The General Ledger (GL) module is the core component of FMS that stores and consolidates financial transactions according to a set of chart of account elements that is established by the City of Los Angeles. The GL module provides the functionality to support city’s accounting and budget processes, policies and controls, chart of accounts structure, compliance with external financial reporting requirements, and timely information for internal reporting needs.
The year-round user support activities in GL include:
setting up and maintaining a chart of accounts
establishing the appropriation and revenue budgets
resolving user FMS document issues
providing complex account analyses relating to cash transactions, expenditures, encumbrances, budgets, funding sources, and fund transfers
guiding new departments in creating new unit organizations, and assists in unit reorganizations
reviewing, validating, testing, and uploading high-volume transactions
performing a biweekly reconciliation between PaySR and FMS systems
In addition to user-support, the GL staff performs system maintenance in FMS:
data integrity
systems assurance monitoring
FMS controls
management of server environment backup and refreshes
testing and migration of upgrades, enhancements, security and workflow settings, patches, and data fixes to resolve issues
performing monthly period closing and fiscal year-end closing of the City’s financial system
generating accrual data during year-end, provide data to external auditors
responding to external auditors’ inquiries
