A Project Management Plan (PMP) defines the plans, organization, and systems for managing the project. The PMP shall describe the management methods, organization, control systems and documentation for the project. The content and extent of detail of the PMP will vary in accordance with the size and type of project and state of project execution. 

The intended audience of the PMP is all project stakeholders including the project sponsor, senior leadership and the project team. The PMP is a subordinate document to the Project Execution Plan which was initiated at CD-1 and updated at CD-2, and should remain consistent with that document. 

The purpose of the PMP is to provide an overview of what is to be achieved by the project, how it is to be achieved, who will be involved and their respective roles, responsibilities, authorities and accountabilities (R2A2s) and what project management systems will be used to communicate, manage and report the project’s performance. This document should be used as a reference throughout the project to ensure that the management of the project is carried out consistently and in line with policy and procedures.
