Government Digital Transformation as a Socialtechnical System

The cost of data collection, storage and processing are declining dramatically. In the meantime, computing power increases, and social and economic activities are migrating to the Internet. The innovation resulting from digital transformation can improve services and help address public policy issues in a wide range of areas, like health, agriculture, tax, transport, and education. Information and communication technologies (ICTs) contribute to innovation in products, processes, and organizational arrangements. However, there is a dark side, the same technologies that create opportunities and help to address the challenges of the public policies, also likely to displace workers doing specific tasks and may further increase existing gaps in access and use, resulting in new digital divides and greater inequality. A sociotechnical approach can help address the challenge and the social equilibrium of the digital transformation, identifying mechanisms to ensuring that governments, trading partners, and individuals are all engaged together to ensure that the digital transformation is inclusive.
O custo da coleta, armazenamento e processamento de dados está diminuindo drasticamente. Ao mesmo tempo, a capacidade e o poder computacional aumentam e as atividades sociais e econômicas migram para a Internet. A inovação resultante da transformação digital pode melhorar os serviços e ajudar questões de políticas públicas em uma ampla gama de áreas, como saúde, agricultura, impostos, transporte e educação. As tecnologias de informação e comunicação (TICs) contribuem para a inovação em produtos, processos e arranjos organizacionais. No entanto, há um lado obscuro. As mesmas tecnologias que criam oportunidades e ajudam a enfrentar os desafios das políticas públicas, também são capazes de dispensar os trabalhadores que realizam tarefas específicas e podem aumentar ainda mais as lacunas existentes no acesso e uso dos serviços, resultando em novas divisões digitais e maior desigualdade. Uma abordagem socio-técnica pode ajudar a enfrentar o desafio e o equilíbrio social da transformação digital, identificando mecanismos para assegurar que governos, parceiros comerciais e indivíduos estejam todos envolvidos para garantir que a transformação digital seja inclusiva.
