Excellence Model 3.0 (SEM3.0) Framework to provide coherence and support schools in their review and implementation approaches.

C Development
Schools can consider the following key actions (KA) which are intended to help focus their efforts with respect to the strengthening of their 21CC development efforts as part of their strategic planning cycles. Schools have the autonomy to prioritise the key actions that best suit their unique contexts and needs.

Planning
KA1: Take stock of current state of 21CC development efforts through internal and external scans
KA2: Envision 21CC development goals and customise plans, priorities and processes based on school’s context
KA3: Plan for the holistic development of 21CC (i.e. Emerging 21CC, Social-Emotional skills, Core Values and dispositions)
Implementation
KA4: Deepen clarity in understanding 21CC across stakeholders, teachers, and students and encourage a shared ownership of the 21CC development goals
KA5: Build a caring and enabling environment for an open and reflective culture of learning
KA6: Coordinate, support and promote continuous learning and reinforcement of 21CC across different contexts and learning experiences
Evaluation & Review
KA7: Ensure fidelity in the enactment of 21CC development efforts
KA8: Evaluate student outcomes and school processes for 21CC development
KA9: Plan for the improvement of 21CC development efforts, considering possible trade-offs and constraints
Schools may use the optional Check-in Form on 21CC Development Efforts (CF-21CC) to monitor their advancement efforts and guide their next steps towards the key outcomes.
These five Design Considerations guide schools to design and connect learning outcomes, pedagogy, and assessment to effectively develop students’ 21CC.
