Officers

ROLE AND FUNCTIONS OF THE EXECUTIVE COMMITTEE (EXECOM)

1. The Executive Committee shall be the main body of the Association and will provide leadership to the Association. 

2. It will organize programs to implement the objectives set forth in this Constitution. 

3. It will organize social, educational and cultural activities, photography contests, sports meets, monthly shopping trips to Manila, country nights, international cultural nights and exchanges among the members and their families. 

4. It will award and encourage members who contribute their talents and services to the Association. 

5. It will work as a liaison for the Association and will have the right to represent the Association in any activities that requires its participation. 

6. It will publish newsletters and other such publications that provide members the opportunity to share the experiences of their stay in IRRI and to accustom their country, culture and tradition.

GENERAL BODY

1. Members working or training in IRRI will be members of the general body of the Association. 

2. The general body will elect the Executive Committee to achieve the goals of the Association.

AFSTRI MEETINGS

1. The General Secretary with consultation from the President will call the general meeting. 

2. The notice of the general meeting will be given at least 2 weeks before the set date along with the agenda for discussion. 

   1. The President may call an emergency general meeting if he deems it to be necessary. 

   2. Special meeting may also be called by the written request of the majority of the members present at IRRI. 

3. The notice of the emergency general meeting will be given at least five days before the set date.

Quorum

1. Double of the number of Executive Committee will constitute the quorum in the general meeting.

2. The decision of the general meeting will be decided by a simple majority vote. In case a tie, the President will cast the deciding vote.

THE ELECTION

1. The Executive Committee will nominate an Election Committee which will consist of two (2) general members and a representative from the office of AFSTRI Affairs, IRRI. 

2. Members of the Election Committee will be disqualified to be a candidate in the election to be held. 

3. The notice of the election will be given at least one month before the date of the election. 

4. The Election Committee will have the authority to invite nominations, declare candidacy and hold election as necessary. 

5. All members of the association who will stay in IRRI for at least a period of nine (9) months will be eligible to become a candidate in the election. However, a person will be disqualified to hold the same position for more than one term.

AFSTRI SPOUSE CLUB

1. To assist AFSTRI Executive Committee in conducing social and cultural activities, the lady spouses of IRRI will form a club. 

2. The members of which will consist of: 

   1. Member: Spouses of IRRI AFSTRI members. 

   2. Associate members; Spouses of international students at UPLB. 

3. This is primarily intended to evoke participation of women, particularly, in the social and cultural activities of AFSTRI. 

4. The membership would be given to those spouses who pay their monthly nominal fee as decided by the Spouses Club. 

5. The wife of the officiating Director General of IRRI will be the Chief Patron of the Spouses Club. 

6. Honorary membership may be given to distinguished persons interested in Club’s activities.

AFSTRI SPOUSE CLUB EXECUTIVE COMMITTEE

 To carry out activities of Spouses Club and assist AFSTRI executive committee, an AFSTRI Spouses Club executive committee will be formed which will consist of: 

1. Chairperson 

2. Vice-chairperson 

3. Treasure

 ROLE AND RESPONSIBILITIES OF SPOUSE CLUB EXECUTIVE COMMITTEE AND MEMBERS

1. The Chairperson shall give leadership to the Spouses Club and coordinate its activity as an ex-officio member of the AFSTRI executive committee. 

2. The Vice- Chairperson shall assist the Chairperson and shall act as Chairperson in her absence. 

3. The Treasure shall keep the accounts of the Spouses Club financial resources other than allocated by IRRI AFSTRI budget. 

4. The members of the AFSTRI Spouses Club will participate in all activities of the club and will assist the Spouses Club Executive Committee in organizing programs of the Association.

 ELECTION OF SPOUSE CLUB

 ELECTION OF SPOUSE CLUB

1. Election shall be held by popular vote. 

2. The members will hold office for a period of one (1) year or until the time the member shall cease to be the AFSTRI member whichever is earlier. 

3. Only the spouses of IRRI AFSTRI member will be eligible to be elected to the position of Chairperson of the club.

Regular Members' Responsibilities

• 1. Participate. 

  2. Abide by and defend the Constitution.

Rights and Privileges

• 1. Vote for and be elected to any office.

  2. Seek advice and assistance from the organization.

Honorary members have all of the above responsibilities, rights and privileges except the right to vote and hold office.
