- Lowell High School's Junior Reserve Officer Training Corps was founded in 1977 under the National Defense Act. JROTC was an idea of Army Lt. Edgar R. Steevers. The program aims to teach high school students about citizenship, leadership, and military science to develop good citizens and prepare them for military service if they choose to pursue it.
