Development of the Burnsville-Eagan-Savage School District 191 MnMTSS website is the responsibility of the district leadership team. This website reflects a commitment to continuous improvement. It outlines the current status of implementation and expectations, and is updated annually to reflect improvements, changing team membership, meeting schedules, updates to the district assessment plan, and other sections as needed.
Our district MnMTSS website is a platform that clarifies and organizes plans for MnMTSS implementation. The guide details in very specific terms the why, who, what, and when of MnMTSS as it is carried out in daily operations within our school district. Headings for components and subcomponents are followed by a numerical reference to their position within the MnMTSS Framework [e.g., Leadership (1.2) refers to subcomponent 1.2].
MnMTSS is a systemic, continuous improvement framework for ensuring positive social, emotional, behavioral, developmental and academic outcomes for every student. MnMTSS provides access to layered tiers of culturally and linguistically responsive, evidence-based practices and relies on the understanding and belief that every student can learn and thrive. In addition, it engages an anti-bias and socially just approach to examining policies and practices and ensuring equitable distribution of resources and opportunity. There are five core components in the framework. Following an introduction and rationale for implementation of MnMTSS, this handbook is organized according to the components.

In order to ensure that each learner is future ready and community strong, District One91’s multi-tiered systems approach will provide equitable access to curriculum and support for positive social, emotional, behavioral, and academic outcomes. We recognize the family, as defined by each culture, is the primary system of support in the education of children. We use these unique and diverse perspectives to enhance the overall growth, development, and experience of all and build everyone's capacity to pursue excellence.
Tiered service facilitation is a school-wide, culturally and linguistically sustaining multi-layered system of practices that intensifies instruction and supports as needed, so that each student meets rigorous and meaningful social, emotional, behavioral, developmental and academic benchmarks.
