Activities in the Fargo Public Schools should be an integral and coordinated part of the school program on the elementary, middle school and secondary levels. If activities are to serve educational ends, they must be wisely developed and administered as a vital and effective part of education.
As part of the student activities, sports are to be administered by school authorities and all instruction will be provided by competent and qualified coaches/advisors so that desirable, definite education aims may be achieved. These aims include promotion of the physical, moral, social and emotional well-being of the individual participants, emphasizing the ideals of citizenship, ethical conduct and fair play.
Board of Education
The Board of Education, responsible to the people, is the ruling agency for the Fargo Public School District. It is responsible for interpreting the needs of the community and requirements to the professional organization. Additional responsibilities include: 1) developing policies in accordance with state statutes and mandates in accordance with the educational needs and wishes of the people; 2) approving means by which professional staff may make these policies effective; and 3) evaluating the interscholastic athletic program in terms of its value to the community.
Superintendent of Schools
The superintendent is responsible to administer the schools according to adopted policies of the Board of Education, rules and regulations of the State Department of Education, and in accordance with state school code. It is his/her duty to establish a definite school athletic policy and to have an understanding of that policy. The superintendent shall represent the school district as its chief executive officer and its foremost professional educator in its dealings with other school systems, social institutions and businesses.
Director of Student Activities
The school district director of Activities is responsible to administer the National Federation, the NDHSAA, and the Fargo Public Schools’, rules, regulations and policies. The primary responsibility of the athletic administrator is the administration and supervision of the interscholastic athletic program in the Fargo Public Schools. He/she will provide leadership for operations of the district athletic programs.
High School Principal
The principal is the official representative of the school and is directly responsible for the general attitude of the student body and the conduct of the athletic affairs by the athletic administrator and the coach. By delegation and by established precedent, the school principal is the official school representative in matters dealing with the North Dakota High School Activities Association and conference affiliations. The principal is solely responsible for any official actions taken by his/her school.
Athletic Administrator (Assistant Principal, Activities Coordinator)
The athletic administrator is directly responsible to the principal and district activities director. The primary responsibility of the athletic administrator is the administration and supervision of the interscholastic athletic program in their building. The athletic administrator’s duties will be those described in his/her job descriptions and any other as designed by the principal/Activities Director. He/she will provide the leadership necessary for the day-to-day operation of the athletic department.
Head Coaches
All head coaches/advisors shall be responsible to the athletic administrator for the total operation of their respective sports programs. Head coaches will be responsible for the normal duties required of interscholastic competition, those duties described in the coach’s job description, and/or any duties delegated by the athletic administrator.
The respective high school principal or their designated representative shall represent Fargo Davies, Fargo South and Fargo North High Schools at all conference meetings where official business is conducted. The building athletic administrator will serve as the school representative in the day-to-day operations of the conference. Head coaches will be expected to attend all conference meetings that pertain to their sport.
National Federation of High School Activities (NFHS)
From its offices in Indianapolis, Indiana, the NFHS serves its 50 member state high school athletic/activity associations, plus the District of Columbia. The NFHS publishes playing rules in 17 sports for boys and girls competition and provides programs and services that its member state associations can use in working with the over 19,500 member high schools and approximately 12 million young people involved in high school activity programs.
North Dakota High School Activities Association (NDHSAA)
Fargo Public Schools is a member in good standing of the North Dakota High School Activities Association which serves as the authorized representative of the Department of Education in the supervision and control of the interscholastic athletic activities of all schools in the state. The purpose of the North Dakota High School Activities Association is to contribute to the education of high school boys and girls of North Dakota. Click here for their full mission statement. As a member of the North Dakota High School Activities Association, Fargo Public Schools agree to abide by all of the state by-laws, rules, and regulations with special emphasis placed on those governing eligibility, age limitation, enrollment and attendance, scholarship, residence, transfers, recruiting, amateurism, and the conduct, character, and discipline of athletes. Eastern Dakota Conference
Fargo Public Schools is a member of the Eastern Dakota Conference. The conference was established to encourage member schools to improve their extra-curricular program in the area of inter-scholastic activities. The value of conference membership is derived from arranging of schedules, equalizing competition, conducting league meets and generally up-grading the activities program by adhering to conference standards and goals. Membership implies abiding by conference schedule, by-laws, rules, and regulations.
