We are an agency dedicated to advocating for children in the care of the State of Idaho. Anyone with a vested interest in a child’s well-being—including caregivers, family members, and professionals—can file a complaint or concern about the state’s treatment of that child. Our mission is to ensure transparency, accountability, and the best possible outcomes for children in state care.
The Office of Health and Social Services Ombudsman (HSSO) was established during the 2024 Legislative session under Chapter 19, Title 56, Idaho Code to respond to claims related to services provided to children in foster care, protective supervision, or residential treatment facilities in Idaho.

The Mayfly Project (TMP) is a nationwide non-profit 501(c)(3) that has a project located in Boise, Idaho. TMP of Boise has an awesome group of mentors that teach youth in foster care, youth post-adoption from foster care, and youth placed with Idaho Relatives as Parents (IRAP) how to fly fish! We work with youth who live in the Treasure Valley (typically Region 3 and 4). TMP's goal this year is to mentor 10 kids. Our TMP project consists of 5 outings that begin in April 2023.
Our Impact:
Our project has a short-term and long-term impact on the lives of the children in our program--they get to take a break from worrying about life in foster care, but they also are learning new coping mechanisms, building a positive connection with the outdoors, and improving their self-esteem through fly fishing successes. We have mentored 500 children in foster care to date in 26 states.

The Mayfly Project is a national non-profit organization that is changing the lives of children in foster care across the country. Our mission is to mentor children in foster care via the sport of fly fishing and provide opportunities for children in foster care to have fun, build self-esteem, and develop a meaningful connection with the outdoors.
The children that participate in our projects learn all the basics of fly fishing, join in our conservation initiative efforts, and receive 2:1 mentor ratio at our 5 TMP outings where we teach and mentor in groups together. When the project is completed, each child receives their own curriculum, specialized buttons for participating in the program, fly rod setup, and all the gear they need to continue to pursue fly fishing. Foster parents, relative caregivers, adoptive parents, and group home staff are also invited to participate! THERE IS ZERO COST TO PARTICIPATE! We fundraise year-round to ensure each kid/youth who participates has what they need to fly fish on their own!

We cover all seven regions throughout Idaho and are working to expand the care and support we can offer in each region.

The Idaho Internet Crimes Against Children (ICAC) task force is a multi-jurisdictional coalition of federal, state, and local law enforcement agencies that investigate and prosecute individuals who use the internet or other technology to criminally exploit children.
