The Process: It’s essential to align your annual goals with your postsecondary transition goals to meet the requirements of Indicator 13 in addition to supporting the student in the best way we know how.
Within the VA IEP system, under the “Annual Goal” tab, click on “more detail” to specify whether each annual goal supports a measurable postsecondary goal (MPG). Clearly state which MPG each goal supports by checking the box.
Failure to make this connection results in a Transition IEP that is non-compliant with Indicator 13. The Virginia Department of Education (VDOE) mandates that every MPG must have corresponding support through at least one annual goal.
MPG Alignment
Verify that each measurable postsecondary goal (MPG) is listed in the IEP.
Ensure MPGs cover education, training, employment, and, if applicable, independent living.
Annual Goals Connection
Check that each annual goal is connected to at least one MPG.
Use the specific format: Condition, Target Behavior, Performance Criterion, Timeframe.
Documentation in VA IEP
For each annual goal, specify under “more detail” how the goal supports an MPG.
Clearly state which MPG(s) each annual goal supports.
Evidence of Need
Include data or assessments that justify the need for each MPG and corresponding annual goals under the Transition Assessment Summary in VA IEP.
