Issue the final Environmental Impact Statement (EIS) or Environmental Assessment (EA) and Finding of No Significant Impact (FONSI), as required by 10 CFR Part 1021. For an Environmental Impact Statement, the appropriate authority shall issue the Record of Decision after CD-2 is granted, but prior to CD-3 approval. (Refer to DOE O 451.1B.)

LBNL provides support for EA and EIS documentation through the Facilities Division.   Projects should contact the LBNL Environmental Planner to finalize the EA and EIS processes, incuding all CEQA requirements, during preparations for CD-2.
