A hedging sentence is used in the introduction of discursive/discussion texts to show there are two opposing arguments about the issue being written about.
They show the writer is being cautious or uncertain about the issue being discussed:
Simple hedging sentences can just include both opposing viewpoints joined together using a conjunction to show a contradiction in views about the topic:
