VISION
Eastern Visayas State University envisions a mature, integrated, and globally benchmarked quality assurance system that consistently drives academic excellence, institutional integrity, social relevance, and sustainable development—positioning the University as a Premier Institution of Learning with strong national impact and growing global recognition.
MISSION
The EVSU Quality Assurance System commits to:
To institutionalize a developmental, outcomes-based, stakeholder-centered, and evidence-driven quality culture that continuously improves instruction, research, innovation, community engagement, governance, and infrastructure through transparent, ethical, resilient, and accountable systems—guided by continuous quality improvement (CQI), national mandates, and international standards.

General Goal
To systematically transform EVSU into a high-performing, resilient, and globally competitive university by ensuring quality, relevance, and excellence across all institutional functions through a coherent, participatory, and continuously improving quality assurance framework.
Specific Goals
1. Institutionalize a university-wide quality culture across all campuses and units.
2. Ensure outcomes-based, evidence-driven decision-making in all institutional processes.
3. Sustain excellence in instruction, research and innovation, community engagement, and governance.
4. Strengthen continuous quality improvement (CQI) through systematic application of the PDCA cycle.
5. Enhance stakeholder trust through transparency, ethical leadership, and participatory governance.
6. Build institutional resilience and sustainability amid evolving risks and challenges.
7. Advance national compliance and global recognition through accreditation, benchmarking, and rankings.
QUALITY POLICY
1. We are committed to provide quality education integrating our core values in the performance of our mandate for academic excellence and humane service.
2. We are committed to demonstrate abilities in fulfilling applicable statutory and regulatory requirements, with an overall focus on risk-based thinking and on customer satisfaction. With strong leadership and unified efforts, we put premium on revitalized instruction, relevant extension, intensified research, optimized production, and expanded development initiatives.
3. We are committed to continual improvement recognizing changes as opportunities at hand. With the established Quality Management System as foundation and guide for actions, we take further steps toward becoming the leading state university.
QA's GUIDING PRINCIPLES
EVSU’s quality assurance system is anchored on the following principles:
1.Developmental and formative
EVSU’s quality assurance system is designed to support growth, learning, and improvement, not to assign blame or impose sanctions. Quality reviews, audits, and assessments are conducted to identify strengths, gaps, and opportunities for enhancement. Findings are used as inputs for capacity-building, mentoring, and system improvement, fostering a culture where units and individuals are encouraged to innovate, self-reflect, and continuously improve without fear of punishment.
2. Outcomes-based and evidence-driven
Quality assurance at EVSU focuses on measurable results and demonstrated impact rather than mere compliance with inputs or procedures. Decisions and improvements are guided by verified data and evidence such as learning outcomes assessment results, research outputs, community impact indicators, accreditation findings, and performance metrics. This principle ensures that institutional actions lead to meaningful outcomes for students, stakeholders, and society.
3. Stakeholder-centered and participatory
EVSU recognizes that quality is a shared responsibility. The QA system actively involves students, faculty, staff, alumni, industry partners, communities, and regulatory bodies in planning, implementation, monitoring, and evaluation. Stakeholder feedback, consultations, and partnerships inform decision-making, ensuring that academic programs, services, and initiatives remain relevant, inclusive, and responsive to societal needs.
4. Transparent, ethical, and accountable
Quality assurance processes at EVSU are grounded in integrity, openness, and accountability. Policies, standards, decisions, and results are clearly documented, communicated, and subject to review. Ethical leadership, responsible stewardship of resources, and adherence to laws and regulations are upheld at all levels, strengthening trust among stakeholders and ensuring institutional credibility.
5. Resilient, adaptive, and sustainability-oriented
EVSU’s QA system is built to anticipate, adapt to, and recover from challenges such as technological change, disasters, public health emergencies, and evolving educational demands. Quality planning incorporates risk management, digital transformation, environmental responsibility, and long-term sustainability considerations to ensure continuity of operations and sustained institutional performance.
6. Committed to continuous quality improvement (CQI)
EVSU institutionalizes quality as a continuous and cyclical process rather than a one-time activity. Through the systematic application of the Plan–Do–Check–Act (PDCA) cycle, the University regularly reviews performance, implements improvements, evaluates effectiveness, and institutionalizes best practices. This commitment ensures that quality standards evolve in response to internal evaluations, external benchmarks, and emerging best practices.
